Coco Palms Testimony in Support of Redevelopment

To the County of Kauai Planning Department,
Kaua’i Nursery & Landscaping has a long history with the Coco Palms property and we have supported this project’s
redevelopment since hurricane Iniki knocked it out of commission. We have seen this property pass from developer to
developer encountering too many obstacles to be able to get the project off the ground. Therefore, we are excited to
see that the current developer has been able to take a huge step forward and actually begin work on this project. No
doubt it will be a difficult project from every angle, but especially because of the community opposition to the
property’s redevelopment.
For 30 years, this property has been Kauai’s biggest, most apparent eyesore – seen from the perspective of the beach,
the highway, or along Kuamo’o road – the public sees a rotting building and several homeless camps. As work has
begun, there is suddenly a ray of hope. For example, a relatively new Kauai resident told me the other day: “I just drove
by [Coco Palms] today and actually saw a lagoon which I had no idea was even there.” Trash and overgrown weeds have
been cleared in some areas already, which gives us a little glimpse of what this place was and what it could be
again. Those of us who have seen this project almost start and subsequently shut down several times may have become
pessimistic over the years that this redevelopment would ever happen – now there is a renewed hope for its future.
It has been too long for this property to remain ‘fallow’ and it will be nice to see this important piece of history and
culture to be managed and cared‐for once again. We hope and trust that the County Planning Department is making the
appropriate decisions to ensure the welfare of the islands’ full‐time residents and that the project is focused on

sustainability and best practices, especially considering the implications of sea‐level rise with the resort’s proximity to
the beach.
We encourage the Planning Department to do what they can to keep the momentum going forward on this project and
not provide additional roadblocks for the redevelopment of this historic project.
