MAY 15, 2020
The Special Council Meeting of the Council of the County of Kaua`i was called
to order by Council Chair Arryl Kaneshiro at the Council Chambers, 4396 Rice Street,
Suite 201, Lihu`e, Kaua`i, on Friday, May 15, 2020 at 9 01 a m , after which the
following Members answered the call of the roll.

Excused. Honorable Arthur Brun*
Council Chair Kaneshiro. Please note that we will run today's meeting
pursuant to the Governor's Supplementary Emergency Proclamation dated
March 16, 2020, Sixth Supplementary Emergency Proclamation dated April 25, 2020,
and Seventh Supplementary Emergency Proclamation dated May 5, 2020
APPROVAL OF AGENDA
Council Chair Kaneshiro• The first item is the approval of the agenda
Councilmember Kuali`i moved for approval of the agenda, as circulated,
seconded by Councilmember Cowden.
(No written testimony was received regarding this agenda item)
Council Chair Kaneshiro. Any discussion on the agenda from the
members?
The motion for approval of the agenda, as circulated, was then put, and carried
by a vote of 6 0 1*.

COMMUNICATION
C 2020-135 Communication (05/07/2020) from the Mayor, submitting his
Supplemental Budget Communication for Fiscal Year 2020-2021 and Proposed
Amendments to the Budget Bills, pursuant to Section 19 02A of the Kaua`i County
Charter
SPECIAL COUNCIL MEETING 2 MAY 15, 2020
Councilmember Kuah`i moved to schedule C 2020-135 for a public hearing on
May 27, 2020 at 8:30 a.m., and refer to the June 3, 2020 Council Meeting,
seconded by Councilmember Kagawa.
Council Chair Kaneshiro With that, I will suspend the rules as we do
have one (1) person that called in to provide oral testimony.
There being no objections, the rules were suspended
GREG PACILIO (via voicemail message) Good morning, I got this number
from The Garden Island regarding testifying in remotely regarding the County
budget for Fiscal Year 2021 My name is Greg Pacilio I do not know how much time
I have on the answering machine or if this is the right number My number is
346-5972 if you can get that information to the right person I do want to support
funding parks, playgrounds, the island wide bike path, and especially skate parks
We did have some plans for the Hanapepe Town Park I have five (5) points of strong
support that I would like to go through for consideration regarding the budget If I
do not get the beep, I will run through them quickly We did submit over three
hundred (300) signatures and roughly one hundred (100) people were present for a
Planning Department meeting in West Kaua'i at the Waimea Theater on
September 6, 2019, all in support of skate parks. Other County groups like the
Built-Environment Task Force and Skate Park Working Group recommendations are
to go ahead with the planning and eventually budgeting and completion of skate
parks for Kaua`i It is a healthy activity that works with both mental and physical
health It affects multi-diverse people, multi-generational people, and affects
diversity of not just gender and abilities, but race, ethnicity, and every type of
diversity I will speed it up. There is enormous island wide support for this I have
been involved with it through the Wilcox Hospital and other organizations, too many
to name I have seen so much support that I have seen so much diverse island wide
support for this. As a healthcare provider, I see the benefits of a healthy, outdoor
lifestyle especially for our youth that need things to do For mental health, taking it
as far as isolation and suicide prevention, these are all things that skate parks are
helpful towards They are safe places for people to skate as compared to the streets
and business plazas As a homeowner with children, I really want to support this for

Not seeing or hearing any objections, this meeting is now adjourned
There being no further business, the Special Council Meeting adjourned at
