HomeMy WebLinkAbout03/21/2018 Special Council minutes SPECIAL COUNCIL MEETING MARCH 21, 2018 The Special Council Meeting of the Council of the County of Kaua`i was called to order by Council Chair Mel Rapozo at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday, March 21, 2018 at 8:57 a.m., after which the following Members answered the call of the roll: Honorable Mason K. Councilmember Kaneshiro moved for approval of the agenda as circulated, seconded by Councilmember Kagawa. There being no objections, the rules were suspended to take public testimony. CONSENT CALENDAR: C 2018-77 Communication (02/23/2018) from the Director of Finance, transmitting for Council information, the 2018 Real Property Assessment List of the County of Kaua`i pursuant to Section 5A-2.2, Kauai County Code 1987, as amended. C 2018-78 Communication (03/15/2018) from the Director of Finance, transmitting for Council information, supplemental property tax revenue SPECIAL COUNCIL MEETING 2 MARCH 21, 2018 information pertaining to the estimated reduction in real property tax revenues resulting from the Home Preservation Limit and Very Low Income tax relief measures enacted by the Kaua`i County Council, factored with the existing real property tax rates, and based on the Real Property Assessment Certification for Fiscal Year 2019. C 2018-79 Communication (03/15/2018) from the Director of Human Resources, transmitting for Council information, the March 15, 2018 Human Resources Reports, pursuant to Section 23 of Ordinance No. B-2017-821, relating to the Operating Budget of the County of Kaua`i for the Fiscal Year 2017-2018, which includes new hires, transfers, reallocations, promotions, and vacancies for the period of July 1, 2017 to March 15, 2018. C 2018-81 Communication (03/15/2018) from the Director of Finance, transmitting for Council consideration, A Bill For An Ordinance To Amend Chapter 17A, Kaua`i County Code 1987, As Amended, Relating To Collection Of Bus Fares, to align the deposit of bus fare revenues into the Highway Fund, the Fund where the significant costs for providing bus services reside: Councilmember Kagawa moved to receive C 2018-81 for the record, seconded by Councilmember Kaneshiro. RESOLUTION: Resolution No. 2018-14 — RESOLUTION ESTABLISHING THE REAL PROPERTY TAX RATES FOR THE FISCAL YEAR JULY 1, 2018 TO JUNE 30, 2019 FOR THE COUNTY OF KAUAI: Councilmember Kagawa moved that Resolution No. 2018-14 be ordered to print, that a public hearing thereon be scheduled for May 9, 2018 at 5:00 p.m., and referred to the Budget & Finance Committee, seconded by Councilmember Kaneshiro. Council Chair Rapozo: Any discussion or public testimony? There being no objections, the rules were suspended to take public testimony. Council Chair Rapozo: Thank you. Before we adjourn, I just want to make a little comment. We have the Real Property Tax Resolution, as well as our Operating Budget and Capital Improvement Projects (CIP) Budget Bills and those three (3) items are set for a public hearing on May 9th at 5:00 p.m. Throughout the year, we get criticized because our meetings are during the day and that the public cannot show up and they wish that we would have the meetings at night. This is done specifically for that purpose. Every year, we do our public hearings on the budget and Real Property Tax at 5:00 p.m., and I would encourage everyone to participate. This is the budget and this is where we discuss how we are going to fund the County into the next fiscal year. So on May 9th at 5:00 p.m., please be here or at least submit testimony of your feelings. Councilmember Kagawa. Councilmember Kagawa: Can you clarify the upcoming budget schedule? Tomorrow is the first day of budget deliberations, right? Council Chair Rapozo: Yes, tomorrow, we start the budget discussions for all of the departments. There is a printed schedule and it is online. You can get a copy here. It is specific to departments, so there is a schedule. Councilmember Kaneshiro will be chairing that committee and that discussion. Likewise, if you have any comments or concerns regarding any part of our budget, please participate in the process. Councilmember Kaneshiro, I do not know if you want to talk about your process as we move forward, starting tomorrow. Councilmember Kaneshiro: Typically, how it goes is we have a schedule for every department. It is posted online and we take public testimony at the beginning of the meeting. If you want to testify on any of the certain departments, look it up on the schedule, come and be sure to come early and be there in the morning, because we only take public testimony once and it is at the very beginning of the meeting. Council Chair Rapozo: Okay, so be here at 9:00 a.m. if you want to testify in person. You can also submit testimony in writing or send a letter or E-mail. I see a lot of testimonies on Facebook, so convert that into an E-mail and send it to us, because not all of the posts on Facebook are seen. You could even do a video and send it to us via E-mail. That would serve as testimony. We really would like to hear from you. Councilmember Kaneshiro. SPECIAL COUNCIL MEETING 7 MARCH 21, 2018 Councilmember Kaneshiro: Just to clarify, if you are going to come and testify, you testify on that item, but if you want to E-mail or send in testimony another way, you can send an E-mail on any department, on any budget item you want. But if you are going to testify that morning, then you are testifying on the items that are there on the schedule. If you E-mail, you can testify on any budget item, any time. Even if you watch the meeting and you have questions, you can E-mail it in after and we will get it. Council Chair Rapozo: Councilmember Yukimura. Councilmember Yukimura: The testimony can come in, as you said, the morning of any agenda item during the hearings, at the public hearing, and any time up to decision-making, so people really have a lot of opportunity in which to submit testimony. Council Chair Rapozo: There are a lot of opportunities. What I am trying to say is that we really encourage the community to participate. That is the message. If there are no objections, this concludes today's Special Council Meeting.
