Class Specifications for the Class:
WATERWORKS INSPECTOR I
SR-16, BU-03
Duties Summary:
Inspects various phases of waterworks construction projects to ensure compliance
with plans, specifications, and agreements of work; and performs other related duties as
required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to inspect various phases of
waterworks projects under general supervision, resolving problems based on precedents or
instructions and refers to supervisors when such situations are not covered by precedents or
are beyond the scope of their instructions.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Inspects various phases of waterworks projects involving the construction and
installation of pipelines and reservoirs, buildings, intakes, wells, and sources;
• Meets with contractors, engineers and other concerning methods, procedures, and
materials to be used in various phases of construction;
• Interprets plans and specifications and may, with approval from supervisor allow
minor deviations on plans;
• Checks line and grade in the construction of concrete drains, laying of sewer pipes, or
in the laying of pavement materials;
• Checks forms for workmanship, alignment, and strength;
• Checks clearing and grubbing of rights of way;
• Checks the pouring of concrete or asphalt; inspects the erection of false work, forms
of the timbering and bracing of trenches;
• Inspects street trenching and backfills;

• Keeps records of labor, materials, and prepares reports as required;
• Maintains daily log of contractor’s work progress, test results and notes on
deviations; maintains records and files;
• Checks to see that safety practices are observed;
• Follows up on restoration of facilities, site and adjacent and vehicle assigned; and
• Performs other related duties as assigned.
Knowledge of:
Methods, practices, materials, and tools used in the construction of and installation
of pipelines, hydrants, meters, reservoirs, water mains, wells, treatment and filtration
facilities, roads, pavements, sidewalks, curbs, gutters, storm drains, excavations, retaining
walls, and other related waterworks construction projects; construction equipment and their
proper use; mathematics; safety practices and procedures.
Ability to:
Read and interpret plans and specifications for waterworks construction projects;
relate lines and grades indicated by survey stakes to construction jobs and check apparent
discrepancies between stakes and plan of the project; determine quality of materials and
workmanship through inspection and determine compliance with specification; observe
good construction practices recognize deviations therefrom; make mathematical
computations; keep records; prepare reports; deal tactfully and effectively with contractors
and the general public; follow oral and written instructions.
This is an amendment to the specification for the class WATERWORKS INSPECTOR I,
which was approved on May 26, 2006, amended on December 29, 2008, and is to be
substituted for that specification.

Minimum Qualification Specifications
for the Class:
WATERWORKS INSPECTOR I
SR-16, BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• two and one half (2 ½) years of inspectional or investigative work experience
involving the enforcement of laws, ordinances and/or rules and regulations; and
• one (1) year of work experience related to pipeline installation, or other related
waterworks construction or installation,
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, trades school, may be substituted up to four (4)
years of inspectional or investigative work experience involving the enforcement of
laws, ordinances and/or rules and regulations (15 semester credits = 6 months).
B. An Associate’s degree from an accredited community college, business, or technical
school, may be substituted for two (2) years of inspectional or investigative work
experience involving the enforcement of laws, ordinances and/or rules and
regulations.

C. A Bachelor’s degree from an accredited college or university may be substituted for
up four (4) years of inspectional or investigative work experience involving the
enforcement of laws, ordinances and/or rules and regulations.
D. A Master’s or PhD degree from an accredited college or university may be substituted
for up to one (1) year of inspectional or investigative work experience involving the
enforcement of laws, ordinances and/or rules and regulations.
E. Successful completion of semester credits leading towards a degree or diploma in
plumbing, pipefitting or a related field from an accredited community college, trades
school, may be substituted up to two (2) years of pipeline installation work
experience (15 semester credits = 6 months).
F. An Associate’s degree in plumbing, pipefitting or related field from an accredited
community college, business, or technical school, may be substituted for two (2)
years of pipeline installation work experience.
G. Possession of a valid State of Hawaii journey worker plumber’s license may be
substituted for one (1) year of pipeline installation work experience.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 of equivalent),
and any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be

established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

substituted for that specification.
