HomeMy WebLinkAbout15A2117 BUILDING CODE DEVELOPMENT AND ENFORCEMENT MANAGER 20230309PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2117 Class Specifications for the Class: BUILDING CODE DEVELOPMENT AND ENFORCEMENT MANAGER EM-03, BU-13X Duties Summary: Plans, directs, and administers the activities and operations of the County's building code enforcement program including managing all activities relating to building plan reviews, building permits and building inspections, administering and enforcing the Building, Electrical, Plumbing, and Sign codes and pertinent ordinances and regulations and coordinating activities with other divisions, departments and outside agencies; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its overall responsibility for managing the division's building code enforcement program relating to managing and administering all aspects of the various codes, ordinances and regulations related to building code enforcement. This single position in this class serves as technical resource and advisor relating to matters pertaining to the building code enforcement program. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Plans, directs, and manages the activities of the Building Division Code Enforcement Section responsible for the review and approval of building plans and specifications, the issuance of building permits and certificates of occupancy, and the inspection of new and existing buildings for compliance with provisions of the building, electrical, plumbing, sign and other pertinent codes and ordinances;  Plans, directs, and coordinates the investigation of complaints involving the County's building code enforcement program;  Directs the study of the usage of new building materials and methods, possible changes, and amendments to building codes, and requests for variance from existing codes;  Monitors the Code Enforcement inspection, investigation, and enforcement program;  Determines which activities should have high priority within the guidelines, policies, PART I BUILDING CODE DEVELOPMENT AND ENFORCEMENT MANAGER 2 15A2117 and/or ordinances for the building code enforcement program;  Develops and implements operational policies, procedures, and guidelines for the effective operation of the building code enforcement program;  Directs the preparation and maintenance of all operational reports and records;  Reviews reports and monitors activities to ensure accuracy and compliance with the building, electrical, plumbing, and sign codes and pertinent ordinances;  Serves as the principal resource regarding the building code enforcement program; provides technical advice to County officials and employees;  Develops safety and training programs for staff for better understanding of codes and regulations, public relations and report writing;  Confers with architects, engineers and others on problems concerning code compliance;  Prepares the program's annual budget;  Approves and monitors expenditures and purchase orders for the building code enforcement program ensuring that expenditures remain within budgetary guidelines;  Represents the County at various meetings and conferences;  Makes presentations to the County Council and the public as necessary;  Advises staff with difficult problems; and  Performs other related duties as required. Knowledge of: Principles and practices of architecture or civil/structural engineering; engineering mathematics and mechanics; principles of legal requirements of building, plumbing, electrical, fire and health regulations, building and zoning orders and ordinances of the County of Kaua'i as they pertain to building construction; methods and techniques of construction and construction materials; principles and practices of organization, public administration and public relations; principles and practices of supervision. Ability to: Plan, direct, manage and evaluate the work of subordinates; develop and implement policies and procedures; interpret and explain provisions of the building, electrical, PART I BUILDING CODE DEVELOPMENT AND ENFORCEMENT MANAGER 3 15A2117 plumbing, sign, and other related codes and ordinances; draft language for code amendments; direct the preparation of various technical reports and budget estimates; deal effectively with employees and the public. This is an amendment to the specification for the class, BUILDING CODE DEVELOPMENT AND ENFORCEMENT MANAGER, which was approved on March 22, 2016, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2117 Minimum Qualification Specifications for the Class: BUILDING CODE DEVELOPMENT AND ENFORCEMENT MANAGER EM-03, BU-13X Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in architecture, civil engineering, structural engineering, or a related field; and  four (4) years of architectural or engineering work experience including plans checking and code enforcement experience, and  one (1) year of supervisory work experience. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in architecture, civil engineering, structural engineering, or a related field or education credits in architecture, civil engineering, structural engineering, or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. PART II BUILDING CODE DEVELOPMENT AND ENFORCEMENT MANAGER 2 15A2117 B. Successful completion of semester credits specific to architecture, civil engineering, structural engineering, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in architecture, civil engineering, structural engineering, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in architecture, civil engineering, structural engineering, or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted for up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). B. A Master’s degree in architecture, civil engineering, structural engineering, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in architecture, civil engineering, structural engineering, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession the appropriate licenses or certificates as required of the position. PART II BUILDING CODE DEVELOPMENT AND ENFORCEMENT MANAGER 3 15A2117 Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
