HomeMy WebLinkAbout1.479 PROGRAM SUPPORT ASSISTANT I 20221116PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.479 Class Specifications for the Class: PROGRAM SUPPORT ASSISTANT I SR-11, BU-03 Duties Summary: Performs substantive program support and public contact work and/or several specialized clerical tasks in support of a major program that requires judgment to determine the proper course of action; and performs other related duties as required. Distinguishing Characteristics: Positions in this class provide substantive program and operational support to an organizational unit. Judgment is required to determine proper actions to follow, but case precedents, manuals, and other guidelines exist. Work assignments require knowledge of specialty field, pertinent federal, State, county, and departmental policies and procedures related to program functions. There is frequent contact with other departments, outside agencies, and the general public for the purpose of obtaining factual information, explaining office policies, and responding to routine complaints. Routine work is performed independently and may be spot checked for compliance with established laws, policies, rules, regulations, and precedent cases. Closer supervision is provided on novel or complicated problems. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Provides information, assistance and services to the general public, employees, and others in person, by telephone, or by other forms of communication;  Assists in the dissemination of information concerning programs and services;  Performs clerical tasks related to mailing operations or mailroom activities, such as sorting mail and other materials, operating scales, and meters, and maintaining mail records; PART I PROGRAM SUPPORT ASSISTANT I 2 1.479  Operates computer equipment in providing information, resolving routine problems and complaints;  Maintains cost, financial, inventory, manpower or other specialized reports for evaluative or other control-oriented purposes;  Compiles, sorts, tabulates, and summarizes data from files and other sources;  Validates and processes a wide range of forms to support unit operations such as timesheets and activity logs;  Prepares requisitions, orders supplies, equipment, and materials;  Receives and maintains materials, records, and supplies and assists in checking materials against invoices or orders;  Issues materials, assembles, packs, and transports or arranges information; researches and assembles information for others;  Assists and provides routine support on inquiries from others for assistance, services, and resolution to problems;  Assists higher level staff in the performance of a wide range of activities;  Composes and types routine correspondence from general instructions;  May accept reservations, explain permit procedures and requirements and/or collect fees from users of facilities;  May operate mailing machine to process envelopes and other postage; and  Performs other related duties as assigned. Knowledge of: Laws, ordinances, policies, procedures, rules, regulations, fundamentals, and terminology relating to applicable County programs and services; office practices and procedures; the purposes and uses of standard office machines and personal computer and software applications; basic principles and practices of public relations; basic arithmetic, grammar, spelling, and word usage. Ability to: Deal tactfully and effectively with others; appraise situations, make appropriate decisions, and resolve disputes as necessary; work cooperatively with other employees, departments, agencies, and private or public organizations; understand, interpret and PART I PROGRAM SUPPORT ASSISTANT I 3 1.479 explain pertinent laws, ordinances, policies, procedures, rules and regulations and other operational requirements; understand, interpret and apply oral and written instructions; input and retrieve data from a computerized system; operate office machines and equipment; handle and account for monies and other financial transactions; compare names and numbers rapidly and accurately; file materials accurately; perform arithmetic computations. This is a re-titling to the specification for the class PROGRAM SUPPORT ASSISTANT I, which was approved as PROGRAM SUPPORT TECHNICIAN I on September 21, 2001, amended on April 1, 2004, and on November 18, 2021, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.479 Minimum Qualification Specifications for the Class: PROGRAM SUPPORT ASSISTANT I SR-11; BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and  one (1) year of clerical experience, and  one (1) year of specialized work experience pertinent to that of the department’s programs and activities. Qualifying Clerical Experience: Work experience which involved the performance of a variety of clerical tasks and demonstrated knowledge of office practices and procedures, and the ability to carry out procedures in clerical work systems, and operate various kinds of office equipment including computers, Microsoft Office, and other technologies. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. An Associate’s degree in Secretarial Science or Office, Administration and Technology (OAT) from an accredited business school or community college may be substituted for up to two (2) years of the clerical work experience requirement. PART II PROGRAM SUPPORT ASSISTANT I 2 1.479 B. Successful completion of semester credits in clerical, office support, or business technology curriculum leading to a degree or diploma at an accredited community college, business or technical school, college, or university which included courses in English, clerical/office procedures, and mathematics may be substituted up to two (2) years of the clerical work experience requirement (15 semester credits = 6 months). C. A Bachelor’s degree in any field from an accredited college or university may be substituted for up to four (4) years of the clerical work experience requirement. D. A Master’s or PhD degree in any field from an accredited college or university may be substituted for one (1) year of the clerical work experience requirement. E. Successful completion of semester credits leading towards a degree or diploma pertinent to that of the department’s programs and activities from an accredited community college, trades school, may be substituted up to two (2) years of technical work experience pertinent to that of the department’s programs and activities (15 semester credits = 6 months). F. An Associate’s degree pertinent to that of the department’s programs and activities from an accredited community college, business, or technical school, may be substituted for two (2) years of technical work experience pertinent to that of the department’s programs and activities. G. A Bachelor’s degree pertinent to that of the department’s programs and activities from an accredited college or university may be substituted for up four (4) years of technical work experience pertinent to that of the department’s programs and activities. H. A Master’s or PhD degree pertinent to that of the department’s programs and activities s from an accredited college or university may be substituted for up to one (1) year of technical work experience pertinent to that of the department’s programs and activities. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must PART II PROGRAM SUPPORT ASSISTANT I 3 1.479 have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
