RESOLUTION ESTABLISHING A ROUNDABOUT AT THE INTERSECTION
OF KAWAIHAU ROAD, HAU'A'ALA ROAD, AND MAILIHUNA ROAD;
ESTABLISHING CROSSWALKS ON KAWAIHAU ROAD, HAU'A'ALA ROAD,
MAILIHUNA ROAD, KOLOHALA ROAD, AND PELEHU ROAD;
ESTABLISHING A LEFT TURN ONLY LANE ON KAWAIHAU ROAD,
RESTRICTING LEFT TURN MOVEMENTS TO KAWAIHAU ROAD,
ESTABLISHING BUS STOPS ON KAWAIHAU ROAD, AMENDING
RESOLUTION NOS. 64 (1952), 68 (1952), 138 (1954), AND 65 (1952); AND
REPEALING RESOLUTION NOS. 2001-048 AND 2011-060
IN THEIR ENTIRETY, KAWAIHAU DISTRICT, COUNTY OF KAUA'I
WHEREAS, Chapter 16, Article 2 of the Kaua'i County Code 1987, as
amended, authorizes the Kaua'i County Council to create, define, re-define,
eliminate, or change all traffic lanes, crosswalks, freight and passenger loading and
unloading zones, prohibited left-and right-turn intersections, stop intersections,
yield sign locations, and roundabouts;
WHEREAS, Kawaihau Road, Hau'a'ala Road, Mailihuna Road, Kolohala Road,
and Pelehu Road are located in the Kawaihau District, County of Kaua'i, State of
Hawai'i;
WHEREAS, the Department of Public Works, based on an engineering and
traffic investigation, has recommended the following:
• Establishment of a roundabout at the intersection of Kawaihau Road,
Hau'a'ala Road, and Mailihuna Road;
• Establishment and relocation of marked crosswalks on Kawaihau Road,
Hau'a'ala Road, Mailihuna Road, Kolohala Road, and Pelehu Road;
• Establishment of a left turn only lane on Kawaihau Road at Kapaa
Elementary School;
• Restriction of left turn movements from Kapa'a Elementary School to
Kawaihau Road;
• Establishment and relocation of bus stops on Kawaihau Road; and
• Repeal or amendment of several previous Council Resolutions.

BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA'!, STATE OF
HAWAI'I, THAT:
SECTION 1. A roundabout with yield control on all entries and where
traffic is required to circulate counterclockwise around a central island is hereby
established at the intersection of Kawaihau Road, Hau'a'ala Road, and Mailihuna
Road, as shown on the map attached hereto as Exhibit "A" and incorporated herein
by reference.
SECTION 2. Marked pedestrian crosswalks are hereby established as
shown on the map attached hereto as Exhibit "A" and incorporated herein by
reference, at the following locations:
• Across Kawaihau Road at the west leg of the roundabout at Hau'a'ala Road.
• Across Kawaihau Road at the southeast leg of the roundabout at Mailihuna
Road.
• Across Mailihuna Road at the east leg of the roundabout at Kawaihau Road.
• Across Hau'a'ala Road at the south leg of the roundabout at Kawaihau
Road.
• Across Hau'a'ala Road at the north leg of the roundabout at Kawaihau
Road.
• Across Kawaihau Road approximately 230 feet southeast of its centerline
intersection with Pelehu Road.
• Across Kawaihau Road approximately 425 feet southeast of its centerline
intersection with Pelehu Road.
• Across Kawaihau Road approximately 440 feet south of its centerline
intersection with Nu.nu Road.
• Across Pelehu Road at its intersection with Kawaihau Road.
• Across Kolohala Road at its intersection with Mailihuna Road.
• Across Mailihuna Road approximately 45 feet east of its centerline
intersection with Kolohala Road.
• Across Mailihuna Road approximately 155 feet west of its centerline
intersection with Silva Road.
SECTION 3. A left turn only lane is hereby established as shown on the
map attached hereto as Exhibit "A" and incorporated herein by reference, on
Kawaihau Road in the southbound direction, from approximately 470 feet north of its

