HomeMy WebLinkAbout8.590 HEAVY VEHICLE & CONSTRUCTION EQUIPMENT MECHANIC I 20221117PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.590 Class Specifications for the Class: HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC I BC-11, BU-01 Duties Summary: Repairs and overhauls a variety of heavy vehicle and medium and heavy construction equipment such as, but not limited to, refuse trucks, ladder trucks, dump trucks, truck tractors, cranes, bulldozers, rollers, graders, loaders, backhoes, scrappers, hydraulic cranes, and extractors as a substantially full-time assignment; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to perform skilled, journey-level work on a variety of heavy vehicle and medium heavy construction equipment. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Diagnoses motor knocks, noises, and other mechanical failures, disassembles diesel or gasoline engines;  Inspects, removes, repairs, and replaces such parts as injection valves, cylinder heads, cylinder sleeves, pistons, rings, connecting rods, bearings, gaskets, etc.;  Repairs and overhauls major units such as brake systems, transmissions, etc.;  Inspects, repairs and overhauls complex hydraulic and electrical systems;  Repairs various specialized mechanical parts or equipment such as crawlers tracks and drivers, winches, bulldozer blades, scoops, excavating and loading bucket chains, power take-off and control mechanisms, centrifugal pumps, ladder and articulating booms, conveyor belts, etc.;  Road tests equipment repaired;  Performs minor welding in connection with repair work; and  Performs other related duties as required. PART I HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC I 2 8.590 Knowledge of: Theory and principles of the internal combustion engine; principles of complex hydraulic systems; tools, machines, materials, and practices used in the repair and overhaul of heavy vehicle and construction equipment and their various specialized mechanical and electrical units; operation of various types of heavy vehicle and construction equipment sufficient to conduct road tests; hazard and safety practices applicable to the trade. Ability to: Diagnose and correct mechanical defects in gasoline and diesel-driven motorized equipment; repair and overhaul a variety of heavy vehicle and construction equipment; read and interpret various manufacturers’ manuals in performing work; use appropriate tools and testing equipment; read schematic wiring and hydraulic flow diagrams; understand and follow written and oral instructions; operate motorized equipment; maintain good working relationships with others. This is an amendment to the specification for the class, HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC I, which was approved on December 10, 1990 and amended on February 20, 1992, May 28, 2020, and is to be substituted for that specification. ANDERSON Director of Human Resources Jill Niitani (Nov 17, 2022 15:39 HST) PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.590 Minimum Qualification Specifications for the Class: HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC I BC-11, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from a high school; and  three (3) years of automotive repair experience under a journey level mechanic, or successful completion of apprenticeship training involving heavy vehicle and/or construction equipment repair work; and  one (1) year of work experience in construction equipment repair work. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substitute for experience: A. Successful completion of semester credits leading towards a degree or diploma in Automotive Mechanics Technology or a related field from an accredited community college, trades school, may be substituted up to four (4) years of automotive repair experience under a journey level mechanic, or successful completion of apprenticeship training involving heavy vehicle and/or construction equipment repair work (15 semester credits = 6 months). B. An Associate’s degree in Automotive Mechanics Technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of automotive repair experience under a journey level mechanic, or PART II HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC I 2 8.590 successful completion of apprenticeship training involving heavy vehicle and/or construction equipment repair work. C. Successful completion of semester credits leading towards a degree or diploma in Heavy Equipment Maintenance and Repair or a related field from an accredited community college, trades school, may be substituted up to four (4) years of work experience in construction equipment repair work (15 semester credits = 6 months). D. An Associate’s degree in Heavy Equipment Maintenance and Repair or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience in construction equipment repair work. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate Commercial Driver’s License and applicable endorsements as applicable to the position; current State of Hawaii Department of Transportation Medical Examination Certificate and any other license required by law. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC I 3 8.590 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
