Class Specifications for the Class:
EMERGENCY SERVICES DISPATCHER II
SR-19, BU-03
Duties Summary:
Independently performs work of receiving incoming telephone calls for 911 police,
fire, medical emergency, and non-emergency services, and dispatching public safety
personnel units and equipment to respond to calls for service utilizing a two-way radio
system, Computer Aided Dispatch system, multiple display terminals and other related
equipment; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to independently operate a computer,
radio transmitter, and receiver to dispatch and coordinate the actions of emergency services
personnel who responds to complaints, emergencies, and other requests for assistance.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Provides assistance to the general public, state, federal, and local agencies in
emergency and non-emergency situations;
Receives calls from the public requesting police, fire, medical or other emergency
services;
Communicates effectively with callers to obtain pertinent information regarding the
incidents, determines the nature and location, prioritizes multiple incidents and
dispatches police, fire, ambulance, or other units in accordance with established
procedures;
Operates a Computer Aided Dispatch (CAD) system to include recording details of
calls and assignments;
Maintains contact with police, fire, and medical units to monitor transmission,
location, and status;
Operates a variety of communication equipment, including radio consoles, GEO
Mapping/Power Mapping, telephones, and computer systems;

Inputs, updates, and retrieves information from a variety of computer systems;
Receives requests and provides pertinent information regarding vehicle registration,
outstanding warrants, be on the lookout alerts (BOLOs), juvenile checks/runaways,
etc.;
Receives and processes 911 emergency calls and obtains sufficient information to
properly respond and dispatch appropriate assistance;
Provides pre-arrival instructions to caller utilizing knowledge of emergency medical
techniques;
Maintains Emergency Medical Dispatcher certification and re-certifies every two (2)
years;
Monitors the Warning System emergency phones and emails;
Collects and disseminates information relevant to the weather conditions;
Updates messages for the weather line and sends email blast regarding inclement
weather and road closures due to emergency situations;
Maintains weather log;
Initiates the Emergency Management Agency outdoor siren warning system
(MOSCAD) during impending natural disasters; performs siren warning system
monthly test;
Participates in the daily testing of the State of Hawai'i Weather System (HAWAS)
phone and weekly testing of the National Warning System satellite phone;
Receives emergency alarm alerts and determines 800 MHz radio user;
Receives alarm system notification regarding fires and illegal entry into
establishments;
Monitors the alarm panel for the Ka Hale Makai O' Kaua'i building to determine
emergency location and take appropriate action;
Maintains accurate and up-to-date tow service logs;
Determines tow vendor in accordance with established procedures or contract and
contacts appropriate vendor;
Performs routine clerical duties such as filing and record keeping;

Provides information and assistance to the public regarding general police matters or
directs inquiries to the appropriate police personnel/section or agency;
Reviews directives, general orders, the Kaua'i Police Department Standard of
Conduct, and the Hawai'i Revised Statutes (HRS) to keep informed of regulations,
policies, and procedures;
Testifies in court or at hearings; and
Performs other related duties as required.
Knowledge of:
Call evaluation techniques; departmental rules and regulations, and policies and
procedures of the communication center; pertinent laws and ordinances of the State and
County of Kaua'i; crime classification and coding; geography of the island of Kaua'i;
principles and techniques in dealing with people; office practices and procedures; filing
methods and systems; the purpose and uses of standard office equipment.
Ability to:
Operate computer aided dispatch systems, video display terminals, radio dispatching
consoles, and associated equipment; communicate clearly and calmly with emergency
services personnel and the general public; analyze situations accurately, think and act
quickly in emergency situations and exercise sound judgment; make sound decisions under
stressful conditions; write clear and concise reports; keep records; operate standard office
equipment; maintain an effective working relationship with supervisor and co-workers.
This is an amendment to the specification for the class EMERGENCY SERVICES
DISPATCHER II, which was approved on September 3, 2014, amended on April 15, 2021,
and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
EMERGENCY SERVICES DISPATCHER II
SR-19, BU-03
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and
one (1) year of experience in a central police department or emergency services crisis
communications operation.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that

he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
Special Working Conditions: Shift, weekend and holiday work as required.

substituted for that specification.