centerline intersection with Nu.nu Road to approximately 325 feet north of its
centerline intersection with Nu.nu Road, for left turn movements into the Kapa'a
Elementary School driveway
SECTION 4. Vehicles are hereby prohibited from making left turn
movements to Kawaihau Road from the Kapa'a Elementary School driveway located
approximately 345 feet southeast from the centerline intersection of Kawaihau Road
and Pelehii Road.
SECTION 5. Public transportation bus stops are hereby established as
shown on the map attached hereto as Exhibit "A" and incorporated herein by
reference, at the following locations:
• On the northeast side of Kawaihau Road approximately 180 feet southeast
of its centerline intersection with Pelehii Road.
• On the southwest side of Kawaihau Road approximately 290 feet southeast
of its centerline intersection with Pelehii Road.
SECTION 6. Bill No. 67, adopted as Resolution No. 64 on
September 17, 1952, establishing stop signs, is hereby amended as follows:
• Kawaihau District, F. Kapa'a Homesteads, Items 1 and 2 are hereby
repealed, as follows:
[1. On Mailihuna Road at its entrance into Kawaihau Road
2. On Hauaala Road at its entrances into Kawaihau Road]
SECTION 7. Bill No. 71 , adopted as Resolution No. 68 on
September 17, 1952, establishing crosswalks, is hereby amended as follows:
• Kawaihau District, C. Kapa'a , Items 13, 14, 15, and 16 are hereby repealed,
as follows:
[13. Across Kawaihau Road, in the vicinity of its intersection with
Pelehu Road.
14. Across Kawaihau Road in the vicinity of its intersection with
Mailihuna Road and fronting the Westerly end of the Kapaa
School Park and Playground.
15. Across Mailihuna Road in the vicinity of its intersection with
Kawaihau Road and fronting the Westerly end of the Kapaa
School Park and Playground.
16. Across Mailihuna Road at approximately 100 feet East of
Hundley Gymnasium at Kapaa School.]

SECTION 8. Bill No. 146, adopted as Resolution No. 138 on
November 3, 1954, designating crosswalks, is hereby amended as follows:
• Section 1, Kawaihau District, Kapa'a, Items 13 and 14 are hereby repealed:
[(13) Across Kawaihau Road approximately 348 feet Northerly from
its northern intersection with the centerline of Iwaena Road.
(14) Across Hauaala Road along the prolongation of the Southerly
shoulder area of Kawaihau Road.]
• Section 2, Kawaihau District, Kapa'a, Items 13 and 15 are hereby repealed:
[(13) Across Mailihuna Road approximately 68 feet Easterly from its
intersection with the centerline of Kawaihau Road.]
[(15) Across Kawaihau Road in the vicinity of its intersection with
Mailihuna Road and fronting the Westerly end of the Kapaa School Park
and Playground.]
SECTION 9. Bill No. 68, adopted as Resolution No. 65 on
September 17, 1952, establishing locations of bus stops, is hereby amended as follows:
• The following entries FROM PEIR I TO HANALEI SCHOOL, KAP AA
HEIGHTS are hereby repealed:
[Sign on the easterly side of Kawaihau Road approximately 25 feet
before the entrance to Samuel Mahelona Hospital entrance.
Sign on the northerly side of Kawaihau Road in the vicinity ofKapaa
School Loading Lot.
Sign on the northerly side of Kawaihau Road approximately 75 feet
before the junction of Kawaihau Road and Mailihuna Road, vicinity of
Joseph Arruda's residence.
Sign on the southerly side of Mailihuna Road, directly front of the
rear entrance to Kapaa High School Gymnasium.]
• The following entries FROM HAN ALE I SCHOOL TO PEIR I, KAP AA
HEIGHTS are hereby repealed:
[Sign on the westerly side of Kawaihau Road, directly front of
entrance to Samuel Mahelona Hospital entrance.
Sign on the southerly side ofKawaihau Road, directly front of Kapaa
School Loading Lot.
Sign on the southerly side of Kawaihau Road approximately 80 feet
before junction of Kawaihau Road and Mailihuna Road.]

SECTION 10.

The following resolutions are hereby repealed m their
• Resolution No. 2001-48, adopted on December 6, 2001, establishing a school
crosswalk on Kawaihau Road approximately 130 feet east of its centerline
intersection with Pelehu Road.
• Resolution No. 2011-60, adopted on June 1, 2011, establishing crosswalks
along Kawaihau Road.
SECTION 11. The Department of Public Works shall install appropriate
signs and pavement markings to designate the roundabout, crosswalks, redefined
traffic lanes, and bus stops that are established herein in accordance with the
provisions provided by law.
SECTION 12. Any person convicted of violating any provisions of the
Traffic Code of the County of Kaua'i, Chapter 16, Kaua'i County Code 1987, as
amended, shall be subject to the penalties prescribed in Section 16-21.6.
SECTION 13. This Resolution shall take effect upon its approval and the
installation of the appropriate signs and pavement markings.
