HomeMy WebLinkAbout6.204 CONSTRUCTION INSPECTOR II 20220719PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.204 Class Specifications for the Class: CONSTRUCTION INSPECTOR II SR-19; BU-03 Duties Summary: Inspects various phases of a variety of construction projects, other than buildings, to assure compliance with plans, specifications, and agreements of the work; authorizes deviations from plans and specifications during construction; and performs other related duties as required. Distinguishing Characteristics: This class is responsible for independently inspecting various phases of public works construction projects, exercising discretion in authorizing deviations from plans and specifications or may be responsible for inspecting all phases of construction projects, other than buildings, of limited scope and complexity. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Inspects new road construction and the resurfacing, reconditioning, patching, and realignment of roads; • Checks sub­ grades, the laying of base course, construction of embankments, retaining walls, culverts, drains, drainage intakes and outlets, curbs and gutters, and bridges; • Inspects and determines the strength of forms and false work prior to pouring of concrete and inspects placement of steel reinforcements, erection of masonry blocks and concrete pours; • Inspects and tests various construction materials in the field, batching plants, or laboratory; • Checks grades and elevations to assure compliance with plans and specifications; • Performs tests on concrete for slump, air-entraining, and strength, and determine water cement ratio; PART I CONSTRUCTION INSPECTOR II 2 6.204 • Inspects pile driving, reinforced steel, drainage, roads, concrete reservoirs, sewer lines, manhole construction; • Inspects street trenching and checks backfills; • Meets with contractors, engineers, and others concerning methods, procedures, and materials to be used in various phases of construction; • Keeps records of labor, materials, and equipment used; • Makes estimates of work accomplished by contractors; • Prepares monthly estimates for payment; • Drafts change orders; • Prepares reports; • May supervise the work of subordinate inspectors or aides engaged in inspecting various phases of construction projects; and • Performs other related duties as required. Knowledge of: Methods and practices used in the construction of projects such as highways, streets, roads, pavements, sidewalks, curbs, gutters, storm drains, sanitary sewers, catch basins, concrete bridges, footings, pipelines, excavations, and retaining walls; plans and specifications relating to a variety of construction projects; construction equipment and their proper use; mathematics; safety practices and procedures. Ability to: Read and interpret plans and specifications for construction projects; relate lines and grades indicated by survey stakes to construction jobs and check apparent discrepancies between stakes and plan of the projects; determine quality of materials and workmanship through inspection and determine compliance with specifications; observe good construction practices and recognize deviations therefrom; make mathematical computations; make estimates of work accomplished by contractors and the general public; understand and carry out oral and written instructions. PART I CONSTRUCTION INSPECTOR II 3 6.204 This is an amendment to the specification for the class, CONSTRUCTION INSPECTOR II, which was approved as CONSTRUCTION PROJECT INSPECTOR on September 20, 1957, retitled to CONSTRUCTION INSPECTOR on April 25, 1972, retitled and amended to CONSTRUCTION INSPECTOR II on November 30, 1998, amended on November 13, 2020, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.204 Minimum Qualification Specifications for the Class: CONSTRUCTION INSPECTOR II SR-19, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • two and one half (2 ½) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations, and • two and one half (2 ½) years of work experience related to the inspection or supervision of workmanship and materials in construction work. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted up to four (4) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations (15 semester credits = 6 months). B. An Associate’s degree from an accredited community college, business, or technical school, may be substituted for two (2) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. PART II CONSTRUCTION INSPECTOR II 2 6.204 C. A Bachelor’s degree from an accredited college or university may be substituted for up four (4) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. D. A Master’s or PhD degree from an accredited college or university may be substituted for up to one (1) year of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent), and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. PART II CONSTRUCTION INSPECTOR II 3 6.204 Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
