Class Specifications for the Class:
PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST IV
SR-26, BU-13
Duties Summary:
Assists in planning, directing, and coordinating the operation of the County's Housing
and Community Development Program; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for performing the most complex
project development and coordinative work in one or more of the functional areas of the
overall Housing and Community Development Program; assists the Housing Administrator in
the planning, design, implementation, and evaluation of the County's housing program.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Studies and analyzes Federal, State and County laws, directives, guides and
instructions on the kinds and sources of Federal assistance which are available for
local use;
Participates in the short- and long-range planning of housing on Kauai with private
and government entities, testifies before the Land Use Commission, Planning
Commission, County Council and at public meetings;
Researches suitable housing sites, innovative building techniques, development and
buyer financing, affordability, user demand and acceptance trends and growth
projection;
Participates with other county departments/council and developers in negotiations
for contributions to housing program;
Develops and implements cooperative inter and intra governmental programs for
maximizing benefits from Federal assistance;
Assists and advises housing committees and community organizations in developing
housing programs for designated areas;

Preparation of project feasibility analysis with method of acquiring site control,
development schedule and budget and justifiable marketing projections;
Participates in negotiations with architectural, engineering, planning, financial, sales,
property management, insurance and building firms and institutions to carry out
development of County housing projects, including the preparation of specifications
and plans, preparation of specifications and plans, preparation of contracts and
securing interior development funds;
Assures that all time schedules are met and that work on each development
proceeds on a timely basis;
Periodically prepares status reports on assigned projects indicating construction and
sales activities, cash requirements, timetables for completion, etc.;
Develops and conducts marketing program for the sale of units in the department's
projects;
Designs, implements, and monitors home sales program for the county including
applicant qualifications, restrictions, and conditions;
Acts as County's sales agent with attorney's office;
Establishes prices, monitors cost, and acquires funding, works with outside brokers,
lenders, escrow companies and insurance agents;
Prepares grant application for County housing programs;
Prepares feasibility reports;
Speaks to groups and individuals;
Drafts appropriate correspondence and reports;
Maintains records; and
Performs other related duties as assigned.
Knowledge of:
Federal, State and County laws, rules, regulations, policies, and procedures
governing public housing; public relations; property development; public and private
financing; principles, methods and techniques which apply to public housing; research
methods and techniques; and report writing.

Ability to:
Read, comprehend, interpret, and apply rules, regulations, policies, and procedures
governing public housing and/or community development; plan, organize and coordinate
work; obtain and analyze data; maintain records; present ideas clearly, concisely, and
effectively, orally and in writing; deal tactfully and effectively with others.
This is an amendment to the specification for the class, PUBLIC HOUSING AND
DEVELOPMENT PROGRAM SPECIALIST IV, which was approved on September 2, 1986,
amended on June 20, 2014, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST IV
SR-26, BU-13
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in public or business
administration, economics, psychology, sociology, political science, or a related field, and
three (3) years of specialized work experience;
one (1) year of work experience which included feasibility analysis, coordination of
financing and administration of engineering and other contractual agreements; and
one (1) year of supervisory experience.
Qualifying Specialized Work Experience:
Professional work experience which demonstrates a working knowledge of housing or
property management activities.
Qualifying Supervisory Work Experience:
Professional work experience which includes planning, directing, assigning, and
reviewing the work of others; advising subordinates on difficult program areas; timing and
scheduling subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in public or business administration, economics,
psychology, sociology, political science, or a related field or education credits in public or

business administration, economics, psychology, sociology, political science, or a related
field can be substituted for up to four (4) years of the bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits specific to public or business
administration, economics, psychology, sociology, political science, or a related field
leading to a degree or diploma from an accredited community college, trades school,
college, or university (15 semester credits = 6 months).
A master’s degree or PhD in public or business administration, economics, psychology,
sociology, political science, or a related field may be substituted for the education
requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in public or business
administration, economics, psychology, sociology, political science, or a related field
leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or
university, may be substituted up to one (1) year of the specialized work experience
requirement (15 semester credits = 6 months).
B. A Master’s degree in public or business administration, economics, psychology,
sociology, political science, or a related field from an accredited college or university
may be substituted for one (1) year of the specialized work experience requirement.
C. A Doctorate’s degree in public or business administration, economics, psychology,
sociology, political science, or a related field from an accredited college or university
may be substituted for one (1) year of the specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that

he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
