HomeMy WebLinkAbout8.550 WATER METER MECHANIC 20220808PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.550 Class Specifications for the Class: WATER METER MECHANIC BC-09, BU-01 Duties Summary: Inspects, adjusts, installs, removes, repairs, and tests a variety of water meters in a meter repair shop or in the field; and performs other related duties as required. Distinguishing Characteristics: This class is the journey level class in the Water Meter Mechanic series and is responsible to perform skilled work in the installing, inspecting, maintain, repairing, retesting, replacing, and removing all types of water meters. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Inspects, disassembles, cleans, repairs, adjusts, test and reassembles all sizes and types of water meters, recording register, gate valves, check valves and fire hydrants in the field and in the shop to meet established American Water Works Association (AWWA) standards;  Tests meters for leaks and accuracy of flow;  Services, repairs, and replaces worn and defective parts, electronic registers and non-sealed meter registers including setting and soldering of all dial pointers on non- magnetic type registers;  Inspects, accepts, stores, crates, uncrates, seals, and reads meters;  Maintains computerized inventory of all water meters, detector checks and supplies;  Prepares requisitions and orders to maintain inventory of supplies, tools, meters, and repair parts;  Uses light and heavy construction tools, equipment and materials and operates power tools in the maintenance of meters;  Accesses meter and valve vaults using portable ladders or fixed manhole rungs; PART I WATER METER MECHANIC 2 8.550  Tests and calibrates small and large meters in the field and shop to departmental standards;  Assists in conducting leak detection surveys and the installation and removal of pressure and flow logging devices;  Installs and removes hydrant assemblies as required;  Tests and disassembles meters for abandonment;  Estimates time, material, equipment in repairing and testing a variety of meters and related equipment;  Maintains computerized records of meter services, repairs, test results and work reports;  Keeps abreast of new water metering technologies; and  Performs other related duties as required. Knowledge of: Practices, tools, equipment, and materials used in repairing and testing water meters; construction and principles of operation of water meters; rules and regulations pertinent to the Department of Water; basic use of personal computers; and record keeping. Ability to: Use tools and machinery of the trade; repair water meters; read water meters; use basic arithmetic; take measurements; maintain accurate records; develop basic computer skills; work effectively with others; understand and follow oral and written instructions; and operate a motor vehicle. This is an amendment to the specification for the class WATER METER MECHANIC, which was approved on September 20, 1957, amended on August 16, 1973, October 28, 2004, and on October 7, 2019, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.550 Minimum Qualification Specifications for the Class: WATER METER MECHANIC BC-09, BU-01 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and  one (1) year of work experience in the repair, maintenance or installation of mechanical instruments or equipment, and  two (2) years of work experience in the maintenance, repair, or installation of water distribution facilities which include water meters, mechanical and precision instruments, or new technologies involving computer programs and software. Examples of “new technologies” may include: Cellular metering technology, computerized maintenance technology, smart grid technology, etc. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in machining technology or a related field from an accredited community college, trades school, may be substituted up to two (2) years of work experience in the repair, maintenance or installation of mechanical instruments or equipment (15 semester credits = 6 months). PART II WATER METER MECHANIC 2 8.550 B. An Associate’s degree in machining technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience in the repair, maintenance or installation of mechanical instruments or equipment. C. Successful completion of semester credits leading towards a degree or diploma in electrical installation and maintenance technology or a related field from an accredited community college, trades school, may be substituted up to two (2) years of work experience in the maintenance, repair, or installation of water distribution facilities which include water meters, mechanical and precision instruments, or new technologies involving computer programs and software (15 semester credits = 6 months). D. An Associate’s degree in electrical installation and maintenance technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience in the maintenance, repair, or installation of water distribution facilities which include water meters, mechanical and precision instruments, or new technologies involving computer programs and software. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be PART II WATER METER MECHANIC 3 8.550 established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
