HomeMy WebLinkAbout 05/01/2019 Public Works & Veterans Services Committee minutes MINUTES PUBLIC WORKS & VETERANS SERVICES COMMITTEE May 1, 2019 A meeting of the Public Works & Veterans Services Committee of the Council of the County of Kaua`i, State of Hawai`i, was called to order by Ross Kagawa, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kauai, on Wednesday, May 1, 2019, at 8:30 a.m., after which the following Members answered the call of the roll: Honorable Mason K. Chock Honorable Felicia Cowden Honorable Luke A. Evslin Honorable Ross Kagawa Honorable Arryl Kaneshiro, Ex-Officio Member Excused: Honorable KipuKai Kuali`i Honorable Arthur Brun, Ex-Officio Member The Committee proceeded on its agenda item, as shown in the following Committee Report, which is incorporated herein by reference: CR-PWVS 2019-03: on PWPR 2019-02 Communication (04/25/2019) from Committee Chair Kagawa, requesting the presence of the Deputy County Engineer, to provide a briefing on the Federal Emergency Management Agency's (FEMA) 2017 Kaua`i County Flood Study and Mapping Plan as it relates to the Waimea and Hanapepe riverbanks, and the statements contained in the April 24, 2019 Garden Island newspaper article, "Flood insurance needs arises." (Received for the Record.) The Committee proceeded on its agenda item as follows: Bill No. 2612 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 14, KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO THE PLUMBING CODE (This item was deferred to June 19, 2019.) Committee Chair Kagawa: Before we take the motion to defer because we cannot take testimony or anything before we take the motion, I want to see if anyone wants to testify. The motion would be to defer to June and the reason is because Councilmember Kuali`i is excused and we need his vote on the Plumbing Code. Is there anyone that wishes to testify on the Plumbing Code? PWVS COMMITTEE MEETING 2 MAY 1, 2019 There being no objections, the rules were suspended to take public testimony. There being no one present to provide testimony, the meeting was called back to order, and proceeded as follows: Committee Chair Kagawa: Is there discussion from the members? Councilmember Cowden. Councilmember Cowden: I honor waiting for Councilmember Kuali`i to come back. Committee Chair Kagawa: Thank you. Can someone make the motion? Councilmember Chock moved to defer Bill No. 2612 to the June 19, 2019 Committee Meeting, seconded by Councilmember Cowden, and carried by a vote of 4:0:1 (Councilmember Kuali i was excused).
