Commissioners: Bronson Bautista, Reid Kawane, Marissa Sandblom (via Microsoft Teams joined at 3:39 p.m.), Coty Trugillo (via Microsoft Teams). Also: Teresa Tumbaga, Deputy County Attorney. Boards & Commissions Office Staff: Administrator Ellen Ching, Administrative Specialist Anela Segreti. Excused Chair Lori Koga Absent SUBJECT DISCUSSION ACTION A. Call To Order Vice Chair Jan TenBruggencate, called the meeting to order at 3:03 p.m. B. Roll Call Roll Call: Commissioner Bautista-present Commissioner Kawane – present Commissioner Sandblom- tardy Commissioner Trugillo-present Vice Chair TenBruggencate-present Chair Koga- excused Quorum: 4 commissioners present C. Approval of Agenda Vice Chair TenBruggencate asked if there were any changes to the agenda. Hearing no changes to the minutes it stood approved. D. Minutes Open Session Minutes of September 26, 2022 Vice Chair TenBruggencate entertained a motion to approve the minutes of September 26, 2022. Commissioner Kawane moved to approve the minutes of September 26, 2022 Commissioner Bautista seconded. Motion carried 4:0 Charter Review Commission Open Session November 28, 2022 Page 2 SUBJECT DISCUSSION ACTION E. Public Testimony None Administrator Ching noted for the record that no one was present in the audience. F. Communication None G. Business CRC 2022-20 Report/Presentation by Strategies 360, discussion, and possible action on public education digital campaign. John White, Senior Vice President, Strategies 360 went over the presented report on the public education digital campaign (on file) completed for the commission. The Commissioners engaged in discussion with Mr. White asking questions on what can be improved on and recommendations. They discussed using other forms of media, including print media that could have a QR code that people could scan. He emphasized that you have 5-7 seconds to get the attention of people and that you want ads to be fresh, quick, easily accessible. They discussed that many voters were probably using their phones to look at the digital media and how voters may have sat down and discussed ballot items with others while voting. They thought that people may have seen an ad on social media and went back to it to get more information and clarity once the ballot arrived. They pointed out that voter turnout for Kaua’i was best in the State, but less than the previous election year in the County. Commissioner Kawane moved to receive CRC 2022-20. Commissioner Bautista seconded. Motion carried 5:0 CRC 2022-21 Discussion on 2022 General Election Ballot Questions. Commissioner Kawane moved to receive the 2022 General Election summary report. Commissioner Bautista seconded. Motion carried 5:0 Charter Review Commission Open Session November 28, 2022 Page 3 SUBJECT DISCUSSION ACTION CRC 2022-22 Discussion and possible action on retaining a consultant to provide a report on districting and defining the scope of the report. Commissioner Kawane moved to have staff procure a proposal from a consultant to do a full study on pros and cons of districting and cost of districting. Commissioner Bautista seconded. Motion carried 5:0 CRC 2022-23 Discussion and possible action on sending letters to Commissions, Boards, Committees, Mayor, and Departments regarding Charter Amendment proposals to the Charter Review Commission. Administrator Ching asked for leeway to send out letters regarding recommendation for charter amendments to be more efficient. Vice Chair Tenbruggencate entertained a motion. Commissioner Kawane moved to authorize staff to seek recommendations by letter from commissions, boards, committees, the mayor and his departments and agencies on proposed Charter amendments. Commissioner Bautista seconded. Motion carried 5:0 CRC 2022-24 Election of Chair and Vice Chair for 2023 Calendar year. Commissioner Kawane moved to elect Commissioner Bautista as Chair, Commissioner Trujillo as Vice Chair. Commissioner Sandbloom seconded. Motion carried 5:0 CRC 2022-25 Discussion and possible approval of the 2023 meeting calendar. Meetings will continue the fourth Monday of each month, unless there is a holiday in which case it will be held the third Monday. Commissioner Kawane moved to approve the 2023 meeting calendar. Commissioner Bautista seconded.
