HomeMy WebLinkAbout8.985 COUNTY LANDFILL WORKSITE SUPERVISOR 20221219PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.985 Class Specifications for the Class: COUNTY LANDFILL WORKSITE SUPERVISOR FII-12, BU-02 Duties Summary: Supervises and coordinates, through subordinate supervisor(s), the operation and maintenance of the County of Kaua‘i landfill for solid waste disposal; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and coordinate the overall day-to-day operation of the County of Kaua‘i sanitary landfill, including weigh station operations, for solid waste disposal through subordinate supervisor(s). Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Plans, supervises, and coordinates, through subordinate supervisor(s), all activities involved with the operation of the County’s sanitary landfill for solid waste disposal;  Reviews and executes plans for the disposal of refuse to suit physical conditions of site and sanitation/ecological requirements, taking into consideration the kinds of refuse, compaction and filling procedures, traffic, and drainage patterns;  Supervises bulldozing and equipment operation activities, and advises operators on landfill techniques and equipment capabilities and limitations;  Oversee maintenance contracts with sub-contractors for all ongoing and post closure maintenance contracts;  Assists in formulating, implementing, monitoring, and revising landfill policies work procedures and practices to optimize operational efficiency and productivity, health, safety, aesthetics, fire prevention and security;  Reviews work of subordinates for productivity and accomplishment of assigned tasks;  Determines personnel work assignments in the event of absences and operational PART I COUNTY LANDFILL WORKSITE SUPERVISOR 2 8.985 emergencies;  Reports equipment malfunctions, repair needs and unusual problems;  Handles and resolves complaints;  Explains policies and pertinent provisions of the refuse and tipping fee ordinances to the public;  Enforces safety rules and solid waste regulations;  Takes security precautions to safeguard facilities;  Supervises the use and routine maintenance of equipment at the site;  Maintains attendance records; approves or disapproves leave requests; instructs and trains personnel;  May operate bulldozer and other motorized equipment to demonstrate work methods and procedures or as a relief assignment;  May oversee activities, operations, or projects at solid waste reduction facilities, including assigning work to individuals through oral or written instructions; and  Performs other related duties as required. Knowledge of: Principles and practices of supervision; policies, practices, and procedures applicable to the operations of a sanitary landfill site; rules and regulations governing the disposal of solid waste; occupational hazards and safety principles applicable to the work. Ability to: Plan, assign, schedule and direct the work of others; identify operational and equipment irregularities and correct same; review and revise work procedures and practices; issue clear and concise oral and written instructions; maintain records and prepare reports of work activities; maintain effective working relationships among workers; encourage safety practices and enforce safety rules; deal tactfully and effectively with the public; effectively use computer software related to the work, including Microsoft Office applications. PART I COUNTY LANDFILL WORKSITE SUPERVISOR 3 8.985 This is an amendment to the specification for the class, COUNTY LANDFILL WORKSITE SUPERVISOR, which was approved on September 4, 2019, effective June 16, 2018, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.985 Minimum Qualification Specifications for the Class: COUNTY LANDFILL WORKSITE SUPERVISOR FII-12, BU-02 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and  five and one half (5 ½) years of work experience in manual and semi-skilled work involved in sanitary landfill activities, included, or supplemented by demonstrated skill in the operation and maintenance of motorized equipment representative of the highest class supervised, and  two (2) years of supervisory work experience. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
