HomeMy WebLinkAbout4.110 LABORATORY TECHNICIAN I 20230221PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 4.110 Class Specifications for the Class: LABORATORY TECNICIAN I SR-13, BU-03 Duties Summary: Performs specialized technical field and laboratory tasks; assists and participates in conducting various physical, chemical and/or microbiological analyses of wastewater, sludge, sediment, or water samples; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to perform a variety of specialized technical field and laboratory tasks and conduct various physical, chemical and/or microbiological analyses of wastewater, sludge, sediment, or water samples. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Sets up and operates automatic samplers and collects water, wastewater and/or sludge samples; Conducts flow gauging and reads flow meters, V-notch and cipolletti weirs, and fluorometers; Investigates odor and fish-kill complaints by identifying source or cause and performing appropriate field tests; Preserves samples collected for further laboratory analyses and submits recommendations on corrective measures; Operates oceanographic equipment to collect water column and bottom samples; installs and recovers sophisticated current meters; Investigates and test-samples industrial and commercial establishments to ensure compliance with City ordinances; Schedules and obtains readings of industrial wastewater meters to determine sewer user charge; PART I LABORATORY TECHNICIAN I 2 4.110 Assists professional laboratory personnel with physical, chemical, and microbiological analyses of wastewater, sludge, sediment, and fresh and/or saline waters; Completes analyses initiated by others as required; Prepares for and conducts toxicity bioassays and submits test results; Prepares and enumerates algae using membrane filter and counting cell techniques; Performs photomicrography and photomacrography of biological materials; Conducts chlorine residual and certain phases of coliform tests and records findings; Investigates and resolves customer complaints relating to objectionable water taste and odor and prepares report of findings; Prepares various reagents and microbiological culture media; Performs assigned analyses independently under guidelines established by manuals, handbooks, or other standard procedures; Keeps records of procedures, observations, and results for submittal to professional laboratory personnel for interpretation; Operates and cleans laboratory equipment and apparatus; Maintains and initiates replacement of supplies; Operates motor vehicle to commute to field sites and to transport samples and supplies; May operate and maintain small boats used in gathering samples; and Performs other related duties as required. Knowledge of: Techniques and equipment used in laboratory analysis; operation and care of residual chlorine titrators, analytical balances, pH meters, autoclaves, biological incubators, conductivity meters, fluorometers, filtering devices, cameras, microscopes, residual chlorine kits, ovens, burners, and other laboratory apparatus; practices and procedures involved in recording assembling and compiling scientific observations and statistical data; principles of general science. PART I LABORATORY TECHNICIAN I 3 4.110 Ability to: Use standard laboratory equipment and apparatus and learn the use of the more sophisticated instruments; make careful and accurate field tests and laboratory preparations; work closely with professional laboratory personnel and carry out assigned examinations and analyses independently; keep records of procedures, observations and results of field and laboratory tests; make field inspections and investigations in occasionally unpleasant surroundings; understand and carry out oral and written instructions; assist and work harmoniously with others. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 4.110 Minimum Qualification Specifications for the Class: LABORATORY TECHNICIAN I SR-13, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and one (1) year of clerical work experience; and one (1) year of laboratory work experience in a chemical, biological, or microbiological laboratory. Qualifying Clerical Work Experience: Work experience which involved the performance of a variety of clerical tasks and demonstrated knowledge of office practices and procedures, and the ability to carry out procedures in clerical work systems, and operate various kinds of office equipment including computers, Microsoft Office, and other technologies. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in chemistry, a biological science, or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of laboratory work experience in a chemical, biological or microbiological laboratory (15 semester credits = 6 months). PART II LABORATORY TECHNICIAN I 2 4.110 B.An Associate’s degree in chemistry, a biological science, or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of laboratory work experience in a chemical, biological or microbiological laboratory. C.A Bachelor’s degree in chemistry, a biological science, or a related field from an accredited college or university may be substituted for up four (4) years of laboratory work experience in a chemical, biological or microbiological laboratory. D.A Master’s or PhD degree in chemistry, a biological science, or a related field from an accredited college or university may be substituted for up to one (1) year of laboratory work experience in a chemical, biological or microbiological laboratory. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/ she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II LABORATORY TECHNICIAN I 3 4.110 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
