Chock, Chair, Planning Committee, on Wednesday, July 6, 2022, at 8:32 a.m., at the Council Chambers, 4396 Rice Street, Suite 201, Historic County Building, Lihu`e, and the presence of the following was noted: Honorable Bernard P. Carvalho, Jr. Honorable Mason K. Chock Honorable Felicia Cowden Honorable Bill DeCosta Honorable Luke A. Evslin (via remote technology) Honorable KipuKai Kuali`i Honorable Arryl Kaneshiro The Clerk read the notice of the public hearing on the following: Bill No. 2868 — A BILL FOR AN ORDINANCE AMENDING CHAPTER 8, KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO APPLICATION OF REGULATIONS (County of Kauai Planning Department, Applicant) (ZA-2022-4)," which was passed on first reading and ordered to print by the Council of the County of Kaua`i on June 1, 2022, and published in The Garden Island newspaper on June 9, 2022. Committee Chair Chock: Thank you. Is there anyone registered to testify? None. Is there anyone in the audience or on Zoom wanting to testify on Bill No. 2868 regarding condominium property regimes (CPRs). Good morning, Lonnie. LONNIE SYKOS: Good morning, Councilmembers, and members of the public. When I read through this Bill...is the current County policy where a person could bring a mobile home to Kaua`i and use that as a residence? Because within this Bill, it seems that the County is creating a new policy that will allow trailer parks to exist. Section 2(g) says that house trailers premanufactured homes, et cetera are now allowed. What is to prevent someone from bringing...I am not sure what term to use, but a house trailer, doublewides, et cetera, and use it for housing? I am not objecting to that; I am simply asking if that is a new policy. If it is, what is the hurricane resistance required in the manufacturer. It is all pre-engineered, you get told what the engineering specifications are. If we are going to allow premanufactured buildings, what minimum Hurricane Code will we require? It is not mentioned in this Bill, and simply allows them to be accorded. Thank you. PUBLIC HEARING 2 JULY 6, 2022 BILL NO. 2868 Committee Chair Chock: Thank you, Lonnie.
