HomeMy WebLinkAbout6.216 SUPERVISING WATERWORKS INSPECTOR 20220714PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.216 Class Specifications for the Class: SUPERVISING WATERWORKS INSPECTOR SR-23, BU-04 Duties Summary: Supervises and coordinates the inspection of all waterworks construction projects which include pumping stations, treatment plants, reservoirs, wells, laboratories, and appurtenances to ensure compliance with plans, specifications, agreements of work, and other established standards; resolves problems between inspectors and contractors; and performs other related duties as required. Distinguishing Characteristics: This class is responsible for supervising and coordinating the inspection of all waterworks construction, alteration, and repair projects. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, assigns, and reviews work of subordinates engaged in the inspection of various phases of waterworks construction projects; • Supervises the inspection of the construction of pumping stations, treatment plants, laboratories, buildings, reservoirs, intakes, wells, and sources; • Supervises the inspection of the installation of waterlines, sewer lines, drain lines, chemical lines, air lines, plumbing lines, electrical lines, control lines, telemetering, service laterals, service connections, meters, mechanical equipment, and other related waterworks appurtenances; • Interpret plans and specifications and confers with contractors and subordinates to see that construction complies with requirements; resolves problems between inspectors and contractors; • Coordinates field work with the office to prevent unnecessary delays in construction; • Assists or participates in the more difficult and complex inspections and re- inspections to ensure compliance; PART I SUPERVISING WATERWORKS INSPECTOR 2 6.216 • Inspects the quality of materials used; • Supervises the preparation of estimates of work completed; • Investigates complaints or requests by property owners within and adjacent to projects; • Handles and adjusts complaints and claims; • Checks to see that the work is being done in accordance with proper safety methods and procedures; • Trains subordinate inspectors on inspectional techniques and methods in connection with the waterworks construction projects; • Informs civil engineers of major problems and may recommend changes in plans and specifications relative to waterworks projects; • Oversees the preparation and maintenance of records, reports, and correspondence; • Performs other related duties and required or assigned; and • Performs other related duties as assigned. Knowledge of: Principles and practices of supervision; the methods and practices used in the construction of projects such as pumping stations, treatment plants and appurtenances, reservoirs, water mains, highways, streets, roads, pavements, sidewalks, curbs, gutters, storm drains, sanitary sewers, catch basins, bridges, footings, pipelines, excavations, retaining walls; plans and specifications relating to a wide variety of construction projects; construction equipment and their proper use; mathematics; safety practices and procedures. Ability to: Plan, assign, supervise, train and review the work of subordinates; read and interpret plans and specifications for construction projects; relate lines and grades indicated by survey stakes to construction and check apparent discrepancies between the stakes and the plan of the project; analyze construction problems and make decisions; determine quality of materials and workmanship through the inspection and determine compliance with specifications; make mathematical computations; make standard office machines and equipment, including desktop computers and peripherals; deal tactfully and effective with PART I SUPERVISING WATERWORKS INSPECTOR 3 6.216 contractors and the public; receive, investigate, and resolve complaints; give and follow oral and written instruction. This is an amendment to the specification for the class SUPERVISING WATERWORKS INSPECTOR, which was approved on February 4, 2015, effective February 1, 2015, amended on April 18, 2017, effective January 16, 2017, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.216 Minimum Qualification Specifications for the Class: SUPERVISING WATERWORKS INSPECTOR SR-23, BU-04 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • two (2) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations; • two (2) years of work experience related to pipeline installation or other related waterworks construction or installation; • two (2) years of work experience involving the inspection of pumping stations or treatment plants; and • one (1) year of supervisory experience Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. PART II SUPERVISON WATERWORKS INSPECTOR 2 6.216 The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted up to four (4) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations (15 semester credits = 6 months). B. An Associate’s degree from an accredited community college, business, or technical school, may be substituted for two (2) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. C. A Bachelor’s degree from an accredited college or university may be substituted for up four (4) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. D. A Master’s or PhD degree from an accredited college or university may be substituted for up to one (1) year of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. E. Successful completion of semester credits leading towards a degree or diploma in plumbing, pipefitting or a related field from an accredited community college, trades school, may be substituted up to two (2) years of pipeline installation work experience (15 semester credits = 6 months). F. An Associate’s degree in plumbing, pipefitting or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of pipeline installation work experience. G. Possession of a valid State of Hawaii journey worker plumber’s license may be substituted for one (1) year of pipeline installation work experience. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that PART II SUPERVISON WATERWORKS INSPECTOR 3 6.216 he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 of equivalent), and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class SUPERVISING WATERWORKS INSPECTOR, which was approved on February 4, 2015, effective February 1, 2015, amended on April 18, 2017, effective January 16, 2017, and is to be substituted for that specification.
