HomeMy WebLinkAbout2.085 BUDGET/FISCAL SPECIALIST 20230313PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.085 Class Specifications for the Class: BUDGET/FISCAL SPECIALIST SR-26, BU-13 Duties Summary: Advises and assists in planning and supervising the budget for a large operating department involving a diversity of funds with complex accounting requirements and business management functions; serves as a team leader; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to serve as principal staff specialist on major segments of the budget of a large operating department, and assists top level management with financial research, analysis, and planning. This class is distinguished by its day-to-day responsibility to direct and coordinate the activities that regularly encompass specialized, unique, and complex problems having a substantial overall impact on the budget program. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Plans, directs, and coordinates the review and preparation of the departmental operating budget; Prepares directives and instructions to operating divisions in the preparation of budget estimates; Plans and directs the development of work measurement standards, statistical procedures, and other means of budget justification; Advises departmental units in preparing budget estimates; Coordinates the preparation of departmental expenditure plans and the evaluation of program performance and financial trends; Conducts technical studies and analyses of departmental operating revenues and expenditures; PART I BUDGET/FISCAL SPECIALIST 2 2.085 Participates in drafting budget ordinance and amendments; Prepares reports and recommendations for modifications to the operating budget to meet goals and objectives; Conducts or directs and coordinates the conduct of studies of federal, state, and other available funds; Serves as departmental resource in administrative discussions and planning activities for budgetary and other financial considerations, and assists in the evaluation of fiscal and program reports; Assists in public hearings on the budget; Testifies at public hearings and hearings before the County Council on matters pertaining to the budget; Participates in meetings and conferences with officials and other agencies and makes recommendations to improve operations; May supervise subordinates; and Performs other related duties as required. Knowledge of: Principles and practices of professional accounting; principles and practices of public fiscal administration including budgeting and financial reporting; laws and ordinances applicable to County functions, operations, and budgetary activities; research methods and techniques; report writing; pertinent Federal laws and regulations. Ability to: Plan, organize, direct, and coordinate the work of fiscal and accounting programs; analyze, evaluate, and draw conclusions from available data; prepare clear, concise, and comprehensive instructions and reports; prepare budget justifications and compile operating budget; maintain cooperative working relationships; communicate effectively. This is an amendment to the specification for the class, BUDGET/FISCAL SPECIALIST, which was approved as PROGRAM BUDGET SPECIALIST on August 16, 2000, amended and retitled on September 5, 2003, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.085 Minimum Qualification Specifications for the Class: BUDGET/FISCAL SPECIALIST SR-26, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business or public administration, finance, accounting, economics, or a related field; and five (5) years of professional work experience in one or a combination of the following: accounting, budgeting, or a related field. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two A.Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to B.Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in business or public administration, finance, accounting, economics, or a related field or education credits in business or public administration, finance, accounting, economics, or a related field can be substituted for up A.Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a B.Successful completion of semester credits specific to business or public administration, finance, accounting, economics, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II BUDGET/FISCAL SPECIALIST 2 2.085 economics, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in business or public administration, finance, accounting, economics, or a related field leading towards a substituted for up to one (1) year of the professional work experience in accounting, budgeting, or a related field (15 semester credits = 6 months). B. economics, or a related field from an accredited college or university may be substituted for one (1) year of the professional work experience in accounting, budgeting, or a related field. C. economics, or a related field from an accredited college or university may be substituted for one (1) year of professional work experience in accounting, budgeting, or a related field. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be PART II BUDGET/FISCAL SPECIALIST 3 2.085 established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
