HomeMy WebLinkAbout15A2050 TREASURER 20230313PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2050 Class Specifications for the Class: TREASURER EM-05, BU-13X Duties Summary: Directs and coordinates a program involving the collection, custody, accounting and management of money due to or receivable by the County and the County funds on deposit with the Treasury; arranges for finances required by the County through the sale of bonds, loans, etc.; serves as chief advisor to the Mayor and Finance Director on treasury related matters; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for administering the collection, custody, accounting, and management of money due to or receivable by the County and County funds on deposit with the Treasury and arranging for the financing of County operations, including the management of driver licensing activities; and the coordination of real property tax collection activities. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Plans, organizes, and directs staff engaged in the collection, custody, accounting and management of monies due to or receivable by the County and County funds on deposit with the Treasury; Plans, develops, and establishes administrative, accounting and financing policies and procedures for the County Treasury and its operations; Assists the Director of Finance in preparing for the issuance and sale of general obligation, revenue and improvement district bonds and related activities; Directs the activities concerned with the payment of interest on redemption and accounting of bonds, including the preparation and maintenance of bond amortization schedules; Arranges for the transfer of funds, short-term loans, or sale of treasury certificates for short-term needs; PART I TREASURER 2 15A2050 Determines legality and sufficiency of collateral pledged by banks as security for money on deposit with the County and the withdrawal of such collateral; Invests monies of the County and its agencies; Deposits money belonging to the County in depositaries authorized by law which fulfill all conditions prescribed by law; Directs work connected with billing, collection, accounting, and deposit of monies due to the County; Directs the issuance of business, automobile, dog, bicycle, and other licenses; Directs activities connected the payment of warrants; Directs work connected with reviewing the assessment rolls of improvement districts, collections on real property tax assessments, and the financing and the enforcement of collections by foreclosure sale of defaulted lots; Directs work connected with the County's insurance programs and arranging for adequate coverage; Directs work connected with management of County property; Assists the Director of Finance in preparing brochures with detailed information and data desired by prospective bond buyers; Prepares recommendations for amendments to laws and ordinances pertaining to several programs and activities; Represents the Finance Director in meetings with governmental officials and other personnel on County finances; and Performs other related duties as required. Knowledge of: Principles and practices of supervision; principles and practices of commercial and government accounting; State and Municipal finance laws and regulations governing the handling of monies and securities; budgeting and fiscal principles and practices; County bonding procedures and requirements; money and banking operation; principles and practices of administration; public relations. PART I TREASURER 3 15A2050 Ability to: Plan, direct and coordinate activities of subordinates; make decisions and take administrative actions; determine and initiate policies, procedures and methods; prepare prospectus for the sale of bonds; prepare, analyze and maintain financial reports and records; draft and interpret laws, ordinances and regulations; establish and maintain good employee and public relations. This is an amendment to the specification for the class, TREASURER, which was approved on September 21, 1988, amended on January 9, 2020, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2050 Minimum Qualification Specifications for the Class: TREASURER EM-05, BU-13X Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business or public administration, finance, accounting, economics, or a related field; and four (4) years of specialized work expereince; and two (2) years of supervisory work experience. Qualifying Specialized Work Experience: Professional work experience in business or public administration which involved one or a combination of the following: Cash management, investing, cash flow analysis or financial planning, or Auditing and/or evaluating cash management, investing, cash flow analysis or finanancial planning of a large business, financial institution or government agency. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two A.Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a B.Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II TREASURER 2 15A2050 Specialized professional work experience in business or public administration, finance, accounting, economics, or a related field or education credits in business or public administration, finance, accounting, economics, or a related field can be substituted for up A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a B. Successful completion of semester credits specific to business or public administration, finance, accounting, economics, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). business or public administration, finance, accounting, economics, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in business or public administration, finance, accounting, economics, or a related field leading towards a substituted for up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). B. business or public administration, finance, accounting, economics, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate business or public administration, finance, accounting, economics, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that PART II TREASURER 3 15A2050 he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
