HomeMy WebLinkAbout6.207 SUPERVISING CONSTRUCTION INSPECTOR 20221222PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.207 Class Specifications for the Class: SUPERVISING CONSTRUCTION INSPECTOR SR-23, BU-04 Duties Summary: Supervises and coordinates the inspection of all phases of public works construction projects, including federal aid and capital improvement projects, to ensure compliance with plans, specifications, agreements of work and applicable laws, regulations, and standards; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and coordinate the work of subordinate inspectors in all phases of inspection for multiple public works construction projects, including the inspection of federal aid and capital improvement projects for the County, for compliance with applicable codes and ordinances, approved plans and specifications and standards. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Plans, assigns, and reviews the work of subordinate construction inspectors engaged in the inspection of all County construction projects, including federal aid and capital improvement projects; • Trains subordinates in inspectional methods, procedures and techniques, project documentation in accordance with departmental policies and procedures and federal guidelines; • Identifies other training opportunities and needs; • Reviews and evaluates work of subordinates for completeness, accuracy and timeliness of reports and documentations; • Meets periodically with subordinates on project status; • Supervises and coordinates the inspection of multiple construction projects; • Relieves a multi-project engineer or several single project engineers from the day-to- PART I SUPERVISING CONSTRUCTION INSPECTOR 2 6.207 day coordination of inspectional duties; • Operates a motor vehicle to travel to and from field sites to provide inspectional services for various phases of projects to ensure compliance with plans, specifications, agreements of work and applicable laws, regulations, and standards; • Interprets plans and specifications and confers with contractors and subordinates; conducts pre-construction meetings; • Checks to see that construction complies with requirements; • Ensures that project work is being done in accordance with proper safety methods and procedures including proper traffic controls and pedestrian and vehicular access; • Reviews, recommends, or approves plans and permits related to subdivisions, grading, grubbing, stockpiling, road, and driveways, for constructability as it relates to County standards and other agency regulations; • Resolves controversial problems between inspectors and contractors or subcontractors relative to materials, methods, workmanship, and procedures; • Coordinates field work to prevent unnecessary delay in construction; • Investigates complaints or requests by property owners within and adjacent to projects; • Recommends changes in plans and specifications for construction projects; • Supervises and oversees the assignment, inventory, care and maintenance of equipment, tools, vehicles and supplies as required; • Recommends personnel actions such as hiring, promotions, disciplinary actions, and transfers; • Evaluates subordinate's job performance and counsels employees as needed; • Reviews timesheets for accuracy and approves leave requests; and • Performs other related duties as required. PART I SUPERVISING CONSTRUCTION INSPECTOR 3 6.207 Knowledge of: The methods and practices used in the construction of projects such as highways, streets, roads, pavements, sidewalks, curbs, gutters, storm drains, footings, sanitary sewers, catch basins, pipelines, bridges, flood control, Americans with Disabilities Act (ADA) improvements, excavations and retaining walls; plans and specifications relating to a wide variety of public works construction, including concrete and bituminous mixes; Federal Highway Administration (FHWA) project construction documentation procedures; construction equipment and their proper use; mathematics, including algebra, geometry, trigonometry and natural science; engineering principles and practices; common computer applications; sources of engineering and technical information and pertinent regulations and references; safety practices and procedures; applicable State laws, ·building codes and ordinances; principles and practices of supervision. Ability to: Read and interpret plans and specifications for construction projects; relate lines and grades indicated by survey stakes to construction jobs and check apparent discrepancies between stakes and plan of the project; analyze construction problems and make decisions; determine quality of materials and workmanship through inspection and determine compliance with specifications; observe good construction practices and recognize deviations therefrom; make estimates of work accomplished by contractors; make mathematical computations; keep records; prepare reports; deal tactfully and effectively with contractors and the general public; explain and implement departmental rules, regulations, policies and local ordinances; understand and carry out oral and written instructions; interpret building codes to others and enforce them with firmness, good judgement and impartiality. This is an amendment to the specification for the class SUPERVISING CONSTRUCTION INSPECTOR, which was approved on October 9, 2008, effective July 1, 2008, amended on July 18, 2022, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.207 Minimum Qualification Specifications for the Class: SUPERVISING CONSTRUCTION INSPECTOR SR-23, BU-04 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • two and one half (2 ½) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations; • three and one half (3 ½) years of work experience related to the inspection or supervision of workmanship and materials in construction work; and • one (1) year of supervisory experience. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted up to four (4) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations (15 semester credits = 6 months). PART II SUPERVISING CONSTRUCTION INSPECTOR 2 6.207 B. An Associate’s degree from an accredited community college, business, or technical school, may be substituted for two (2) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. C. A Bachelor’s degree from an accredited college or university may be substituted for up four (4) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. D. A Master’s or PhD degree from an accredited college or university may be substituted for up to one (1) year of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II SUPERVISING CONSTRUCTION INSPECTOR 3 6.207 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class SUPERVISING CONSTRUCTION INSPECTOR, which was approved on October 9, 2008, effective July 1, 2008, amended on July 18, 2022, and is to be substituted for that specification.
