HomeMy WebLinkAbout2.308 SOLID WASTE PROG DEV COORD 20221103PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.308 Class Specifications for the Class: SOLID WASTE PROGRAM DEVELOPMENT COORDINATOR SR-26, BU-13 Duties Summary: Plans, develops, oversees, promotes and coordinates county-wide recycling, waste reduction and resource recovery programs; supervises and coordinates the activities, individuals and/or groups involved in various solid waste management, recycling and waste diversion programs and contracts; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to plan, develop, oversee, and coordinate county-wide recycling, waste reduction and resource recovery programs and activities; and in addition, for supervision and direction of professional and support staff whose work involves the planning, procurement, contract development and contract administrative services of integrated solid waste programs and projects. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, develops, implements and coordinates county-wide recycling programs and activities; • Conducts studies to determine needs for recycling and solid waste management programs county-wide; • Researches and evaluates trends and existing programs, conducts feasibility studies of existing recycling and solid waste management programs, and evaluates its appropriateness for Kaua‘i County; • Prepares recommendations and proposals for administrative review; • Researches and evaluates potential markets for recyclable materials, and promotes the development of secondary markets while monitoring market prices; • Plans, develops, and coordinates demonstration projects; • Evaluates project objectives; PART I SOLID WASTE PROGRAM DEVELOPMENT COORDINATOR 2 2.308 • Recommends development or termination of project; • Researches and writes grant applications to secure program funding from available state and federal grants and funds; • Initiates action to obtain consultants and other contractual services as required; • Evaluates proposals and makes recommendations for selection; • Monitors, assesses, and evaluates the grant-funded programs to ensure attainment of project goals and objectives pursuant to project proposals and grant conditions, and adherence to policies, procedures, laws, and regulations; • Maintains liaison and effective relationships with private and public groups, agencies, and officials to promote program; • Develops and monitors contracts; • Develops educational and informational materials and brochures; • Coordinates promotional activities relative to recycling and solid waste management; • Conducts media advertising; • Conducts training and informational workshops; • Works with school administrators and community groups to coordinate the distribution of informational materials and to conduct workshops to promote recycling and solid waste management; • Plans, assigns, and reviews the work of subordinates; • Evaluates work performance and provides training as necessary; • Approves and reviews leave requests and timesheets; • Recommends personnel actions such as hiring, promotions, transfers, and disciplinary actions; • Prepares annual operating and capital improvement budget requests, monitors inventory and expenditures; • May represent the department at public hearings, informational meetings and other community or organization meetings; PART I SOLID WASTE PROGRAM DEVELOPMENT COORDINATOR 3 2.308 • Serves as County’s representative at inter-jurisdictional meetings; • Assists in developing legislation; • Analyzes and makes recommendations on proposed legislation; • Prepares and offers testimony before legislative bodies on pending legislation; • Prepares written analyses and operational reports; • Ensures the compliance of all Federal, State and County laws, regulations and policies related to safety, health, and environmental matters; and • Performs other related duties as required. Knowledge of: Principles and practices of supervision; trends and developments in recycling; familiarity with issues, problems and concerns relating to environmental health; principles of psychology and human behavior; governmental and community organizations and functions; principles and techniques of preparing information and educational materials; publicity methods and media; research media and techniques; report writing. Ability to: Plan, assign and supervise the work of subordinate staff; develop and coordinate information, education and promotion activities and programs associated with recycling and solid waste management; provide technical assistance concerning recycling and solid waste management programs; communicate effectively both orally and in writing with various segments of the public; develop and maintain effective working relationships with various private, governmental and community organizations; evaluate programs and operations and recommend improvements; understand, interpret and apply laws and regulations; prepare analytical reports with recommendations. This is an amendment to the specification for the class SOLID WASTE PROGRAM DEVELOPMENT COORDINATOR, which was approved on January 24, 2007, effective October 16, 2006, amended on November 19, 2013, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.308 Minimum Qualification Specifications for the Class: SOLID WASTE PROGRAM DEVELOPMENT COORDINATOR SR-26, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field; and • five (5) years of professional work experience in the development, supervision, or implementation of recycling, waste reduction, waste recovery, or comparable programs. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field or education credits in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits specific to business or public administration, urban planning, civil or environmental engineering, environmental PART II SOLID WASTE PROGRAM DEVELOPMENT COORDINATOR 2 2.308 science or public health or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of professional work experience in the implementation and coordination of a recycling, waste reduction, waste recovery, or comparable program requirement (15 semester credits = 6 months). B. A Master’s degree in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field from an accredited college or university may be substituted for one (1) year of professional work experience in the implementation and coordination of a recycling, waste reduction, waste recovery, or comparable program requirement. C. A Doctorate’s degree in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field from an accredited college or university may be substituted for one (1) year of professional work experience in the implementation and coordination of a recycling, waste reduction, waste recovery, or comparable program requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. PART II SOLID WASTE PROGRAM DEVELOPMENT COORDINATOR 3 2.308 License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
