HomeMy WebLinkAbout4.111 LABORATORY TECHNICIAN II 20230221PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 4.111 Class Specifications for the Class: LABORATORY TECNICIAN II SR-15, BU-03 Duties Summary: Supervises and participates in the collection and analyses of field samples; performs specialized technical field and laboratory tasks; assists and participates with high level professionals in conducting various physical, chemical and/or microbiological analyses of wastewater, sludge, sediment, or water samples; assists in special studies and projects in the research laboratory; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and participate in the collection and analyses of field samples, perform a variety of specialized technical field and laboratory tasks, and conducts various physical, chemical and/or microbiological analyses of wastewater, sludge, sediment, or water samples. In addition, positions in this class assist higher level professionals in carrying out special research studies utilizing highly sophisticated instruments. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Supervises and participates in the collection and analyses of wastewater, sludge, sediments, and water samples; Initiates and performs independently, physical, chemical, and microbiological testing of potable water; Selects alternative sampling procedures and locations under atypical conditions; Investigates consumer complaints by identifying source or cause and performing appropriate field tests; Preserves samples collected for further laboratory analyses and submits recommendations on corrective measures; Keeps records on field observations and reports conditions that deviate from the normal; PART I LABORATORY TECHNICIAN II 2 4.111 Collects daily turbidity and microbiological samples; Assists professional laboratory personnel with physical, chemical, and microbiological analyses of wastewater, sludge, sediment, and fresh and saline waters; Completes analyses initiated by others as required; performs assigned analyses independently under guidelines established by manuals, handbooks, or other standard procedures; Keeps records of procedures, observations, and results for submittal to professional laboratory personnel for interpretation; Operates and maintains laboratory equipment and apparatus; Assists in research projects; Operates motor vehicle to commute to field sites and to transport samples and supplies; and Performs other related duties as required. Knowledge of: Techniques and equipment used in laboratory analysis; operation and care of residual chlorine titrators, analytical balances, pH meters, autoclaves, biological incubators, conductivity meters, fluorometers, filtering devices, cameras, microscopes, residual chlorine kits, ovens, burners, and other laboratory apparatus; practices and procedures involved in recording assembling and compiling scientific observations and statistical data; principles of general science. Ability to: Use standard laboratory equipment and apparatus and learn the use of the more sophisticated instruments; make careful and accurate field tests and laboratory preparations; work closely with professional laboratory personnel and carry out assigned examinations and analyses independently; keep records of procedures, observations and results of field and laboratory tests; make field inspections and investigations in occasionally unpleasant surroundings; understand and carry out oral and written instructions; assist and work harmoniously with others; instruct and review the work of others. Approved: February 21, 2023 PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 4.111 Minimum Qualification Specifications for the Class: LABORATORY TECHNICIAN II SR-15, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and two (2) years of laboratory work experience in a chemical, biological or microbiological laboratory. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in chemistry, a biological science, or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of laboratory work experience in a chemical, biological or microbiological laboratory (15 semester credits = 6 months). B. An Associate’s degree in chemistry, a biological science, or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of laboratory work experience in a chemical, biological or microbiological laboratory. PART II LABORATORY TECHNICIAN II 2 4.111 C. A Bachelor’s degree in chemistry, a biological science, or a related field from an accredited college or university may be substituted for up four (4) years of laboratory work experience in a chemical, biological or microbiological laboratory. D. A Master’s or PhD degree in chemistry, a biological science, or a related field from an accredited college or university may be substituted for up to one (1) year of laboratory work experience in a chemical, biological or microbiological laboratory. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/ she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. PART II LABORATORY TECHNICIAN II 3 4.111 Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
