Class Specifications for the Class:
ASSISTANT HOUSING DIRECTOR
EM-01, BU-13X
Duties Summary:
Assists in the management and administrative support services of the County’s
Housing Agency; assists in planning, developing, and coordinating plans, programs, and
activities related to the Agency; assists in developing and implementing short and
intermediate range plans to address the affordable housing needs of the community and
performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to assists the Housing Director in
administering the functions of the County’s Housing Agency which provides a variety of
federal, state, and county affordable housing services to qualified families and/or
individuals who meet the applicable income requirements, as well as assisting in the review,
analysis and evaluation of agreements and applications related to the County's affordable
housing requirements.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Assists in planning, directing, developing, and coordinating a county-wide program of
affordable housing services and activities for qualified families and/or individuals
that meet the applicable income requirements;
May assist with managing the daily operational and personnel management
functions of the County Housing Agency as needed;
Develops short and long term goals for all program areas under his/her supervision
which are consistent with the department's and division's mission and goals;
Establishes operational standards, policies and procedures for program and activities
under his/her supervision and determines priorities for the effective utilization of all
available manpower and resources;

Under the direction of the division head, manages the implementation of the County's
housing requirements pursuant to applicable county ordinances, as it related to the
activities of the department;
Collects data to identify the nature and extend of the need for older housing projects
in the commuinty;
Analyzes prjects, programs, plans, and services for the effectiveness and adequacy of
program goals and objectives;
Assists in reviewing and preparing comments on draft affordable housing
agreements and in consultation with Corporation Counsel, finalizes and processes
such agreements for execution by the appropriate County officials and monitors such
agreements for compliance with the terms and conditions of the agreements;
Provides assistance to developers in the preparation of project applications pursuant
to state affordable housing laws as assigned, processes draft applications for review
and comment by appropriate State and county agencies, and processes final
applications for approval by applicable legislative body;
Develops, coordinates, and conducts training and orientation programs;
Ensures that division's activities and projects are aligned with the department's and
division's mission and goals;
Keeps abreast of current housing issues;
Conducts public presentations and public awareness campaigns to generate
community interest in developing new programs, services and activities to assist
qualified families and/or individuals facing affordable housing challenges;
Assists in developing, promoting, and coordinating grant applications for the Agency;
Assists in preparing the annual program budget for the Agency;
Prepares various tyeps of reports as needed;
Represents the department at meetings, public hearings, and conferences at the
direction of the department head;
Investigates grievances and complaints and formulates resolutions of such
grievances and complaints;
May serve as a hearing officer regarding program violations and/or eligibility issues;
and

Performs other related duties as required and/or assigned.
Knowledge of:
Federal, state, and county laws, rules, regulations, policies, and procedures
governing housing, including affordable housing; federal HOME Investment Partnership
Program and Section 8 Housing Choice Voucher Program; public relations; property
development; public and private financing; principles, methods and techniques which apply
to housing, including affordable housing; research methods and techniques; and report
writing.
Ability to:
Read, comprehend, interpret, and apply rules, regulations, policies, and procedures
governing housing, including affordable housing; plan, organize and coordinate work; obtain
and analyze data; maintain records; present ideas in a clear and concise manner, both orally
and in writing; deal tactfully and effectively with others.
This is the first specification approved for the new class, ASSISTANT HOUSING
DIRECTOR.

Minimum Qualification Specifications
for the Class:
ASSISTANT HOUSING DIRECTOR
EM-01; BU-13X
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in business or public
administration, economics, or a related field; and
four (4) years of professional work experience which demonstrates a working
knowledge of housing or property management.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in business or public administration, economics or
a related field or education credits in business or public administration, economics or a
related field can be substituted for up to four (4) years of the bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits specific to business or public
administration, economics or a related field leading to a degree or diploma from an
accredited community college, trades school, college, or university (15 semester
credits = 6 months).
A master’s degree or PhD in business or public administration, economics or a related field
may be substituted for the education requirement.

The following may be substituted for experience:
A. Successful completion of semester credits specific in business or public
administration, economics or a related field leading towards a
Bachelor’s/Master’s/PhD degree from an accredited college or university, may be
substituted up to one (1) year of the work experience requirement (15 semester
credits = 6 months).
B. A Master’s degree in business or public administration, economics or a related field
from an accredited college or university may be substituted for one (1) year of the
work experience requirement.
C. A Doctorate’s degree in business or public administration, economics or a related
field from an accredited college or university may be substituted for one (1) year of
the work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.

Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

This is the first specification approved for the new class, ASSISTANT HOUSING
DIRECTOR.
