HOUSING & INTERGOVERNMENTAL RELATIONS COMMITTEE
May 6, 2020
A meeting of the Housing & Intergovernmental Relations Committee of the
Council of the County of Kaua`i, State of Hawaii, was called to order by
KipuKai Kuali`i, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e,
Kaua`i, on Wednesday, May 6, 2020 at 11:48 a.m., after which the following Members
answered the call of the roll:

The Committee proceeded on its agenda item as follows:
Bill No. 2774, Draft 1 A BILL FOR AN ORDINANCE AMENDING CHAPTER
7A, KAUAI COUNTY CODE 1987, AS AMENDED,
RELATING TO THE HOUSING POLICY FOR THE
COUNTY OF KAUAI (This item was Deferred to the
1st Committee Meeting in July 2020.)
The following communication was received for the record:

The Committee proceeded on its agenda item as follows:
Councilmember Cowden: I move to defer to the 1st Committee Meeting
in July 2020.
The motion to defer Bill No. 2774, Draft 1 to the 1st Committee Meeting in July
2020 failed for a lack of a second.
Council Chair Kaneshiro: I think you actually need to take a motion to
approve first if you wanted to say anything, Councilmember Kuali`i. If not, if you do
not want any discussion then you can move for a deferral.
Councilmember Chock moved for approval of Bill No. 2774, Draft 1, second by
Councilmember Cowden.

Committee Chair Kuali`i: Do we just have to take the vote now?
Council Chair Kaneshiro: No, if you wanted to say anything, you can say
it now. Once you make the motion to defer, all of the discussion is cut off. The motion
to approve is on the floor now and it allows you to continue discussion.
Committee Chair Kuali`i: Right.
Councilmember Cowden: Okay. So, we are looking to defer this?
Committee Chair Kuali`i: Let me do my thing.
Councilmember Cowden: It seemed like you are not doing it.
Committee Chair Kuali`i: I am going to request a deferral to the 1st
Committee Meeting in July 2020. This is to give us additional time to reach out to
constituents and stakeholders. I am going to be personally taking this time to reach
out to those stakeholders mentioned previously by Councilmember Cowden and
Council Vice Chair Kagawa at the last Committee Meeting, as well as engaging again
with the former members of the Housing Advisory Task Force who may have not
responded to our prior attempts at reaching them. If any of you have any other
contacts that you would like me to include in this outreach, then please let me know
by noon tomorrow. Do you have a question?
Councilmember Chock: Thank you for the deferral. The only other
thing I saw was testimony from the Kauai Board of Realtors requesting a deferral. I
was just wondering if we were going to try to meet with them as well? I thought we
did meet with them already.
Committee Chair Kuali`i: We have met with them and I know we are
willing to meet with them again if they want to. Now we have this additional time.
Councilmember Chock: Their main concerns were not addressed? Is
that why they are requesting more time?
Committee Chair Kuali`i: I do not know if we will be able to address all
of their concerns. We are going to have people on this side and on the total opposite
side that do not like everything that we have. We met with the Housing Director,
Council Chair Kaneshiro, and I, and we will meet with them again. What we did do,
and I worked closely with the Housing Director, to do a thorough letter in Layman's
terms if you will, that explains what the major changes are in the Bill.
(Councilmember Kagawa was noted as present.)
Committee Chair Kuali`i: I wanted to send this letter out inviting them
to read through the Bill, respond, and to make ourselves available. This would be the
Council Chair and I, and the Housing Director to meet with anyone and answer any
of their questions.
Councilmember Chock: Okay, thank you.

Committee Chair Kuali`i: If there are no further comments, I would like
to ask for a motion to defer to the 1st Committee Meeting in July 2020 and a second.
Councilmember Cowden moved to defer Bill No. 2774, Draft 1, to the first
Housing & Intergovernmental Relations Committee Meeting in July 2020,
seconded by Councilmember Cowden, and unanimously carried.
Committee Chair Kuali`i: Motion is carried.
There being no further business, the meeting was adjourned at 11:53 a.m.

*Beginning with the March 11, 2020 Council Meeting and until further notice,
