HomeMy WebLinkAbout4.000.1 SANITARY CHEMIST IV 20220809 PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 4.000.1 Class Specifications for the Class: SANITARY CHEMIST IV SR-24, BU-13 Duties Summary: Supervises the day-to-day operations of a laboratory performing chemical and microbiological analyses and investigations of wastewater, fresh, estuarine, and saline receiving waters, sludge, and sediment; conducts special and complex studies and research projects; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise the day-to-day operations of a laboratory performing chemical and microbiological analyses and investigations of wastewater, fresh, estuarine, and saline receiving waters, sludge, and sediment. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.)  Plans, directs, and coordinates the chemical, biological, and microbiological testing, and analyses of wastewater, receiving waters, sludge, and sediment;  Reviews, evaluates, and monitors test results and recommends changes in general laboratory work methods and operating practices and procedures;  Plans and supervises industrial wastewater surveys and analyses;  Assists in selecting critical industries to be surveyed;  Supervises the collection of representative samples and the performance of chemical, physical and microbiological analyses;  Reviews reports of test results and related data to assure compliance with city ordinances of wastewater use restrictions and charges;  Recommends corrective action and improvements where applicable;  Supervises the chemical and microbiological analyses and investigations of receiving waters and sediment; PART I SANITARY CHEMIST IV 2 4.000.1  Plans test schedules and supervises field investigations of wastewater, receiving waters, sludge, sediment;  Directs wastewater spill monitoring and sampling investigations;  Establishes appropriate sampling procedures and plans and coordinates the collection of representative samples;  Supervises the monitoring and analyses of samples and the compilation of test data for the evaluation and detection of water quality degradation;  Conducts special and complex examinations and studies, analyzes, and interprets data and prepares reports on findings;  Recommends additional research as indicated by findings;  Makes recommendations as technical specialist on matters dealing with effluent disinfection practices, odor control, and other problems;  Reviews existing instrumentation methods and techniques employed in water pollution control;  Develops and modifies methodology to enhance analytical sensitivity and accuracy;  Instructs and supervises other laboratory personnel in effective and proper use of instruments and equipment;  Reads technical literature to keep abreast of new developments in the field;  Assists in coordinating laboratory support for other departmental activities;  Assists in overall planning of laboratory activities;  Provides information for the annual operating budget for the section;  Assigns and coordinates research work and analyzes and interprets findings;  Participates in the interviewing, selection, and training of new employees; and  Performs other related duties as required. Knowledge of: The principles and practices of supervision and/or administration; the principles and practices of chemistry and microbiology, especially as they relate to analyses of wastewater, PART I SANITARY CHEMIST IV 3 4.000.1 sludge, sediment and industrial wastes; methods, techniques, instrumentation and equipment used in laboratory analyses; laws, ordinances, rules and regulations relating to water quality control, pollution abatement and industrial wastewater discharges; environmental sanitation and community health problems pertinent to the work; operation and care of laboratory apparatus and equipment. Ability to: Plan, supervise and conduct chemical and/or microbiological examinations of wastewater and receiving waters; plan procedures for and supervise special investigations and research relating to water quality; maintain records and prepare reports of laboratory procedures, observations and results of tests; evaluate test results and recommend appropriate changes to wastewater treatment processes and operations; use sophisticated laboratory instruments and equipment; explain program activities and give talks and demonstrations; deal effectively with others. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 4.000.1 Minimum Qualification Specifications for the Class: SANITARY CHEMIST IV SR-24, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in chemistry, a biological science, or a related field; and  three (3) years of professional experience in a chemical or microbiological laboratory. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in chemistry, a biological science or a related field or education credits in chemistry, a biological science or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits specific to chemistry, a biological science or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in chemistry, a biological science or a related field may be substituted for the education requirement. PART II SANITARY CHEMIST IV 2 4.000.1 The following may be substituted for experience: A. Successful completion of semester credits specific in chemistry, a biological science or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the professional experience in a chemical or microbiological laboratory (15 semester credits = 6 months). B. A Master’s degree in chemistry, a biological science or a related field from an accredited college or university may be substituted for one (1) year of the professional experience in a chemical or microbiological laboratory. C. A Doctorate’s degree in chemistry, a biological science or a related field from an accredited college or university may be substituted for one (1) year of the professional experience in a chemical or microbiological laboratory. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. PART II SANITARY CHEMIST IV 3 4.000.1 Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
