Evslin, Chair, Finance & Economic Development Committee, June 15, 2022, at 8:33 a.m., at the Council Chambers, 4396 Rice Street, Suite 201, Historic County Building, Lihu`e, and the presence of the following was noted: Honorable Bernard P. Carvalho, Jr. Honorable Mason K. Chock Honorable Felicia Cowden Honorable Bill DeCosta Honorable Luke A. Evslin Honorable KipuKai Kuali`i (via remote technology) Honorable Arryl Kaneshiro The Clerk read the notice of the public hearing on the following: Bill No. 2862 — A BILL FOR AN ORDINANCE AMENDING CHAPTER 5A, SECTION 9.2, KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO REAL PROPERTY TAXES," which was passed on first reading and ordered to print by the Council of the County of Kaua`i on May 18, 2022, and published in The Garden Island newspaper on May 26, 2022. The following communication was received for the record: 1. Takara, Steven H., dated June 14, 2022 Committee Chair Evslin: Is there anyone in the audience or on Zoom wishing to testify on this matter? Lonnie. LONNIE SYKOS: For the record, Lonnie Sykos. Good morning, Council. Thank you very much for all the hard work that you people do. Is it appropriate to ask what the gist of the public testimony was that you received? As a member of the public, I do not know how to discern when you have written communications about these bills, what is it that the public is saying? So, we have one (1) member of the public who responded in writing to this. When I read through it, it is complicated—it is over my paygrade, so I do not understand it. I am not for it, I am not against it, because I do not understand it, but I am assuming the person who wrote in knows more about it than I do, and I am just curious as to what their view is.
