Evslin, Chair, Finance & Economic Development Committee, on Wednesday, July 20, 2022, at 9:14 a.m., at the Council Chambers, 4396 Rice Street, Suite 201, Historic County Building, Lihu`e, and the presence of the following was noted: Honorable Bernard P. Carvalho, Jr. Honorable Mason K. Chock (via remote technology) Honorable Felicia Cowden (via remote technology) Honorable Bill DeCosta Honorable Luke A. Evslin (via remote technology) Honorable KipuKai Kuali`i (via remote technology) Honorable Arryl Kaneshiro The Clerk read the notice of the public hearing on the following: Bill No. 2871 — A BILL FOR AN ORDINANCE AMENDING CHAPTER 23, ARTICLE 4, KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO COUNTY BUSINESS LICENSES," which was passed on first reading and ordered to print by the Council of the County of Kaua`i on June 15, 2022, and published in The Garden Island newspaper on June 22, 2022. Committee Chair Evslin: We did not receive any written testimony. We do not have anyone registered to speak this morning. Is there anyone in the audience or on Zoom wishing to testify? Council Chair Kaneshiro: There is one (1) person, Lonnie Sykos. Committee Chair Evslin: Go ahead, Lonnie. LONNIE SYKOS: I will ask basically the same thing I said the last time I was here. We are creating an ordinance in which no vending is possible until the Director of Parks & Recreation holds public hearings for each activity. What is missing in this is to prohibit the County from issuing a permit, taking one hundred dollars ($100) from someone and "crooking" them by giving them a permit to vend, with not one square foot that they can vend on. You need to stop or prevent the issuance of the permit until you come up with the rules that allows vending. This is just...right now if we sell a permit to vend, we are ripping off the person that buys it. It is not possible for them to sell anything, anywhere, until the Department of Parks Recreation comes up with the rules. Within this Bill, staff understands how to do this, but you should not be allowed to sell the permit until you are allowed to sell something with the permit. Thank you.
