HomeMy WebLinkAbout8.113 LEAD PLANT ELECTRICAL ELECTRONIC EQUIPMENT REPAIRER 20230308PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.113 Class Specifications for the Class: LEAD PLANT ELECTRICAL/ELECTRONIC EQUIPMENT REPAIRER WS-12, BU-01 Duties Summary: Supervises and participates in the installation, maintenance, overhaul, and repair of plant electrical and electronic control devices and equipment; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and participate in the installation, maintenance, overhaul, and repair of plant electrical and electronic control devices and equipment. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Supervises and participates in the installation, maintenance, overhaul, and repair of plant electrical and electronic control devices and equipment such as switching devices, solid state and selenium rectifiers, resistors, capacitors, relays, temperature controls, pressure switches, high and low voltage switchgears, motor control centers, motors, generators, overhead cranes, and distribution, power, current, control and lighting transformers, etc.;  Supervises and participates in the installation, maintenance, and repair of power, lighting, electrical and electronic circuits, conduits, electrical outlets, meter loops, underground and high and low voltage wiring, pole and line wiring, power transfer switching equipment, mercury vapor and fluorescent lighting, photo cell controls, etc.;  Supervises and participates in the inspection and testing of equipment for shorts, grounds, and open circuits and diagnosing faulty circuits;  Identifies, isolates, and corrects defective circuits;  Renews and repairs defective parts and fabricates various parts using materials of appropriate conducting, resistance and/or insulating properties;  Supervises and performs shop and bench work in the overhaul, repair, testing, and calibration of equipment and components; PART I LEAD PLANT ELECTRICAL/ ELECTRONIC EQUIPMENT REPAIRER 2 8.113  Supervises and participates in the installation, maintenance, overhaul, repair, and calibration of electrical and electronic laboratory and field instruments;  Reads and interprets wiring diagrams and schematics;  Modifies electrical and electronic circuitry for proper operational needs;  Estimates time and material requirements;  Enforces and complies with all Federal, State, and County laws, regulations, and policies relating to occupational safety and health;  Keeps records and prepares reports;  Supervises and participates in the performance of plant mechanical maintenance and repair work as required;  Operates a motor vehicle to transport personnel and equipment; and  Performs other related duties as assigned. Knowledge of: The theories of electricity and electronics; practices, tools, equipment, instruments, and materials used in electrical and electronic repair; installation, maintenance, testing, and repair of plant electrical and electronic control devices and equipment; hazards and safety practices of the trade. Ability to: Install, maintain, repair, and test electrical and electronic control devices and equipment; demonstrate proper work methods and set the pace; interpret blueprints, plans, and diagrams of electrical/electronic circuits; estimate time and material requirements; give and follow written and oral instructions; plan and supervise the work of others; encourage safety practices and enforce safety rules; maintain harmony in the work relationships among workers; handle weights and loads. PART I LEAD PLANT ELECTRICAL/ ELECTRONIC EQUIPMENT REPAIRER 3 8.113 Th This is an amendment to the specification for the class, LEAD PLANT ELECTRICAL/ELECTRONIC EQUIPMENT REPAIRER, which was approved on August 23, 2021, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.113 Minimum Qualification Specifications for the Class: LEAD PLANT ELECTRICAL/ELECTRONIC EQUIPMENT REPAIRER WS-12, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school; and  two and one half (2 ½) years of journey level experience in the installation, maintenance, and repair of plant electrical and electronic equipment, instruments, and devices. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that PART II LEAD PLANT ELECTRICAL/ ELECTRONIC EQUIPMENT REPAIRER 2 8.113 he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a State of Hawai'i journey electrician's or industrial electrician's license; possession of a valid motor vehicle operator license (Hawaii Type 3 or equivalent). Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
