Home My WebLink AboutResolution No. 2022-53COUNTY COUNCIL COUNTY OF KAUA'I ~eso I utton No. 2022-53 RESOLUTION ESTABLISHING ROUNDABOUTS AT THE INTERSECTIONS OF PO'IPU ROAD AND KOLOA ROAD; PO'IPU ROAD, LAWA'I ROAD, AND ALA KALANIKAUMAKA; PO'IPU ROAD AND KIAHUNA PLANTATION DRIVE; AND PO'IPU ROAD, ALA KINOIKI, AND PE'E ROAD; ESTABLISHING CROSSWALKS ON PO'IPU ROAD, KOLOA ROAD, WAIKOMO ROAD, PA'ANAU ROAD, ALA KALANIKAUMAKA, LAWA'I ROAD, KUKONA A LA'A STREET, KAPILI ROAD, KIAHUNA PLANTATION DRIVE, HOAKA STREET, HO'OWILI ROAD, KiPUKA STREET, ALA KINOIKI, PE'E ROAD, LOKE ROAD, AND KELEKA ROAD; ESTABLISHING A TWO-WAY LEFT-TURN LANE AND LEFT-TURN-ONLY LANES ON PO'IPU ROAD; ESTABLISHING RIGHT-TURN-ONLY AND LEFT-TURN-ONLY LANES ON KAPILI ROAD AND HO'OWILI ROAD; PROHIBITING LEFT TURN MOVEMENTS FROM A PRIVATE DRIVEWAY TO PO'IPU ROAD; ESTABLISHING BIKE LANES ON PO'IPU ROAD; ESTABLISHING BUS STOPS ON PO'IPU ROAD; ESTABLISHING A STOP SIGN ON HOAKA STREET, AMENDING RESOLUTION 64 (1952); AND REPEALING RESOLUTION NOS. 49 (1957), 67-93, AND 2010-41 IN THEIR ENTIRETY KOLOA DISTRICT, COUNTY OF KAUA'I WHEREAS, Chapter 16, Article 2 of the Kaua'i County Code 1987, as amended, authorizes the Kaua'i County Council to create, define, re-define, eliminate, or change all traffic lanes, crosswalks, freight and passenger loading and unloading zones, prohibited left-and right-turn intersections, stop intersections, yield sign locations, and roundabouts; and determine and designate bicycle lanes; and WHEREAS, Po'ipu Road and its intersecting County and private roadways are located in the Koloa District, County of Kaua'i, State of Hawai'i; and WHEREAS, the Department of Public Works, based on an engineering and traffic investigation, has recommended the following: • Establishment of roundabouts at the following intersections: Po'ipu Road and Koloa Road; Po'ipu Road, Lawa'i Road, and Ala Kalanikaumaka; Po'ipu Road and Kiahuna Plantation Drive; and Po'ipu Road, Ala Kinoiki, and Pe'e Road. 1 • Establishment and relocation of marked crosswalks on Koloa Road, Po'ipu Road, Waikomo Road, Pa'anau Road, Ala Kalanikaumaka, Lawa'i Road, Kukona A La'a Street, Kapili Road, Kiahuna Plantation Drive, Hoaka Street, Ho'owili Road, Kipuka Street, Ala Kinoiki, Pe'e Road, Loke Road, and Keleka Road. • Establishment of left-turn-only lanes on Po'ipu Road at several intersections and private driveways. • Establishment of a two-way left-turn lane on Po'ipu Road north of Ala Kalanika um aka. • Establishment of separate right-turn-only and left-turn-only lanes on Kapili Road and Ho'owili Road at their approaches to Po'ipu Road. • Establishment of a left turn prohibition from a private driveway accessing Po'ipu Road near Ala Kinoiki. • Establishment of bicycle lanes on Po'ipu Road. • Establishment of bus stops on Po'ipu Road. • Establishment of a stop sign on Hoaka Street at Po'ipu Road. BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA'I, STATE OF HAWAI'I, THAT: SECTION 1. Roundabouts with yield control on all entries and where traffic is required to circulate counterclockwise around the central island are hereby established as shown on the map attached hereto as Exhibit 'A' and incorporated herein by reference, at the following intersections: • Koloa Road and Po'ipu Road • Po'ipu Road, Lawa'i Road, and Ala Kalanikaumaka • Po'ipu Road and Kiahuna Plantation Drive • Po'ipu Road, Ala Kinoiki, and Pe'e Road SECTION 2. Marked pedestrian crosswalks are hereby established as shown on the map attached hereto as Exhibit 'A' and incorporated herein by reference, at the following locations: • Across Po'ipu Road at the south leg of the roundabout at Koloa Road. • Across Koloa Road at the west leg of the roundabout at Po'ipu Road. • Across Koloa Road at the east leg of the roundabout at Po'ipu Road. 2 • Across Waikomo Road at its intersection with Po'ipu Road. • Across the roadway to Koloa School on the west side of Po'ipu Road, approximately 200 feet north of its centerline intersection with Pa'anau Road. • Across Pa'anau Road at its intersection with Po'ipu Road. • Across Po'ipu Road approximately 535 feet south of its centerline intersection with Pa'anau Road. • Across Po'ipu Road at the south side of its intersection with Lop aka Paipa Boulevard. • Across a private roadway on the east side of Po'ipu Road approximately 350 feet south of its centerline intersection with Lop aka Paipa Boulevard. • Across Po'ipu Road approximately 405 feet south of its centerline intersection with Lopaka Paipa Boulevard. • Across the roadway to the Kolo a Fire Station on the east side of Po'ipu Road approximately 390 feet north of the center of the roundabout at Ala Kalanika um aka. • Across the roadway to the Koloa Fire Station on the east side of Po'ipu Road approximately 190 feet north of the center of the roundabout at Ala Kalanika um aka. • Across Po'ipu Road at the north leg of the roundabout at Lawa'i Road. • Across