Class Specifications for the Class:
EQUIPMENT LOGISTICS CREW LEADER
WS-11, BU-01
Duties Summary:
Participates and supervises the work of the logistics crew equipment operators and
laborers engaged in the construction, repair, and maintenance of a variety of highway
projects; keeps records and makes operational reports; and performs other related duties
as required.
Distinguishing Characteristics:
A position in this class is located in the Logistics Branch and is responsible to
supervise and participate in the work of a specialized crew of equipment operators and
skilled and semi-skilled workers engaged in a variety of highway construction, repair, and
maintenance projects.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Plans, lays out, assigns, and reviews the work of the logistics crew engaged in
constructing, surfacing, and resurfacing streets and roads, and maintaining, altering,
and repairing county roads, highways, and adjacent areas;
Estimates time, labor, equipment, and materials needed to complete projects;
Inspects progress and quality of work;
Supervises and participates in the paving of new roads and in the repair and
maintenance of existing roads;
Supervises and participates in patching, resurfacing, and widening roads and
highways;
Supervises and participates in the grading and maintenance of shoulders, cuts, fills,
and wearing surfaces;
Supervises a construction and/or maintenance crew in the operation of road
construction equipment;

Inspects operational condition of motorized equipment; may make minor
adjustments, determine need for repair, and arrange for repair of the same;
Advises operators on more difficult problems;
Enforces proper equipment maintenance practices and safety precautions;
Supervises and participates in the construction and/or repair of retaining walls,
manholes and catch basins;
Supervises and participates in the construction, repair and maintenance of
sidewalks, guardrails, driveways, curbs, drains, culverts, and gutters;
Supervises and participates in making emergency repairs to highways and/or roads
following storms, landslides, washouts, earthquakes, or other accidents as needed;
Keeps accurate records and prepares operational reports;
May operate motorized equipment in repair, maintenance, and construction
activities; and
Performs other related duties as required.
Knowledge of:
The methods, materials, tools, and equipment used in road construction and
maintenance and minor structures; operational and maintenance practices relating to
various construction equipment; occupational hazards and safety precautions applicable to
the work; principles and practices of supervision.
Ability to:
Plan, lay out, assign, and review the work of others; operate and maintain a variety of
construction equipment; foresee hazards and take effective measures to eliminate them;
make work reports; give and receive oral and written instructions; effectively supervise/deal
with employees.
This is an amendment to the specification for the class EQUIPMENT LOGISTICS CREW
LEADER, which was approved on October 31, 2016, and is to be substituted for that
specification.

Minimum Qualification Specifications
for the Class:
EQUIPMENT LOGISTICS CREW LEADER
WS-11, BU-01
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
five (5) years of specialized work experience which demonstrates knowledge and
competence in methods, practices, techniques, tools, and the operation of
construction equipment used in the construction, maintenance and repair of
highways, roads or similar surfaces and structures.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must

have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a Commercial Driver’s License (Type A) and applicable endorsements,
current State of Hawai‘i Department of Transportation Medical Examination Certificate and
any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
