Class Specifications for the Class:
EQUIPMENT LOGISTICS CREW OPERATOR
BC-11, BU-01
Duties Summary:
Operates and maintains a hydraulic excavator with standard and long-reach booms and
dipper sticks with digging attachments, truck tractor with low boy, semi end dump, and flat rack
attachments, grader, loader, dozer, bucket truck, vactor truck, pothole repair truck, and/or track
loader as needed in performing general construction and maintenance work for the specialized
logistics crew; and perform other related duties as required.
Distinguishing Characteristics:
A position in this class is part of a specialized crew and is responsible to proficiently and
safely operate all equipment used within the Logistics Branch in performing general construction and
maintenance work.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Operates a hydraulic excavator with standard and long reach booms and dipper sticks with
digging attachments;
Excavates and backfills foundations or ditches;
Dredges and reclaims land;
Cleans debris from ditches and streams;
Trims roads and grades roads;
Scoops, loads, and unloads dirt, sand, gravel, rock, and other materials;
Operates a truck tractor low boy and low boy attachment to transport heavy construction
equipment to and from worksites and to haul lumber, culverts, pipes, and other construction
materials to specified locations;
Operates a vacuum/rodder truck to clean and clear culverts, catch basins, manholes, etc. to
allow unobstructed flow of water;
Operates the truck tractor with semi-dump attachment to haul bulky items, rock, sand, dirt,

gravel, cement, and other materials;
Performs rigging of necessary attachments or may supervise the work of a helper doing
same;
Operate a hydraulic bulldozer to level and clear land of rocks, brush, trees, and other
obstructions;
Operates a grader to cut, level, and reshape land; trims earth along roads and highways;
uses a scarifier to rip earth and pavement; makes finish grades on road surfaces;
Operates a front-end loader with bucket of 3 cubic yard capacity and over but less than 6
cubic yards;
Performs routine inspections and preventative maintenance of equipment;
Keeps equipment supplied with fuel, oil, water, and air;
Lubricates gears and other moving parts;
Maintains and make minor repairs and adjustments to equipment as necessary;
Operates other types of construction equipment; and
Performs other related duties as required.
Knowledge of:
The function, capacities, and methods of operating various construction equipment,
including an excavator; uses, purposes and techniques in rigging of various digging attachments;
general construction and maintenance practices as they relate to the operation of construction
equipment and excavators; hazards and safety precautions applicable to the operations of
construction equipment including excavators; maintenance needs of construction equipment; laws,
ordinances, rules and regulations governing the operation of motor vehicles on streets and highways.
Ability to:
Operate a variety of construction equipment, including excavators; apply skill and judgment
in operating and maneuvering equipment in a safe and efficient manner; drive skillfully, courteously,
and safely according to traffic laws and ordinances; recognize mechanical and operational defects in
equipment; make minor emergency repairs to power and lifting units and to other parts of the
equipment; understands and follows oral and written instructions.

This is an amendment to the specification for the class EQUIPMENT LOGISTICS CREW
OPERATOR, which was approved on October 31, 2016, and is to be substituted for that
specification.

Minimum Qualification Specifications
for the Class:
EQUIPMENT LOGISTICS CREW OPERATOR
BC-11, BU-01
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
four (4) years of specialized work experience which demonstrates knowledge and
competence in methods, practices, techniques, tools, and the operation of
construction equipment used in the construction, maintenance and repair of
highways, roads or similar surfaces and structures.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must

have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a Commercial Driver’s License (Type A) and applicable endorsements,
current State of Hawai‘i Department of Transportation Medical Examination Certificate and
any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