Ala Kalanikaumaka at the west leg the roundabout at Po'ipu Road. • Across Po'ipu Road at the east leg of the roundabout at Lawa'i Road. • Across Lawa'i Road at the south leg of the roundabout at Po'ipu Road. • Across a private roadway on the south side of Po'ipu Road approximately 540 feet west of its centerline intersection with Kukona A La'a Street. • Across Po'ipu Road at the west side of its intersection with Kukona A La'a Street. • Across Kukona A La 'a Street at its intersection with Po'ipu Road. • Across a private roadway on the south side of Po'ipu Road at its intersection with Kukona A La'a Street. • Across Po'ipu Road at the west side of its intersection with Kapili Road. • Across Kapili Road at its intersection with Po'ipu Road. 3 • Across Kiahuna Plantation Drive at the north leg of the roundabout at Po'ipii Road. • Across Po'ipii Road at the west leg of the roundabout at Kiahuna Plantation Drive. • Across the south leg of the roundabout at Po'ipii Road and Kiahuna Plantation Drive. • Across Po'ipii Road at the east leg of the roundabout at Kiahuna Plantation Drive. • Across Hoaka Street at its intersection with Po'ipii Road. • Across Po'ipii Road approximately 990 feet west of its centerline intersection with Ho'owili Road. • Across a private roadway on the south side of Po'ipii Road approximately 940 feet west of its centerline intersection with Ho'owili Road. • Across Po'ipii Road at the west side of its centerline intersection with Ho'owili Road. • Across Ho'owili Road at its intersection with Po'ipii Road. • Across Kipuka Street at its intersection with Po'ipii Road. • Across a private roadway on the south side of Po'ipii Road approximately 4 70 feet east of its centerline intersection with Kipuka Street. • Across a private roadway on the south side of Po'ipii Road approximately 750 feet west of the center of the roundabout at Ala Kinoiki. • Across a private roadway on the south side of Po'ipii Road approximately 230 feet west of the center of the roundabout at Ala Kinoiki. • Across Po'ipii Road at the west leg of the roundabout at Ala Kinoiki. • Across Pe'e Road at the south leg of the roundabout at Po'ipii Road. • Across Po'ipii Road at the east leg of the roundabout at Ala Kinoiki. • Across Ala Kinoiki at the north leg of the roundabout at Po'ipii Road. • Across Loke Road at its intersection with Po'ipii Road. • Across Keleka Road at its intersection with Po'ipii Road. 4 SECTION 3. A two-way left-turn lane is hereby established on Po'ipu Road as shown on the map attached hereto as Exhibit 'A' and incorporated herein by reference, from approximately 500 feet north of the center of the roundabout at Ala Kalanikaumaka to approximately 155 feet north of the center of the roundabout. SECTION 4. Left-turn-only lanes are hereby established on Po'ipu Road as shown on the map attached hereto as Exhibit 'A' and incorporated herein by reference, at the following locations: • In the westbound direction, from approximately 385 feet west of its centerline intersection with Kukona A La'a Street to approximately 510 feet west of its centerline intersection with Kukona A La'a Street, for left-turn movements into a private driveway. • In the eastbound direction, from approximately 110 feet west of its centerline intersection with Kukona A La' a Street to Kukona A La' a Street. • In the westbound direction, from approximately 145 feet east of its centerline intersection with Kukona A La'a Street to Kukona A La'a Street. • In the westbound direction, from approximately 260 feet east of its centerline intersection with Kapili Road to Kapili Road. • In the eastbound direction, from approximately 120 feet west of its centerline intersection with Hoaka Street to Hoaka Street. • In the westbound direction, from approximately 680 feet west of its centerline intersection with Ho'owili Road to approximately 905 feet west of its centerline intersection with Ho'owili Road, for left-turn movements into a private driveway. • In the westbound direction, from approximately 250 feet east of its centerline intersection with Ho'owili Road to Ho'owili Road. • In the eastbound direction, from approximately 130 feet west of its centerline intersection with Kipuka Street to Kipuka Street. • In the westbound direction, from approximately 560 feet east of its centerline intersection with Kipuka Street to approximately 490 feet east of its centerline intersection with Kipuka Street, for left-turn movements into a private driveway. • In the westbound direction, from approximately 675 feet west of the center of the roundabout at Ala Kinoiki to approximately 735 feet west of the center of the roundabout at Ala Kinoiki, for left-turn movements into a private driveway. • In the westbound direction, from approximately 160 feet west of the center of the roundabout at Ala Kinoiki to approximately 215 feet west of the 5 center of the roundabout at Ala Kinoiki, for