Meetings of the Committee on the Status of Women shall be conducted as follows until further notice:
• Meetings will be publicly noticed pursuant to HRS Chapter 92.
• Minutes of meetings will be completed pursuant to HRS Chapter 92 and posted to the Committee on the Status
of Women website upon completion and approval.
Public Comments and Testimony:
• Written testimony: The Committee on the Status of Women shall accept written testimony for any agenda
item herein.
o Written testimony indicating 1) testifiers name, and if applicable, testifiers position/title and
organization represented, 2) the agenda item that the testifier provided comment on, and 3) contact
information (telephone number and email address), may be submitted to smuragin@kauai.gov or
mailed to the Committee on the Status of Women, c/o Office of Boards and Commission, 4444 Rice
Street, Suite 300, Lihue, Hawaii 96766.
o Written testimony received by the Committee on the Status of Women at least 24 hours prior to the
meeting shall be distributed to all members prior to the meeting.
o Any testimony received after this time and up to the start of the meeting will be summarized by the
Clerk of the Committee during the meeting and added to the record thereafter.
o Any late testimony received shall be distributed to the members after the meeting is concluded.
• Oral testimony will be taken during the public testimony portion of the meeting.
o It is recommended that anyone interested in providing oral testimony register at least 24 hours prior
to the meeting by emailing smuragin@kauai.gov or calling (808) 241-4919. Any request to register
shall include 1) testifiers name, and if applicable, testifiers position/title and organization represented,
and 2) the agenda item that the testifier provided comment on, and 3) contact information (telephone
number and email address).
o It shall be the responsibility of the testifier to attend the meeting on time.
o Pursuant to HRS §92-3 of the Public Agency Meetings and Records statute, the committee shall afford
all interested persons an opportunity to submit data, views, or arguments, in writing on any agenda
item. The committee shall afford all interested persons an opportunity to present oral testimony on
any agenda item.
o Individuals who did not register to testify shall be given an opportunity to speak on an agenda item
following the registered speakers.
o The Chair may limit all oral testimony during a committee meeting to 3 minutes, but such time limit
shall not include pertinent responses by the speaker to questions posed by members of the
committee. The Chair may grant an additional 3 minutes to provide further testimony after all
interested persons have had an opportunity to provide oral testimony.

EXECUTIVE SESSION
Pursuant to Hawaii Revised Statutes §92-4, the commission may hold executive meetings closed to the public upon an
affirmative vote, taken at an open meeting, of two-thirds of the members present; provided the affirmative vote
constitutes a majority of the members to which the board is entitled. Any meeting closed to the public shall be limited
to matters exempted by section 92-5. The reason for holding such a meeting shall be publicly announced and the vote
of each member on the question of holding a meeting closed to the public shall be recorded and entered into the minutes
of the meeting. Pursuant to Hawaii Revised Statutes §92-7(d), after posting of the commission meeting agenda the
commission may add an item to the agenda, including an executive meeting closed to the public, by an affirmative two-
thirds recorded vote of all members to which the board is entitled; provided that no item shall be added to the agenda
if it is of reasonably major importance and action thereon by the board will affect a significant number of persons. Items

Committee Members Monica Kawakami and Darcie Yukimura were reappointed to serve a
second term ending 12/31/25 and New Committee Member Nicole Cristobal was appointed to
serve a first term ending 12/31/23.
Prior to the meeting being called to order Nicole Cristobal was asked to introduce herself to
the members. Ms. Cristobal was born and raised on Kaua‘i and for the past 12 years has
committed her studies to understanding women and girls gender equity issues in Hawai‘i. Her
goal was to use her extensive educational studies as a service to the community. She was
finishing up her PhD on educational administration and policy with a specialized PhD
certificate in gender sexuality and women studies. She also double majored in sociology and
women’s studies. The commission extended a warm welcome and looked forward to her
contributions.

table made up of grass roots feminist that engage in balancing policy, gather ideas about
problems in their communities and help draft and introduce bills to the legislature. She shared
a power point presentation Intersectional Feminist Legislation 2022 that outlined the top bills
of the 30 they plan to introduce. She said none of the bills were numbered but they would
have them by next week.

• Bodies back
• The right to exit prostitution
• Equal employment for transgender and non-binary people
• Access to certified professional midwives
Chair Pro Tem Yukimura asked about funding for the menstrual equity in schools. Ms. Jabola
Carolus replied that they were researching their options. Commissioner Ignacio Neumiller
commented that the Mai movement provided free access to sanitary products to one school on
Kaua‘i, Chiefess Kamakahelei Middle School. Chair Pro Tem Yukimura commented that the
principals at each school decided if they wanted to provide these items or not and requested a
digital copy of the power point and bill list once its developed.
Ms. Jabola Carolus shared that the HSCSW was in the planning stage for a statewide
conference in July and a date would be confirmed. She was also working with the U.S.
Department of Labor Union Women’s Bureau to explore development of a budgeting tool that
would track Federal COVID funds that do not have a gender discriminatory impact. It’s in the
development stage and Commissioner Ignacio Neumiller would share updates with this
committee.
CSW 2022-07 Missing Murdered Native Hawaiian Women and Girls’ Task Force

December 9, 2021.

