HomeMy WebLinkAbout8.551 LEAD WATER METER MECHANIC 20220808PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.551 Class Specifications for the Class: LEAD WATER METER MECHANIC WS-09, BU-01 Duties Summary: Supervises and participates in the inspection, adjusting, installation, removal, repairing and testing of a variety of water meters in a meter repair shop or in the field; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and participate in the activities involved in the installing, inspecting, maintain, repairing, retesting, replacing, and removing of all types of water meters in the shop and in the field. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Supervises, trains, and participates in inspecting, disassembling, cleaning, repairing, adjusting, and reassembling all sizes and types of water meters, recording register, gate valves, check valves and fire hydrants in the field and in the shop to meet established American Water Works Association (AWWA) standards;  Supervises, trains, and participates in testing meters for leaks and accuracy of flow;  Supervises, trains, and participates in servicing, repairing, and replacing worn and defective parts, electronic registers and non-sealed meter registers including setting and soldering of all dial pointers on non-magnetic type registers;  Inspects, accepts, stores, crates, uncrates, seals, and reads meters;  Maintains computerized inventory of all water meters, hydrants, detector checks and supplies;  Prepares requisitions and orders to maintain inventory of supplies, tools, meters, and repair parts;  Uses light and heavy construction tools, equipment and materials and operates power tools in the maintenance of meters; PART I LEAD WATER METER MECHANIC 2 8.551  Access meter and valve vaults using portable ladders or fixed manhole rungs;  Tests and calibrates small and large meters in the field and shop to AWWA standards;  Assist in conducting leak detection surveys and the installation and removal of pressure and flow logging devices;  Installs and removes hydrant assemblies as required;  Tests and disassembles meters for abandonment;  Estimates time, material, equipment in repairing and testing a variety of meters and related equipment;  Recommends improvements on meters and fire hydrants;  Maintains computerized records of meter services, repairs, test results and work reports;  Enforces safety practices;  Supervises and reviews the work of subordinates;  Keeps abreast of new water metering technologies; and  Performs other related duties as required. Knowledge of: Methods, tools, equipment parts and materials used in testing and repairing water meters; principles underlying the operation and construction of water meters; hydraulics as it relates to flow rate and water pressure; occupational hazards and safety practices; the use of personal computers, peripheral equipment, and software applications; rules and regulations pertinent to the Department of Water; principles and practices of supervision. Ability to: Perform skilled inspection, repair, maintenance, testing, adjusting and installation of all types of meters used in water systems; demonstrate proper work methods; operate tools and equipment used in repair and testing of meters; keep accurate records; give and follow oral and written instructions; assign, review and supervise the work of others; encourage safety practices and enforce safety rules; use a personal computer; maintain effective relationships with others. PART I LEAD WATER METER MECHANIC 3 8.551 This is an amendment to the specification for the class LEAD WATER METER MECHANIC, which was approved on October 7, 2019, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.551 Minimum Qualification Specifications for the Class: LEADWATER METER MECHANIC WS-09, BU-01 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and  one (1) year of work experience in the repair, maintenance or installation of mechanical instruments or equipment, and  three (3) years of work experience in the maintenance, repair, or installation of water distribution facilities which include water meters, mechanical and precision instruments, or new technologies involving computer programs and software. Examples of “new technologies” may include: Cellular metering technology, computerized maintenance technology, smart grid technology, etc. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in machining technology or a related field from an accredited community college, trades school, may be substituted up to two (2) years of work experience in the repair, maintenance or installation of mechanical instruments or equipment (15 semester credits = 6 months). PART II LEGAL WATER METER MECHANIC 2 8.551 B. An Associate’s degree in machining technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience in the repair, maintenance or installation of mechanical instruments or equipment. C. Successful completion of semester credits leading towards a degree or diploma in electrical installation and maintenance technology or a related field from an accredited community college, trades school, may be substituted up to two (2) years of work experience in the maintenance, repair, or installation of water distribution facilities which include water meters, mechanical and precision instruments, or new technologies involving computer programs and software (15 semester credits = 6 months). D. An Associate’s degree in electrical installation and maintenance technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience in the maintenance, repair, or installation of water distribution facilities which include water meters, mechanical and precision instruments, or new technologies involving computer programs and software. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be PART II LEGAL WATER METER MECHANIC 3 8.551 established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
