Class Specifications for the Class:
LAND USE PLANS CHECKER II
SR-21, BU-03
Duties Summary:
Supervises and participates in the review and processing of complex plans and
specifications for buildings and other structures and uses for compliance with provisions of
the Comprehensive Zoning Code and related County land use laws and regulations;
supervises counter personnel engaged in the review and processing of zoning/building
permit applications and the providing of information to the public; interprets complex
provisions of the zoning ordinance and advises subordinates accordingly; and performs
other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to supervise and participate in complex
building plans and use review functions and assumes immediate responsibility for the
planning counter activities.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, assigns, supervises, and participates in the review, processing, and approval
of complex building/use plans for compliance with provisions of the Comprehensive
Zoning Code and related land use laws and regulations of the County;
• Checks plans and specifications to insure adherence to requirements such as type of
use, location of building on property, height, bulk, and size of structure and
dimensions of floor area and open space areas such as yards, courts, and off-street
parking spaces;
• Approves building/zoning permit applications involving complex plans for residential,
commercial, and industrial structures;
• Computes and collects permit and development fees;
• Provides information and instruction to the public regarding a wide range of code and
permit requirements;

• Assigns and reviews the work of subordinates engaged in counter work involving the
reviewing and processing of building/zoning permit applications and the
dissemination of information;
• Interprets for and advises counter personnel concerning the more difficult provisions
of the zoning ordinance and other departmental rules;
• Makes decisions and resolves differences between subordinates and the public;
• Supervises the maintenance of various office files, logs, records, and computer
tracking and data input activities;
• Prepares activity and other permit related reports; may assign and participate in field
inspections;
• Orients and trains new employees; and
• Performs other related duties as assigned.
Knowledge of:
Laws, ordinances, rules, and regulations pertaining to zoning and subdivision of land;
the General Plan for the County of Kauai, development plans and detailed land use maps;
basic principles and practices of planning; procedures involved in processing building permit
applications for various types of structures and uses under particular zoning districts; office
practices and procedures; principles and practices of supervision.
Ability to:
Interpret and apply provisions of the Comprehensive Zoning Code; read and
understand complex building plans and specifications and review same for compliance with
provisions of the zoning ordinance and other pertinent rules, regulations and policies; render
decisions in the proper interpretation of provisions of the zoning code and advise others
accordingly; explain laws, rules, regulations and procedures involved in processing permit
applications; determine need for and recommend amendments to specific wording or
provisions of the zoning ordinance; plan, assign and review the work of subordinates;
prepare activity and other reports; deal tactfully and effectively with the public.
This is an amendment to the specification for the class LAND USE PLANS CHECKER
II, which was approved on June 3, 2004, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
LAND USE PLANS CHECKER II
SR-21; BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• three (3) years of work experience in reviewing building plans and specifications
for compliance with provisions of the laws, codes, or ordinances; and
• three (3) years of work experience which involved the interpretation and
application of the zoning ordinance.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma in
civil engineering, architecture or a related field from an accredited community
college, trades school, may be substituted up to four (4) years of work experience in
reviewing building plans and specifications for compliance with provisions of the
laws, codes, or ordinances (15 semester credits = 6 months).
B. An Associate’s degree in civil engineering, architecture or related field from an
accredited community college, business, or technical school, may be substituted for
two (2) years of work experience in reviewing building plans and specifications for
compliance with provisions of the laws, codes, or ordinances.

C. A Bachelor’s degree in civil engineering, architecture or a related field from an
accredited college or university may be substituted for up four (4) years of work
experience in reviewing building plans and specifications for compliance with
provisions of the laws, codes, or ordinances.
D. A Master’s or PhD degree in civil engineering, architecture or a related field from an
accredited college or university may be substituted for up to one (1) year of work
experience in reviewing building plans and specifications for compliance with
provisions of the laws, codes, or ordinances.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.

Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

This is an amendment to the specification for the class LAND USE PLANS CHECKER
II, which was approved on June 3, 2004, and is to be substituted for that specification.