Ms. Jabola Carolus shared that the task force has met three times and was led by the HSCSW
and Office of Hawaiian Affairs. She said they were the only task force led by women and
native women advocates. They are in the development phase of quantitative data collection
from law enforcements and service providers. The final report was due in July and hopefully
it could be presented at the state conference. They were in the process of securing a researcher
and would announce that soon.
With no further questions from the members, Ms. Jabola Carolus left the meeting at 6:07 p.m.
Communication CSW 2022-02 House of Representatives Chief Brian L. Takeshita letter to Chair Regina
Carvalho dated May 4, 2021 regarding Resolution No. 11, H.D. 1, S.D. 1, adopted the regular
session of 2021 on a task force to study missing and murdered native Hawaiian women and
girls.
Ms. Ching stated that Ms. Jabola Carolus provided an update on the task force and the
members did not have any further questions.
CSW 2022-03 HSCSW paid invoice #2021 #18 National Association of Commissions for
Women annual dues of $100, on May 25, 201 of $100 for the Kaua‘i County Commission on
the Status of Women.
Members did not have any questions.
CSW 2022-04 Letter received from Charter Review Commission Chair Reid Kawane dated
October 1, 2021, requesting any proposals to amend the Charter.
Ms. Ching explained that this was distributed to all the commissions. She asked if anyone
wanted to provide a proposal the charter review commission had a June deadline. Hearing
none she asked for a motion to receive all the communications and that would take it off the
agenda.

Re: Treasurer’s Report Fiscal Budget 2021-2022 for the Committee on the Status of Women
Historically the Committee on the Status of Women is allocated $1,000.00 each fiscal year, July 1 to June
30, to use for purposes as outlined in the By-Laws article II, section 1: The purpose of the Committee
shall be to develop such information concerning the status of women within the county of Kaua‘i as the
State Commission on the Status of Women requires or as the Committee deems advisable. The
Committee shall also perform such other appropriate duties and responsibilities as deemed necessary by
the Committee.
The fiscal budget funds must be used by June 30, 2022, any remaining balance will be absorbed back
into the county budget. Remaining balances in the fiscal budget cannot rollover to the next fiscal year.
Use of Funds:
The Committee approved and expended $20.00 in August 2021 to secure a sign permit for the display of
the Breast Cancer banner in front of the historic county building during the month of October 2021.
The Committee allocated $600.00 in August 2021 as prize money for the 2022 Women’s History Month
Essay Contest. However, due to a series of unanticipated personal events no one was able to carry out
the event, the essay contest did not happen, and the $600 was not used.
Current Situation:
The Committee must decide at the April 20, meeting if they want to use the remaining fiscal balance of
$980.00. If a decision is made to use the funds here are the perimeters:
• Must motion what the funds would be used for, the amount of funds to be used and who will
lead.
• Payment must be made using the County of Kaua‘i Boards and Commissions PCard.
• The task must be completed by May 30, 2022.

House of Representatives Chief Clerk Brian L. Takeshita letter to Chair Regina Carvalho dated
May 4, 2021 regarding Resolution No. 11, H.D. 1, S.D. 1, adopted the regular session of 2021 on
a task force to study missing and murdered native Hawaiian women and girls.

Regarding: Denim Day, Wednesday, April 27, 2022
Denim Day is a campaign held annually in April to raise awareness of Sexual Assault Awareness
Month.
Denim Day started after an Italian Supreme Court overturned a rape conviction because the
victim wore tight jeans, and the court concluded the victim consented to the rape because she
must have helped the person who raped her remove her jeans. The following day, the women in
the Italian Parliament came to work wearing jeans in solidarity with the victim.
Denim Day asks community members, elected officials, businesses, and students to make a social
statement with their fashion by wearing jeans on this day as a visible means of protest against
the misconceptions that surround sexual violence.

First Annual State of Women in Hawaiʻi Conference
This is a statewide gathering for women’s equality convened by the Hawai ʻi State Commission on the
Status of Women. The conference will be held on Friday, July 22, from 1-4:30 p.m. exclusively on Zoom due
to the continued burden of the COVID-19 pandemic on women, caregivers, and children.
The conference seeks to accelerate collaboration and intergovernmental support between counties in
Hawaiʻi on women’s equality.
We are requesting that each Commission share their knowledge and vision with attendees by preparing a
10 minute presentation we hope can include:
1.An overview of the status of women in your jurisdiction. How are women faring in your county or
campuses according to metrics that you use (e.g., is there new data or research you’d like to share
about women on Maui)?
2.What are challenges to women and girls that you believe may be unique or uniquely heightened in
your jurisdiction?
3.What is working and what isn’t working in fulfilling your mission?
4.What are your upcoming campaigns or plans for the rest of 2022 and looking forward to 2023?
