Class Specifications for the Class:
SUPERVISING EMERGENCY SERVICES DISPATCHER
SR-23, BU-04
Duties Summary:
Supervises and maintains responsibility for the proper and efficient operation of the
of the communications center and personnel; plans, assigns, coordinates, manages, directs,
and evaluates work and performance of subordinates; conducts training; designs and
implements training and other programs to meet organizational goals and objectives;
performs administrative functions; allocates work assignments; and performs other related
duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for the operation of the
communications center and supervising emergency services dispatch center and personnel.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Monitors radio and other communication services to ensure conformance with
departmental standards, policies, and procedures;
• Supervises, trains, inspects, and evaluates civilian personnel on watch in performing
emergency services dispatching and related duties in a centralized communications
operation;
• Assures that required watch data are properly recorded and compiled;
• Reviews, investigates, and resolves personnel problems through the use of
departmental standards, collective bargaining provisions and County personnel rules
and regulations; takes appropriate disciplinary action;
• Monitors the dispatching of personnel in response to complaints, reports of crimes
and other emergency requests for assistance;
• Oversees the planning, assignments, creation, and coordination of work schedules
for supervisor and their subordinates working in the communications center,
maintaining an ongoing level of knowledge of staff resources;

• Approves leaves of absences; employees out sick and limit on overtime expenditures,
ensuring constant appropriate staffing coverage;
• Identifies operational problems, analyzes causes, determines remedies and issues
oral and written directives;
• Establishes work standards, rates employee job performance, and discusses ratings
with incumbents to improve performance;
• Maintains watch activity records and prepares reports detailing unusual occurrences;
• Coordinates training of dispatch personnel in order to achieve planned objectives;
• Attends meetings as directed; may be required to attend training (off island);
• Performs the duties of an emergency services dispatcher, when required;
• Assists with the preparation and planning of the communication section's budget;
and
• Performs other related duties as required.
Knowledge of:
Call evaluation techniques; departmental rules and regulations, and policies and
procedures of the communications center; pertinent laws and ordinances of the State and
County of Kaua'i; crime classification and coding; geography of the island of Kaua'i;
principles and techniques in dealing with people; principles and practices of supervision;
office practices and procedures; filing methods and systems; the purpose and uses of
standard office equipment.
Ability to:
Plan, assign, supervise, organize and conduct training sessions and courses;
evaluate and document the performance of trainees and other personnel; operate computer
aided dispatch systems, video display terminals, radio dispatching consoles, and associated
equipment; communicate clearly and calmly with emergency services personnel and the
general public; give and follow oral and written instructions; make sound decisions under
stressful conditions and effectively direct communications support and deploy field units in
event of major crimes, emergencies and/or disasters; evaluate operational requirements
and recommend improvements; write clear and concise reports; keep records; operate
standard office equipment.

This is an amendment to the specification for the class SUPERVISING EMERGENCY
SERVICES DISPATCHER, which was approved on September 3, 2014, amended on April 15,
2021, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
SUPERVISING EMERGENCY SERVICES DISPATCHER
SR-23, BU-04
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and
• two (2) years of work experience in a central police or emergency services crisis
communications operation;
• one (1) year of work experience at the lower-level Emergency Services Dispatcher II
or III level; and
• one (1) year of supervisory work experience.
Qualifying Supervisory Work Experience:
Work experience which includes planning, directing, assigning, and reviewing the
work of others; advising subordinates on difficult program areas; timing and scheduling
subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained

independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
Special Working Conditions: Shift, weekend and holiday work as required.
