2019 INAUGURAL KAUAI HOUSING SUMMIT

FEBRUARY 22, 2019
The Inaugural Kaua`i Housing ("Summit") commenced at the Kaua`i Veterans
Center, 3251 Kapule Highway, Lihu`e, Kauai, on Friday, February 22, 2019 at
9:05 a.m., and the presence of the following Kaua`i County Councilmembers was
noted:

The purpose of the 2019 Inaugural Kaua`i Housing Summit was to inform attendees
about the County of Kaua`i's initiatives to develop affordable housing and to seek to
identify solutions, resources, and partnerships that furthers the development of
affordable for our residents. Over one hundred forty (140) members from the
community, private, nonprofit, and government sectors gathered at the County of
Kaua`i's Inaugural Housing Summit. Attached hereto and incorporated herein are
presentations and handouts from the Summit. The Summit began with a welcome
message from Kanani Fu, County of Kauai Housing Director and Derek S.K.
Kawakami, County of Kaua`i Mayor. The Summit continued with panel discussions
on the following topics:
1. What is Affordable Housing and What is the County's Role?
Michael A. Dahilig, Managing Director, County of Kauai: Moderator
Panelist:
• Steven Franco, Housing Development Coordinator, County of Kaua`i :
o What is Affordable Housing and Kaua`i's Demand?
• Marie Williams, Long Range Planner, County of Kauai :
o The General Plan Framework for Housing
• Gary Mackler, Member of the Special Action Team on Affordable Rental
Housing:
o Affordable Rental Housing Report and Ten-Year Plan
• Crystal Caday-Bargayo, Catholic Charities Hawai`i, Kauai Office and
Member of the Hawaii Interagency Council on Homelessness:
o Hawaii State Framework to Address Homelessness

answer period with the panelists.
2. How Does the County Achieve Affordable Housing?

The Summit continued with breakout sessions on the following topics:
Where are the Partnership Opportunities?
1. Ka'aina S. Hull, Planning Director, County of Kauai, and Gary Mackler,
Facilitators:
• A Look at the Housing Policy: Is the County's Housing Policy
working? Participants will discuss Housing Policy and provide
recommendations and amendments for improvements.
2. Michael A. Dahilig, Managing Director, County of Kaua`i, Facilitator:
• Land and Infrastructure Required: Securing developable land with
adequate infrastructure remain the costliest and timeliest factors of
developing affordable housing. What lands should the County focus
our development efforts on? What infrastructure issue should the
County focus efforts on resolving first? Participants will decide and
formulate a strategy to resolving the infrastructure issue chosen.

3. Nalani Brun, Administration Officer, County of Kaua`i, and Crystal
Caday-Bargayo, Office of Economic Development, Facilitators:
• The State of Homelessness in Kauai: Governor David Y. Ige issued
a supplementary emergency proclamation for homelessness aimed to
accelerate the completion of housing projects and expand shelter
capacity and access to services. What are the opportunities on Kaua`i
while under the emergency proclamation?
4. Jennifer Toguchi, Housing Choice Voucher Rental Assistance Program
Manager, County of Kauai, and Steven Franco, Housing Development
Coordinator, County of Kaua`i, Facilitators:
• Rental and Program Opportunities: The Housing Choice
Voucher (HCV) program provides six hundred seventy (670)
rental vouchers that generate approximately six million
dollars ($6,000,000) annually to private landlords. The HCV
program is gearing up to open its waitlist and would like to expend
seven hundred fifty (750) rental vouchers in 2019. However, the
challenge has been the lack of rental inventory available. Statistics
show that thirty percent (30%), or one in three households, fail to
lease up in a timely manner and thus risk losing their rental voucher.
Where are the rental units and what can we do to support our HCV
- participants to secure rental units? Participants will emerge with
strategies to encourage landlords to participate in the HCV program.
After conclusion of the breakout sessions, the Summit concluded with presentations-kk
and feedback from the various breakout sessions and closing remarks.
There being no further business, the Inaugural Kauai Housing Summit adjourned at
3:00 p.m.
