HomeMy WebLinkAbout2.253 HOUSING SELF-SUFFICIENCY SPECIALIST I 20220802PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.253 Class Specifications for the Class: HOUSING SELF-SUFFICIENCY SPECIALIST I SR-20, BU-13 Duties Summary: Independently performs professional work in a public housing assistance and family self-sufficiency program through a case management approach by coordinating, implementing, and monitoring individualized barrier removal and career development plans; and performs other related duties as required. Distinguishing Characteristics: Independently coordinates, implements, and monitors barrier removal and career development plans to help public housing assistance recipients achieve financial self- sufficiency through a case management approach. Assignments include the full range of cases varying from those involving clients with few barriers, to cases involving clients with a multitude of barriers. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Conducts interviews and collects data regarding personal history, social situations, and health barriers to employment, preliminary employability information related to prior work history, skills training that has been received, and basic employment interests;  Conducts needs assessment and develops action plans to assist program participants;  Implements the Family Self-Sufficiency Program plan and follows-up with service providers and other Housing Agency staff members, assuring services are adequately and appropriately provided;  Links clients and family members to needed services;  Monitors and evaluates clients' participation and progress;  Works directly with the client on a continuous basis to sustain a positive relationship; PART I HOUSING SELF-SUFFICIENCY SPECIALIST I 2 2.253  Manages assigned cases and maintains case records and other documents in accordance with established procedures;  Provides instruction in the areas of life skills and pre -employment preparation to clients;  Interprets agencies policies and procedures;  Maintains cooperative working relationships with referral resources, employers and service providers including individuals, public and private agencies, through personal visits and telephone contact; and  Performs other related duties as required. Knowledge of: Goals, objectives, policies, procedures, standards, and guidelines of public housing assistance programs; social/emotional aspects of human behavior; common and problems needs of the target population; social work concepts and theories; community resources and their effective utilization; interviewing techniques; general career requirements and labor market trends; and basic human needs and standards of education and health. Ability to: Collect, evaluate, and interpret facts; diagnose problems and make sound decisions; explain laws, rules and regulations of the public housing assistance program; present ideas and information clearly and concisely orally or in writing; analyze situations and people accurately and adopt an effective course of action; provide counseling; deal with people in a manner which will gain their confidence and cooperation; maintain an objective and emotionally stable attitude in meeting distressing situations presented by individuals and/or families. This is an amendment to the specification for the class HOUSING SELF-SUFFICIENCY SPECIALIST I, which was approved as HOUSING SELF-SUFFICIENCY SPECIALIST on February 28, 2000, renumbered and retitled to HOUSING SELF-SUFFICIENCY SPECIALIST I on July 22, 2004, amended on March 24, 2020, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.253 Minimum Qualification Specifications for the Class: HOUSING SELF-SUFFICIENCY SPECIALIST I SR-20, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in psychology, sociology, social welfare, social work, or a related field; and  two (2) years of specialized work experience. Qualifying Specialized Work Experience: Professional work experience in the field of social work, individual or family counseling which involved assisting individuals and/or families resolve personal, social, employment, and/or emotional problems. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in psychology, sociology, social work or a related field or education credits in psychology, sociology, social work, or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits specific to psychology, sociology, social work, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II HOUSING SELF-SUFFICIENCY SPECIALIST I 2 2.253 A master’s degree or PhD in psychology, sociology, social work, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in psychology, sociology, social work, or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). B. A Master’s degree in psychology, sociology, social work or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in psychology, sociology, social work or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. PART II HOUSING SELF-SUFFICIENCY SPECIALIST I 3 2.253 Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
