Class Specifications for the Class:
POLICE CAPTAIN
EM-03, BU-12X
Duties Summary:
Assists the bureau commander with planning, directing, and coordinating the duties
and responsibilities of the assigned bureau and may supervise one or more functional
activities within the bureau; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to assist in planning, directing, and
coordinating the police bureau activities and may supervise one or more functional activities
within the bureau.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Assists in planning, directing, and coordinating police bureau activities and may
supervise one or more functional activities within the bureau;
Conducts periodic inspections of personnel, equipment, and facilities;
Meets with subordinate supervisors regularly to discuss problems and to advise and
guide them in their disposition;
Assists the bureau commander with managing bureau budget and grant funds;
Reviews and approves a variety of activity reports for accuracy, adequacy, and
acceptability;
Studies and analyzes crime data and statistics;
Makes work assignments and reviews details to assure adequate coverage to handle
indicated workloads and to effectively combat crime trends;
Evaluates performance of subordinates and maintains internal discipline;
Analyzes the effectiveness and efficiency of and recommends improvements in
operations;

Formulates, develops, establishes, and interprets policies and procedures
concerning activities and operations;
Develops and maintains cooperative working relationships with representatives of
various community and public organizations;
Receives and disposes of complaints;
Meets with community groups and gives talks on various aspects of departmental
program activities and operations;
Keeps superiors informed on work progress and problems;
Prepares reports, correspondences, and other materials;
Attends committee, staff and other meetings as required;
May prepare the budgetary requirements of the division;
Directs special research into crime problems, new equipment and techniques and
legislative changes; and
Performs other related duties as required.
Knowledge of:
Principles and practices of leadership, training and supervision; police science,
organization and administration; the organization, functions, policies and procedures of the
Kauai Police Department; the jurisdiction and responsibilities of the County of Kauai, State
and Federal enforcement agencies; the laws and ordinances of the County of Kauai and
State subject to enforcement by the Police Department; patrol methods; elements of various
criminal offenses; methods of criminal investigation and scientific crime detection; the rules
and preservation of evidence; the laws of arrest; court procedures; equitable policing
practices of diverse and minority communities; crime trends and court decisions relating to
law enforcement; the psychology of human behavior; public relations and report writing.
Ability to:
Effectively work as a team member of the executive staff to accomplish the goals and
direction of the Chief of Police; plan, assign, train, supervise and evaluate the work of other
employees; deploy personnel effectively; review and analyze operating procedures and
develop plans for their improvement or correction; analyze and solve criminal and
investigative problems; establish and maintain effective working relationships with other

agencies; express one's self effectively orally and in writing; write correspondence and
prepare clear and concise reports; use police weapons.
This is an amendment to the specification approved for the class POLICE CAPTAIN,
which was approved July 17, 1978, amended on October 23, 1978, July 22, 2004, and April
19, 2018, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
POLICE CAPTAIN
EM-03, BU-12X
Training & Experience:
A combination of education and experience substantially equivalent to completion of
two (2) years of accredited college or university course work, and:
six (6) years* of police experience in the Kaua‘i Police Department (*includes
time as a Police Services Officer); and
one (1) year as a Police Lieutenant in the Kaua‘i Police Department.
Substitutions Allowed:
Excess experience as a Police Officer may be substituted on a year-for-year basis to meet
the education requirement:
No college: Applicant must have nine (9) years of police experience.
One (1) year of college (30 credits): Applicants must have eight (8) years of police
experience.
Two (2) years of college (60 credits): Applicants must have seven (7) years of police
experience.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.

License Requirement:
Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent)
and the appropriate licenses or certifications as required of the position.
Firearms Requirement:
Must be qualified to carry and/or possess firearms or ammunition in accordance with
State and federal laws, e.g. no misdemeanor or felony domestic violence conviction.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Special Working Conditions:
Irregular hours shift and weekend work, and exposure to hazardous and obnoxious
conditions as required.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