left-turn movements into a private driveway. SECTION 5. A right-turn-only lane and a separate left-turn-only lane are hereby established on Kapili Road in the northbound direction for a length of approximately 100 feet ending at the stop line at its intersection with Po'ipu Road, as shown on the map attached hereto as Exhibit 'A' and incorporated herein by reference. SECTION 6. A right-turn-only lane and a separate left-turn-only lane are hereby established on Ho'owili Road in the northbound direction for a length of approximately 40 feet ending at the stop line at its intersection with Po'ipu Road, as shown on the map attached hereto as Exhibit 'A' and incorporated herein by reference. SECTION 7. Left turn movements are hereby prohibited from the private driveway located approximately 240 feet west of the center of the roundabout at Ala Kinoiki, as shown on the map attached hereto as Exhibit 'A' and incorporated herein by reference. SECTION 8. Bicycle lanes are hereby established as shown on the map attached hereto as Exhibit 'A' and incorporated herein by reference, at the following locations: • On the east side of Po'ipu Road in the southbound direction from a point approximately 580 feet south of its intersection with Pa'anau Road to the roundabout at Ala Kalanikaumaka. • On the west side of Po'ipu Road in the northbound direction from the roundabout at Ala Kalanikaumaka to a point approximately 580 feet south of its intersection with Pa'anau Road. • On the south side of Po'ipu Road in eastbound direction from the roundabout at Lawa'i Road to approximately 250 feet east of its intersection with Keleka Road. • On the north side of Po'ipu Road in the westbound direction from a point approximately 250 feet east of its intersection with Keleka Road to the roundabout at Lawa'i Road. SECTION 9. Public transportation bus stops are hereby as shown on the map attached hereto as Exhibit 'A' and incorporated herein by reference, at the following locations: • On the west shoulder of Po'ipu Road, approximately 110 feet north of its centerline intersection with Pa'anau Road. • On the east shoulder of Po'ipu Road, approximately 90 feet north of its centerline intersection with Pa'anau Road. 6 • On the east shoulder of Po'ipu Road, approximately 425 feet south of its centerline intersection with Lopaka Paipa Boulevard. • On the west shoulder of Po'ipu Road, approximately 425 feet south of its centerline intersection with Lopaka Paipa Boulevard. • On the east shoulder of Po'ipu Road approximately 300 feet north of the center of the roundabout at Ala Kalanikaumaka. • On the west shoulder of Po'ipu Road approximately 300 feet north of the center of the roundabout at Ala Kalanikaumaka. • On the north shoulder of Po'ipu Road, approximately 200 feet east of the center of the roundabout at Kiahuna Plantation Drive. • On the south shoulder of Po'ipu Road, approximately 200 feet east of the center of the roundabout at Kiahuna Plantation Drive. • On the north shoulder of Po'ipu Road, approximately 165 feet west of its centerline intersection with Ho'owili Road. • On the south shoulder of Po'ipu Road, approximately 165 feet west of its centerline intersection with Ho'owili Road. • On the south shoulder of Po'ipu Road, approximately 190 feet west of the center of the roundabout at Ala Kinoiki. SECTION 10. A stop sign is hereby established on Hoaka Street at its intersection with Po'ipu Road, as shown on the map attached hereto as Exhibit 'A' and incorporated herein by reference. SECTION 11. Resolution No. 64, adopted on September 17, 1952, establishing stop signs within the County of Kaua'i, is hereby amended in part to delete three entries as follows: KOLOA DISTRICT A.KOLOA [5. On Po'ipu Road at its entrance into Koloa Road.] F. POIPU [2. On Maa Road at its entrance into Pee Road] G. LAWAI KAI [1. On Lawai Road at its entrance into Poipu Road] 7 SECTION 12. their entirety: The following Council Resolutions are hereby repealed in • Resolution No. 49, adopted on April 17, 1957, establishing a crosswalk across Koloa Road at Po'ipu Road. • Resolution No. 67-93, adopted on December 8, 1993, establishing stop signs and stop lines along the Koloa-Po'ipu Bypass Road. • Resolution No. 2010-41, adopted on July 14, 2010, establishing yield signs and yield lines at Ala Kinoiki. SECTION 13. The Department of Public Works shall install appropriate signs and pavement markings to designate the roundabout, crosswalks, redefined traffic lanes, and bus stops that are established herein in accordance with the provisions provided by law. SECTION 14. Any person convicted of violating any provisions of the Traffic Code of the County of Kaua'i, Chapter 16, Kaua'i County Code 1987, as amended, shall be subject to the penalties prescribed in Section 16-21.6. SECTION 15. This Resolution shall take effect upon its approval and the installation of the appropriate signs and pavement markings.
