HomeMy WebLinkAbout6.240 SUPERVISING PLUMBING INSPECTOR 20230526PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.240 Class Specifications for the Class: SUPERVISING PLUMBING INSPECTOR SR-23, BU-04 Duties Summary: Supervises and is responsible for a program concerned with the inspection of plumbing installations and equipment to assure compliance with the County of Kauai plumbing code and other pertinent codes and ordinances, and adherence to accept safety and health standards and approved plans and specifications; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for supervising the plumbing inspection program for the County of Kauai. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, assigns and reviews the work of subordinate plumbing inspector engaged in inspecting residential, commercial and industrial plumbing and gas installations and equipment for compliance with the County of Kauai plumbing code and other pertinent codes and ordinances, conformity to accepted safety and health standards, and approved plans and specifications; • Coordinates work with other inspection sections of the division and other governmental agencies; • Reviews and approves plans and specifications for issue of plumbing permits; • Confers with or corresponds with contractors, architects, etc., on matters relating to the inspection program; • Directs and participates in difficult inspectional problems and reinspections; • Prepares recommendations for revisions of the plumbing code; PART I SUPERVISING PLUMBING INSPECTOR 2 6.240 • Reviews plumbing plans and specifications for public building improvement projects prepared by private architects and engineers under contract, and recommends approval, disapproval and/or changes to superior; • Prepares plumbing plans and specifications for public building improvement projects undertaken by the County or for preparation of bids; • Assists in developing and implementing programs, policies, and operational procedures for the plumbing inspection unit; • Reviews and approves violation notices, reports and complaints submitted by inspectors; • Resolves disagreements between subordinate inspectors and contractors relating to interpretation of the plumbing code; • Investigates cases of serious violations and if necessary, refers violations for legal prosecution; • Instructs inspectors in new methods and techniques to facilitate inspection; • Reviews job site plans to ascertain conformity of installation with applicable codes and notifies plans examiner and contractor of any noted discrepancies; • Responsible for the preparation of reports and the maintenance of records of inspections made and scheduled; and • Performs other related duties as assigned. Knowledge of: County of Kauai plumbing code and other pertinent ordinances and legal principles relating to their enforcement; standard practices, methods, materials, and tools of the plumbing trade; basic principles of hydraulics as they apply to plumbing installations; accepted safety and health standards as related to plumbing and gas; the administration of and legal interpretation concerning the plumbing and gas codes and ordinances; the legal procedures involved in prosecuting violators of the plumbing and gas ordinances; the principles and practices of supervision. Ability to: Supervise the work of employees engaged in inspecting plumbing and gas installations and equipment for compliance with the plumbing and gas codes and ordinances; interpret plumbing and gas codes and ordinances as well as apply them to specific cases; read and interpret or prepare plans and specifications for plumbing and gas installations and compute capacity of such plumbing systems; arbitrate disputes with PART I SUPERVISING PLUMBING INSPECTOR 3 6.240 firmness and equity; deal tactfully and effectively with plumbing contractors, workers, and the general public; keep records and prepare reports. This is an amendment to the specification for the class SUPERVISING PLUMBING INSPECTOR, which was approved on June 23, 1980, and is to be substituted for that specification. ANDERSON Director of Human Resources Jill Niitani (May 26, 2023 11:22 HST) PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.240 Minimum Qualification Specifications for the Class: SUPERVISING PLUMBING INSPECTOR SR-23, BU-04 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • two and one half (2 ½) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations; and • one (1) year of supervisory experience. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). An Associate’s degree from an accredited community college, business, or technical school, may be substituted for two (2) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. C. A Bachelor’s degree from an accredited college or university may be substituted for up to four (4) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. D. A Master’s or PhD degree from an accredited college or university may be substituted for up to one (1) year of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a State of Hawaii Journey Worker Plumber or Master Plumber License, a valid motor vehicle operator’s license (Hawai‘i type 3 or equivalent), and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II SUPERVISING PLUMBING INSPECTOR 3 6.240 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class SUPERVISING PLUMBING INSPECTOR, which was approved on June 23, 1980, and is to be substituted for that specification.
