HomeMy WebLinkAbout8.982 SOLID WASTE OPERATIONS SUPERVISOR 20221215 PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.982 Class Specifications for the Class: SOLID WASTE OPERATIONS SUPERVISOR FIII-12, BU-02 Duties Summary: Supervises, directs, and coordinates through subordinate supervisors the overall daily operations of the county-wide solid waste landfill, multiple transfer station sites for refuse disposal, and refuse collection and disposal activities; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for supervision and direction through subordinate supervisors of the county-wide operations of the solid waste landfill, multiple refuse transfer stations, and refuse collection and disposal activities. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Plans, supervises, and coordinates through subordinate supervisors the county-wide operations of the solid waste landfill, multiple refuse transfer station sites, and refuse collection and disposal activities;  Prepares, reviews, and executes plan of operations;  Reviews reports on operational efficiency and work accomplished;  Monitors construction and consultant service contracts and inspects, monitors and reviews the work of contractors to ensure conformance;  Prepares and maintains reports for all county-wide solid waste operations;  Recommends and implements policy and procedural changes;  Prepares budget estimates and requisitions for solid waste operations;  Handles and resolves major complaints; PART I SOLID WASTE OPERATIONS SUPERVISOR 2 8.982  Prepares reports of complaints with respect to solid waste operations;  Maintains inventory records and recommends equipment purchases and replacements;  Responsible for the security and safety at solid waste facilities;  Enforces safety rules and practices;  Performs other related duties as required. Knowledge of: Principles and practices of supervision; laws, regulations, policies, practices, and procedures applicable to the operation of a solid waste landfill; rules governing the disposal of refuse; proper methods and procedures of operating a bulldozer, truck tractor, landfill compactor, and other related motorized equipment; occupational hazards, and safety principles. Ability to: Plan, assign, schedule, and direct the work of others; identify operational and equipment irregularities and correct same; review and revise work procedures and practices; issue clear and concise, oral, and written instructions; conduct tests to monitor compliance to environmental standards; maintain records and prepare reports of work activities; maintain effective working relationship among workers; encourage safety practices and enforce safety rules; deal tactfully and effectively with the public. This is an amendment, reinstatement, and repricing for the class SOLID WASTE OPERATIONS SUPERVISOR, which was approved on November 15, 2000, and is to be substituted for that specification effective November 16, 2021. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.982 Minimum Qualification Specifications for the Class: SOLID WASTE OPERATIONS SUPERVISOR FIII-12, BU-02 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school, and  five and one half (5 ½) years of specialized work experience; and  three (3) years of supervisory work experience. Qualifying Specialized Work Experience: Work experience involving one or a combination of the following:  Experience in the operation and maintenance of a sanitary landfill, which demonstrated knowledge of the operation of a bulldozer, or  Manual and semi-skilled work involved in refuse transfer station or refuse collection activities which demonstrated knowledge of the operation of a truck tractor with trailer attachment, rear loading or automated refuse collection equipment, or other related motorized equipment. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. PART II SOLID WASTE OPERATIONS SUPERVISOR 2 8.982 If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
