HomeMy WebLinkAbout8.116 LEAD ELECTRONICS TRADESPERSON 20230518PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.116 Class Specifications for the Class: LEAD ELECTRONICS TRADESPERSON WS-15, BU-01 Duties Summary: Supervises and participates in the installation, testing, fitting, maintenance, servicing, calibration and repairing of electronic components of power and electrical control systems and equipment, and electrical transmission and distribution equipment; supervises and participates in the design and modification of electrical and electronic circuits to meet operational needs; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and participate in the performance of skilled work by installing, programming, testing, diagnosing, adjusting, modifying, maintaining, overhauling, and repairing analog and digital electronic equipment; supervises and participates in the design and modification of electrical and electronic circuits to meet operational needs; and supervises and performs skilled electrical work of installation, repair, and maintenance of electronic and electrical components of power, including telemetering, supervisory control, and communication systems. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Supervise and participates in the installation, programming, testing, diagnosing, adjusting, modifying, maintaining, overhauling, and repairing of electronic telemetry unit valves, electronic supervisory control systems equipment which include but not limited to: radio units and associated electronic radio equipment, electronic control devices and equipment, analog and digital measuring, indicating and recording electronic instruments, electronic circuits and circuit boards, power, lighting and electrical circuits, electric motors control centers, electric motors, air compressors, valves and pumps;  Supervises and participates in inspecting, installing, repairing, overhauling, and calibrating control systems and intercommunicating equipment such as sensing devices, transducers, amplifiers, transmitters, receivers and recorders which utilize mechanical, hydraulic, pneumatic, thermal, chemical, electrical and electronic components employing multiple function circuits, signal integration, digital to analog conversion, P/I conversion, I/V conversion, potted circuits and solid state circuit PART I LEAD ELECTRONICS TRADESPERSON 2 8.116 boards, and/or electro-mechanical traffic signal control equipment such as controllers, coordinators, load switches, detectors, signal monitors and flashers, as applicable;  Supervises and participates in designing and modifying electronic and electrical circuits to meet varying traffic control requirements, as applicable;  Supervises and participates in installing, repairing, and maintaining solar powered emergency telephone systems, as applicable;  Supervises and participates in operating and maintaining electrical, electronic, and other testing equipment;  Supervises and participates in reading, interpreting, and preparing electrical and electronic plans and schematic and wiring diagrams;  Supervises and participates in designing and modifying electrical and electronic circuits to meet varying operational needs;  Supervises and participates in the use of digital computers in the field and in the electronics shop to program and diagnose electronic equipment and instruments;  Supervises and participates in the performance of bench test using digital computers and equipment on new electronic equipment;  Supervises and participates in reading and understanding electronic and electrical plans, sketching, and drawing of circuits for records and facilitates maintenance and repair work, modifying electronic and electrical circuitry, estimating time, labor, and materials requirements, maintaining work records, and recommending modifications to improve or update instrumentation and control system processes;  Supervises and participates in the maintenance of records and work performed; and  Performs other related duties as required. Knowledge of: Digital computers and their use in programming and diagnosing electronic devices; principles and theories of electronics and electricity as they apply to the installation, maintenance, repair and modification of digital instruments and devices, digital telemetering and supervisory control equipment; operation and maintenance of various testing and measuring equipment and devices, tools and instruments used in repairing electrical and electronic equipment; basic principles of physics as it applies to telemeter and supervisory control systems; principles and practices of supervision; occupational hazards and safety practices. PART I LEAD ELECTRONICS TRADESPERSON 3 8.116 Ability to: Plan and supervise the work of others; schedule the work of subordinates to accomplish project priorities and schedules; inspect projects for use digital computers to program electronic equipment and diagnose electronic equipment; read, interpret and prepare plans and schematic diagrams of electrical and electronic circuits; estimate time, labor and material requirements; diagnose mechanical, electrical and electronic defects in equipment and appurtenances; use digital testing and measuring equipment and devices; give and follow oral and written instructions; operate machine tools and rewind motors; keep records. This is a retitling and amendment to the specification for the class, LEAD ELECTRONICS TRADESPERSON, which was approved as ELECTRONICS/PLANT ELECTRICAL TRADESPERSON II on December 13, 2002, amended on December 13, 2002, December 10, 2014, and on March 8, 2023, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.116 Minimum Qualification Specifications for the Class: LEAD ELECTRONICS TRADESPERSON WS-15, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school; and  four (4) years of journey level work experience in electronic maintenance operation which demonstrated competency to perform the journey level duties assigned to this class. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that PART II LEAD ELECTRONICS TRADESPERSON 2 8.116 he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a State of Hawai'i journey electrician's or industrial electrician's license; possession of a valid motor vehicle operator license (Hawaii Type 3 or equivalent). Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
