6.212
Inspects a variety of complex waterworks construction projects including pumping
stations, treatment plants, reservoirs, wells, laboratories, and appurtenances to ensure
compliance with plans, specifications, agreements of work and other established standards;
may supervise other inspectors and personnel as assigned; and performs other related
duties as required.
Distinguishing Characteristics:
Under general supervision, a position at this senior level may lead subordinate staff
and perform inspections during all phases of construction of major waterworks projects for
compliance, practices, and procedures.
A position in this class performs the most difficult compliance inspections on projects
having a broad potential public impact. Compliance situations vary greatly, and guidelines or
precedents may not be readily available. Work solutions require in-depth evaluation.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
•Performs continuous technical field inspection on major waterworks projects such as
the construction of pumping stations, treatment plants, reservoirs, laboratories,
buildings, intakes, wells, and sources;
•Supervises inspectors and personnel as assigned;
•Inspects the work of installing , fabricating, and assembling waterworks projects such
as waterlines, sewer lines, drain lines, chemical lines, air lines, plumbing lines,
electrical lines, control lines, telemetering, service laterals, service connections,
meters, mechanical equipment, and other related waterworks appurtenances for
conformance to plans, specifications and other contractor representatives from pre
construction bidding through project completion;
•Conducts pre-construction conferences and coordinates the work among contractors,
governmental agencies, material suppliers and subordinate inspectors;

•Interprets plans and specifications to clarify intent or objective and prepares and
maintains technical and cost records or reports;
•Initiates investigations of construction problems, coordinates and performs slump
tests for concreate, pressure tests for pipelines, and other tests as required, and
recommend solutions and corrections to achieve final acceptance;
•Inspects pipes and fittings for soundness;
•Prepares, records, and submits progress reports, monthly estimates, test results,
field measurements and sketches for "As Built Plans";
•Notes any deviation on plans and informs superior and may initiate change orders as
required;
•Ensures that the contractor observes safety measures;
•Arranges for final inspections; may perform sub-professional and technical functions
in support of professional engineering activities;
•Prepares work orders and drafting of simple plans for pipelines, meters, and other
installations;
•Prepares cost estimates when required, keeps records of labor, materials, and
equipment used; and
•Performs other related duties as assigned.
Knowledge of
The methods, practices, materials, and tools used in the construction and installation
of pumping stations, treatment plants and appurtenances, reservoirs, water mains, hydrants,
storm drains, catch basins, bridges, pipelines, retaining walls and building, street, or highway
construction; plans and specifications relating to a variety of construction projects;
construction equipment and their proper use; accepted safety practices and procedures.
Ability to:
Apply proper construction project inspectional methods and techniques; analyze
construction problems and make decisions; determine quality of materials and workmanship
through inspection and determine compliance with specifications; enforce

codes and ordinances with good judgment, firmness, and impartiality; make estimates of
work accomplished by contractors; keep records; prepare reports; deal tactfully and
effective with contractors and the general public.
