HomeMy WebLinkAbout15A2105 ASSISTANT CHIEF PROCUREMENT OFFICER 20230425PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2105 Class Specifications for the Class: ASSISTANT CHIEF PROCUREMENT OFFICER EM-05, BU-13X Duties Summary: Serves as an assistant to the County's chief procurement officer; assists in planning and developing standards and guides to implement and evaluate the County's programs of centralized purchasing and surplus property storage and disposal and advises on and coordinates activities of procurement operations in the County government; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to function under general administrative direction, within the limits of established polices and legal requirements, in planning and directing countywide programs for the procurement of goods, services, and construction. Its responsibilities include planning, organizing, coordinating and directing the work of the division through a subordinate supervisor; making authoritative decisions, including some which establish precedents on difficult and important procurement and supply problems on a countywide basis; consulting with and advising a subordinate supervisor on personnel and other administrative matters, and reviewing results attained for conformance with legal requirements, agency policies and program objectives. Decisions and recommendations made by the incumbent may be the basis for legislation and/or County departmental policy. The incumbent is required to maintain personal work relationships with top agency administrative officials, authoritative procurement personnel of other governmental jurisdictions, and with representatives of business and industry to furnish technical advice and information on all aspects of the County's procurement programs. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Serves as an assistant to the County's chief procurement officer, acting on his/her behalf during official absences and keeping him/her apprised of matters relating to or affecting County procurement operations; • Plans, coordinates, and directs the centralized County procurement programs of purchasing, surplus property storage and disposal, and execution of contracts for public works construction and improvement district projects; PART I ASSISTANT CHIEF PROCUREMENT OFFICER 2 15A2105 • Reviews operations and directs the improvement and expansion of the County centralized procurement program; • Reviews, analyzes, and revises policies, procedures, and activities relating to purchasing and construction and consultant contracts; • Directs the purchasing of materials, supplies, equipment, and contractual services through negotiations, informal contracts, or purchase orders, and/or formal competitive bids; • Prepares and/or directs the preparation of technical and administrative reports and correspondence; • Presents new rule proposals at informal meetings with interested parties for comments and approval; • Conducts reviews and make recommendations for revision of rules, policies, and procedures; • Reviews and evaluates activities, operations, and staff performance; • Plans, directs, and coordinates educational programs for staff and procurement personnel in line departments/agencies; • Oversees the preparation of specifications and bid solicitations for goods and services requested by departments/agencies and for select common-use commodities and services with statewide-issued lists; • Assists with the development of cooperative purchasing contracts with chief procurement officers of other jurisdictions; • Participates in the resolution of protests and controversial and politically sensitive bidding and contracting problems; • Approves procurement processes and contracts, per delegated authority; • Establishes and maintains a surplus property program through sale, exchange, or other disposition; • Serves as principal agent for the County in dealing with other governmental jurisdictions on procurement and surplus property matters; • Establishes and maintains effective working relationships with top-level agency administrative officials, authoritative procurement, and supply personnel of the PART I ASSISTANT CHIEF PROCUREMENT OFFICER 3 15A2105 State, Federal, and County governments, and private entities and associations; and • Performs other related duties as required. Knowledge of: Principles and practices of governmental procurement and supply management; applicable State, federal, and local laws, rules, regulations, and standards that relate to purchasing and surplus property programs; different types of contracts and methods of award; contractual terms and conditions; practices to foster effective competition; and anti- competitive practices; and principles and practices of supervision and management. Ability to: Direct, coordinate, and implement, through a subordinate supervisor, the activities of countywide procurement and surplus property programs; interpret applicable laws and administrative guidelines and issue clear and concise guidance to line departments/agencies; establish and maintain working relationships with representatives of other jurisdictions, vendors, and others to promote the achievement of program goals; direct research and recommend changes in County procurement and supply methods and practices; develop and implement guidelines, policies, and procedures; write clearly and concisely;· and speak effectively before groups. This is an amendment to the specification for the class, ASSISTANT CHIEF PROCUREMENT OFFICER, which was approved on March 24, 2004, effective September 1, 2002, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2105 Minimum Qualification Specifications for the Class: ASSISTANT CHIEF PROCUREMENT OFFICER EM-05, BU-13X Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree; and • four (4) years of specialized work experience; and • two (2) years of supervisory work experience. Qualifying Specialized Work Experience: Professional work experience which involved responsibility for the procurement of goods , services, and/or construction through formal purchasing methods requiring the development of detailed technical specifications and the establishment of contracts for the fulfillment of the purchases. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to four (4) years of the Bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor's, or Master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months of experience). A Master’s or PhD degree may be substituted for the education requirement. PART II ASSISTANT CHIEF PROCUREMENT OFFICER 2 15A2105 The following may be substituted for experience: A. Successful completion of semester credits specific in purchasing and materials management, accounting, business or public administration, or a related field leading towards a Bachelor’s, Master’s, or PhD degree from an accredited college or university, may be substituted for up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). B. A Master’s degree in purchasing and materials management, accounting, business or public administration, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in purchasing and materials management, accounting, business or public administration, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. PART II ASSISTANT CHIEF PROCUREMENT OFFICER 3 15A2105 Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class, ASSISTANT CHIEF PROCUREMENT OFFICER, which was approved on March 24, 2004, effective September 1, 2002, and is to be substituted for that specification.
