Class Specifications for the Class:
PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST III
SR-24, BU-13
Duties Summary:
Plans, develops, organizes, directs, and coordinates the operations of one or more
public housing projects of the overall County Housing and Community Development
Program; and may perform other duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for supervising, organizing, and
performing difficult housing and project development and coordinative work in one or more
of the functional areas of the overall Housing and Community Development Program;
responsibilities include the direction of housing technicians and clerical activities through
one or more subordinate supervisors.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Serves as a supervisor of the operation of a public housing section or project(s) of the
County's Housing Program;
Seeks and negotiates rental transactions with private landlords and eligible families;
Reviews and approves housing assistance contracts and payments on behalf of the
agency;
Investigates tenant complaints and difficulties;
Inspects dwelling units to assure compliance to the Housing and Urban
Development’s (HUD) Housing Quality Standards;
Coordinates appropriate actions with Federal and Local prosecution and
enforcement agencies for non-compliance of rules and contract provisions by
program participants;
Conducts informal hearings to determine violation of the program regulations;

Solicits joint efforts with various government agencies and private groups performing
outreach services to the elderly, handicapped, and disabled and low-income groups
as to the availability of the program;
Provides specialized staff services in planning and applying for Federal assistance to
meet general and specific program objectives and requirements of the County;
Conducts studies and analyzes Federal and State laws, directives, guides and
instructions on the kinds and sources of Federal assistance which are available for
local use;
Receives, compiles, and evaluates data for program and administrative purposes
and prepares appropriate reports and analyses;
Serves as Fair Housing Officer for the island;
Evaluates and monitors performance in regard to meeting Fair Housing goals set by
HUD;
Contacts tenants, community groups for the purpose of developing and maintaining a
clear understanding of public housing goals and objectives;
Develops and publicizes educational programs furthering the growth of public
awareness of rights to Fair Housing Opportunities to community and business groups
and encourages the reporting of incidents of suspected discrimination;
Drafts appropriate correspondence and reports and maintains records; and
Performs other related duties as assigned.
Knowledge of:
Federal, State and County laws, rules, regulations, policies, and procedures
applicable to housing and/or community development; principles and practices of
supervision; principles and practices of public relations; research methods and techniques;
governmental methods and techniques; and report writing.
Ability to:
Read, comprehend, interpret, and apply rules, regulations, policies, and procedures
applicable to housing and/or community development; to plan, organize and direct the work
of others in carrying out tenant relations work; establish and maintain effective working
relationships with community leaders, the general public and public housing tenants.

This is an amendment to the specification for the class, PUBLIC HOUSING AND
DEVELOPMENT PROGRAM SPECIALIST III, which was approved on September 2, 1986,
amended on June 20, 2014, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST III
SR-24, BU-13
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in public or business
administration, economics, psychology, sociology, political science, or a related field, and
three (3) years of specialized work experience; and
one (1) year of supervisory work experience.
Qualifying Specialized Work Experience:
Professional work experience which demonstrates a working knowledge of housing or
property management activities.
Qualifying Supervisory Work Experience:
Professional work experience which includes planning, directing, assigning, and
reviewing the work of others; advising subordinates on difficult program areas; timing and
scheduling subordinate work; and training and developing new employees.
Non-Qualifying Supervisory Work Experience
Managing and supervising student helper and/or interns.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).

Specialized professional work experience in public or business administration, economics,
psychology, sociology, political science, or a related field or education credits in public or
business administration, economics, psychology, sociology, political science, or a related
field can be substituted for up to four (4) years of the bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits specific to public or business
administration, economics, psychology, sociology, political science, or a related field
leading to a degree or diploma from an accredited community college, trades school,
college, or university (15 semester credits = 6 months).
A master’s degree or PhD in public or business administration, economics, psychology,
sociology, political science, or a related field may be substituted for the education
requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in public or business
administration, economics, psychology, sociology, political science, or a related field
leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or
university, may be substituted up to one (1) year of the specialized work experience
requirement (15 semester credits = 6 months).
B. A Master’s degree in public or business administration, economics, psychology,
sociology, political science, or a related field from an accredited college or university
may be substituted for one (1) year of the specialized work experience requirement.
C. A Doctorate’s degree in public or business administration, economics, psychology,
sociology, political science, or a related field from an accredited college or university
may be substituted for one (1) year of the specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.

Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class, PUBLIC HOUSING AND
DEVELOPMENT PROGRAM SPECIALIST III, which was approved on September 2, 1986,
