HomeMy WebLinkAbout8.591 HEAVY VEHICLE & CONSTRUCTION EQUIPMENT MECHANIC II 20221117PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.591 Class Specifications for the Class: HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC II WS-11, BU-01 Duties Summary: Supervises and participates in the repair and overhaul of a variety of heavy vehicle and medium and heavy construction equipment; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and participate in the repair and overhaul of heavy vehicle and medium and heavy construction equipment. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Plans, assigns, and inspects the work of heavy vehicle and construction equipment mechanics and helpers;  Participates in the repair and overhaul of gasoline and diesel driven heavy vehicle and medium and heavy construction equipment including the repair and overhaul of complex hydraulic and electrical systems (refuse trucks, ladder trucks, dump trucks, truck tractors, bulldozers, tractors, loaders, backhoes, cranes, rollers, scrapers, excavators);  Inspects equipment to determine needed repairs;  Estimates time and material needed to perform a job;  Determines the priority of work to be performed;  Diagnoses engine and other electrical and mechanical failures;  Inspects and road tests equipment repaired;  Performs minor welding in connection with repair work;  Requisitions materials and supplies; PART I HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC II 2 8.591  Maintains records of work activities and prepares reports; and  Performs other related duties as required. Knowledge of: Theory and principles of the internal combustion engine; tools, machines, materials, and practices used in the repair and overhaul of heavy vehicle and medium and heavy construction equipment and their various specialized mechanical and electrical units; operation of various types of heavy vehicle and medium and heavy construction equipment sufficient to conduct road tests; hazards and safety practices applicable to the trade. Ability to: Diagnose and correct mechanical defects in gasoline and diesel-driven motorized equipment; repair and overhaul a variety of heavy vehicle and medium and heavy construction; equipment; interpret various manufacturers' manuals in performing work; estimate time and materials necessary to complete a job; maintain records; give and follow oral and written instructions; plan, assign and review the work of others; encourage safety practices and enforce safety rules; supervise workers and maintain harmony in work relationships and among workers; handle weights and loads. This is an amendment to the specification for the class, HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC II, which was approved on December 10, 1990, amended on February 28, 1992, February 23, 2021 and is to be substituted for that specification. ANDERSON Director of Human Resources Jill Niitani (Nov 17, 2022 15:39 HST) PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.591 Minimum Qualification Specifications for the Class: HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC II WS-11, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school and  Two (2) years of journey level automotive repair work experience which included heavy vehicle and/or construction equipment repair work. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substitute for experience: A. Successful completion of a recognized apprenticeship program in heavy vehicle and/or construction equipment mechanics, may be substituted for the two (2) years of journey level automotive repair work experience. B. Successful completion of semester credits leading towards a degree or diploma in Heavy Equipment Maintenance and Repair or a related field from an accredited community college, trades school, may be substituted up to four (4) years of work experience in construction equipment repair work (15 semester credits = 6 months). C. An Associate’s degree in Heavy Equipment Maintenance and Repair or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience in construction equipment repair work. PART II HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC II 2 8.591 If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate Commercial Driver’s License and applicable endorsements as applicable to the position; current State of Hawaii Department of Transportation Medical Examination Certificate and any other license required by law. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
