HomeMy WebLinkAbout2.291 PUBLIC HOUSING DEVELOPMENT PROGRAM SPECIALIST II 20220822PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.291 Class Specifications for the Class: PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST II SR-22, BU-13 Duties Summary: Performs difficult and varied work in one or more functional areas of the overall County's housing and community development program; and performs other related duties as required. Distinguishing Characteristics: This class involves responsibility for assisting higher-level specialists in all aspects of the operation of several public housing projects or rent supplemented and leased housing projects; delegated responsibilities include the supervision of subordinate public housing specialists, technicians, and clerical staff. This class may reflect the work of a staff specialist concerned with the development of programs, policies and procedures, the provision of technical guidance, the evaluation and reporting of program activities, etc., in a broad area of public housing on an island wide basis. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Serves as staff specialist; conducts special studies;  Develops new or improved programs in the area of public housing and community development, coordinates with various County, private agencies, and business firms to prepare program proposals and plans for receipt of Federal/State/County funds;  Compiles, reviews, and analyzes data on program activities for program management, prepares, reviews, verifies, validates, and transmits operational program reports as required;  Coordinates the implementation of changes to program plans, policies, and procedures;  Provides technical assistance to staff, tenant organizations and other interested persons, makes overall inspections of properties acquired in project areas to initiate PART I PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST II 2 2.291 tenants in program requirements and to obtain data for property accounting and control purposes;  Identifies and interviews tenants and establishes responsibility for payment of rent, utilities or other services, contracts for utilities and services furnished by the department and terminates such contracts when properties are vacated;  Establishes or verifies rental rates as determined by departmental policies and procedures and follows up on delinquent accounts;  Executes tenancy agreements with occupants pursuant to departmental policy, assuring that each signer understands the conditions and provisions;  Assists in planning, organizing and coordination of project operations, investigating tenant complaints and difficulties;  Formulates, designs, coordinates, and assesses outreach activities for each division of the Housing Agency;  Prepares written status report on outreach activities for each program; makes work assignments to subordinates and provides direction on the disposition of cases;  Conducts research on housing demands to determine size and number needed and cost requirements;  Meets with community groups and other public agencies to explain program requirements;  Collects data and information to substantiate housing and community development needs;  Keeps abreast of current laws, rules, regulations, policies, and procedures; and  Performs other related duties as assigned. Knowledge of: Federal, state and county laws, rules, regulations, policies, and procedures governing public housing, principles, practices, and techniques which apply to housing management; research methods and techniques; interviewing principles and techniques. Ability to: Read, comprehend, interpret, and apply rules, regulations, policies, and procedures applicable to housing and/or community development; plan, organize and coordinate work; PART I PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST II 3 2.291 obtain and analyze data; develop and implement operational policies and procedures; establish and maintain effective working relationships with others; present ideas clearly, concisely, and effectively, orally and in writing. This is an amendment to the specification for the class, PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST II, which was approved on September 2, 1986, amended on June 20, 2014, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.291 Minimum Qualification Specifications for the Class: PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST II SR-22, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in public or business administration, economics, psychology, sociology, political science, or a related field, and  three (3) years of specialized work experience. Qualifying Specialized Work Experience: Professional work experience which demonstrates a working knowledge of housing or property management activities. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in public or business administration, economics, psychology, sociology, political science, or a related field or education credits in public or business administration, economics, psychology, sociology, political science, or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits specific to public or business administration, economics, psychology, sociology, political science, or a related field PART II PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST II 2 2.291 leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in public or business administration, economics, psychology, sociology, political science, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in public or business administration, economics, psychology, sociology, political science, or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). B. A Master’s degree in public or business administration, economics, sociology, psychology, political science, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in public or business administration, economics, psychology, sociology, political science, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. PART II PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST II 3 2.291 Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
