HomeMy WebLinkAbout2.238 PROCUREMENT AND SPECIFICATIONS SPECIALIST VI 20221206PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.238 Class Specifications for the Class: PROCUREMENT AND SPECIFICATIONS SPECIALIST VI SR-26, BU-13 Duties Summary: Supervises and oversees all assigned activities and tasks of the purchasing division, inclusive of procurement, central mail, and surplus property; oversees purchasing activities of centralized purchasing staff; and performs other related duties as required. Distinguishing Characteristics: Under general supervision, the position in this class supervises a procurement staff in a centralized purchasing system in procuring all assigned goods, services, and construction in accordance with laws, rules and regulations, directives, policies, and procedures. The primary function of the position is to oversee the purchasing activities of centralized purchasing staff, and to coordinate and assist in training programs for staff. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Supervises the procurement of all assigned procurement activities and the establishment of standards and specifications; Supervises the County's central mail program and the surplus property program; Oversees all personnel type matters in conjunction with the Department of Finance's personnel staff; Supervises procurement staff for compliance with laws, rules and regulations, directives and policies relating to procurement of goods, services, and construction; Reviews assigned purchase requests to assure that the purchase request can be fulfilled in accordance with procurement laws, rules, policies, and procedures; Advises departments/agencies of conflict or problem with purchase requests relative to procurement laws, rules, policies, and procedures; Assigns and monitors workload of subordinates, establishing priority of assignments; PART I PROCUREMENT AND SPECIFICATIONS SPECIALIST VI 2 2.238 Directs staff on implementation of new or revisions to procurement rules of the State Procurement Policy Board; Reviews bid and proposal solicitations, standards and specifications prepared by subordinates, directing necessary changes; Advises and directs subordinates in conducting studies of goods and services in establishing standards and specifications for bid and proposal solicitations; Reviews and mediates disputes, vendor concerns, complaints, and protests for the commodity section; Advises departments/agencies on requirements and procedures for making non-bid awards; May prepare bid specifications and bid proposal document for procurement of high priority commodities and services; Assists with division budget request and justification to assure necessary resources to meet program requirements; May represent the Assistant Chief Procurement Officer at business meetings and during periods of absence; and Performs other related duties as required. Knowledge of: Principles and practices of supervision; principles and practices of governmental purchasing; various types of commodities and services and their sources of supply; policies and procedures of the Purchasing Division; the County Charter and ordinances and statutes governing governmental purchasing; interviewing techniques; research principles, techniques, and methods; report writing. Ability to: Plan, supervise, coordinate and review the work of others; apply the principles, methods and techniques pertinent to government centralized purchasing and development of commodity and purchasing specifications; interpret and apply laws, rules, regulations, ordinances and statutes governing governmental purchasing; prepare clear and concise reports; express ideas logically; analyze and develop solutions for unusual problems; recommend operational improvements; deal tactfully and effectively with other employees and the general public. PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.238 Minimum Qualification Specifications for the Class: PROCUREMENT AND SPECIFICATIONS SPECIALIST VI SR-26, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree, and: four (4) years of professional work experience in purchasing and standards and specifications development activities which: o involved working with users, vendors, contractors, and service providers in identifying, clarifying, and specifying requirements of products or scope of work for services to be performed; o included drafting specifications for various methods of procurement and/or updating such specifications to ensure their currency and applicability; and o demonstrated an understanding and use of common purchasing resources (e.g., networking with procurement organizations, including other states' procurement entities, internet searches, catalogs, buyers' guides, etc.); and one (1) year of supervisory experience. Qualifying Supervisory Work Experience: Professional work experience which included planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to four (4) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD may be substituted for the education requirement. PART II PROCUREMENT AND SPECIFICATIONS SPECIALIST VI 2 2.238 The following may be substituted for experience: A. Successful completion of semester credits specific in accounting, business administration or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the work experience requirement (15 semester credits = 6 months). B. A Master’s degree in accounting, business administration or a related field from an accredited college or university may be substituted for one (1) year of the work experience requirement. C. A Doctorate’s degree in accounting, business administration or a related field from an accredited college or university may be substituted for one (1) year of the work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. Such experience must also have demonstrated knowledge and application of the various methods of procurement processes (e.g., bonding, indemnification, insurance, severability, procurement notice, receipt, and analysis of offers), and the ability to respond to inquiries regarding the competitive procurement processes. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be PART II PROCUREMENT AND SPECIFICATIONS SPECIALIST VI 3 2.238 established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class, PROCUREMENT AND SPECIFICATIONS SPECIALIST VI, which was approved on September 27, 2007, effective July 1, 2007, amended on May 4, 2021, and December 22, 2021, and is to be substituted for that specification.
