HomeMy WebLinkAbout8.115 ELECTRONICS TRADESPERSON 20230518PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.115 Class Specifications for the Class: ELECTRONICS TRADESPERSON BC-15, BU-01 Duties Summary: Installs, tests, fits, maintains, services and repairs electronic components of power and control systems and equipment, and electrical transmission and distribution equipment; designs and modifies electrical and electronic circuits to meet operational needs; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to perform skilled work in the installation, programming, testing, diagnosing, adjustment, modification, maintenance, overhaul, and repair of analog and digital electronic equipment. Positions in this class perform skilled electrical work of installation, repair, and maintenance of electronic and electrical components of power, including telemetering, supervisory control, and communication systems. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Installs, programs, tests, diagnoses, adjusts, modifies, maintains, overhauls and repairs electronic telemetry units and electronic supervisory control systems equipment which include but not limited to: radio units and associated electronic radio equipment, electronic control devices and equipment, analog and digital measuring, indicating and recording electronic instruments, electronic circuits and circuit boards, power, lighting and electrical circuits, electric motors control centers, electric motors, air compressors, valves and pumps, as applicable;  Inspects, installs, repairs, overhauls, and calibrates control systems and intercommunicating equipment such as sensing devices, transducers, amplifiers, transmitters, receivers and recorders which utilize mechanical, hydraulic, pneumatic, thermal, chemical, electrical and electronic components employing multiple function circuits, signal integration, digital to analog conversion, P/I conversion, I/V conversion, potted circuits and solid state circuit boards, and/or electro-mechanical traffic signal control equipment such as controllers, coordinators, load switches, detectors, signal monitors and flashers, as applicable; PART I ELECTRONICS TRADESPERSON 2 8.115  Designs and modifies electronic and electrical circuits to meet varying traffic control requirements, as applicable;  Installs, repairs, and maintains solar powered emergency telephone systems, as applicable;  Operates and maintains electrical, electronic, and other testing equipment;  Reads, interprets, and prepares electrical and electronic plans and schematic and wiring diagrams;  Designs and modifies electrical and electronic circuits to meet varying operational needs;  Uses digital computers in the field and in the electronics shop to program and diagnose electronic equipment and instruments;  Performs bench test using digital computers and equipment on new electronic equipment.  Reads and understands electronic and electrical plans;  Makes sketches and drawings of circuits for records and facilitates maintenance and repair work;  Modifies electronic and electrical circuitry;  Estimates time, labor, and materials requirements;  Maintains work records;  Recommends modifications to improve or update instrumentation and control system processes; and  Performs other related duties as required. Knowledge of: Digital computers and their use in programming and diagnosing electronic devices; principles and theories of electronics and electricity as they apply to the installation, maintenance, repair and modification of digital instruments and devices, digital telemetering and supervisory control equipment; operation and maintenance of various testing and measuring equipment and devices; tools and instruments used in repairing electrical and electronic equipment; basic principles of physics as it applies to telemeter and supervisory control systems; applicable governmental laws, rules and regulations; occupational hazards and safety practices. PART I ELECTRONICS TRADESPERSON 3 8.115 Ability to: Use digital computers to program electronic equipment and diagnose electronic equipment; read, interpret, and prepare plans and schematic diagrams of electrical and electronic circuits; estimate time, labor, and material requirements; diagnose mechanical, electrical, and electronic defects in equipment and appurtenances; use digital testing and measuring equipment and devices; follow oral and written instructions; operate machine tools and rewind motors; keep records. This is a retitling and amendment to the specification for the class, ELECTRONICS TRADESPERSON, which was approved as ELECTRONICS/PLANT ELECTRICAL TRADES PERSON I on December 13, 2002, amended on December 10, 2014, effective July 1, 2017, and on March 8, 2023, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.115 Minimum Qualification Specifications for the Class: ELECTRONICS TRADESPERSON BC-15, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school; and  two (2) years of journey level work experience in electronic maintenance operation which demonstrated competency to perform the journey level duties assigned to this class. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that PART II ELECTRONICS TRADESPERSON 2 8.115 he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a State of Hawai'i journey electrician's or industrial electrician's license; possession of a valid motor vehicle operator license (Hawaii Type 3 or equivalent). Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Heavy This is a retitling and amendment to the specification for the class, ELECTRONICS TRADESPERSON, which was approved as ELECTRONICS/PLANT ELECTRICAL TRADES PERSON I on December 13, 2002, amended on December 10, 2014, effective July 1, 2017, and on March 8, 2023, and is to be substituted for that specification.
