HomeMy WebLinkAbout15D5030 OCEAN SAFETY BUREAU CHIEF 20230519PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15D5030 Class Specifications for the Class: OCEAN SAFETY BUREAU CHIEF EM-03, BU-15X Duties Summary: Plans, organizes, directs and coordinates the operations and activities of the Ocean Safety Bureau; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for the management and administration of the County's Ocean Safety Bureau, a major bureau in the Kaua'i Fire Department. The Ocean Safety Bureau Chief develops policies and procedures, carries out the objectives and goals of the department and ensures the provision of ocean safety services at beaches and in the near shore waters of Kaua'i. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Plans, directs and administers the County of Kauai's Ocean Safety Bureau services and programs; Formulates budgetary, personnel and equipment requirements and controls expenditure of funds for the overall program; Determines and develops policies and procedures to carry out the goals, objectives and priorities of the Ocean Safety Bureau; Evaluates the needs of the general public and the Bureau in order to prioritize target beach areas and provide essential ocean safety services; determines the most effective utilization of resources and implements policies to provide such services; Determines the need and develops specific plans for organizational or operational changes which have the potential for significant impact on the organization; Evaluates the quality of services provided through review of reports, statistical data, and meetings with staff; Provides expert consultation on Ocean Safety to the County Administration and elected officials, Legislature and other high-level officials or governing bodies; PART I OCEAN SAFETY BUREAU CHIEF 2 15D5030 Directs the preparation of the Ocean Safety Bureau annual budget requests; testifies at budget hearings and legislative meetings; Coordinates and oversees the development of policies and procedures of the Ocean Safety Bureau and oversees the operation in order to provide life-saving services at beaches where they are critically needed; Evaluates the achievements of the program, through a review of statistical data, to substantiate the continuation of services or modify and improve the program when necessary; Directs Bureau personnel hiring, training and organizing staff resources; Represents the department by participating in or coordinating interagency, interdepartmental, or inter jurisdictional committees and task forces; Responds and assists in calls, and performs incident command duties; Oversees the development and coordination of the Ocean Safety Bureau’s in-service training program; and Performs other related duties as required. Knowledge of: Principles and practices of supervision and administration, including planning, budget administration, organization and public relations; techniques and methods of ocean rescue, emergency life support, and first aid/basic medical care application; ordinances, rules and regulations governing park, beach, shore water and ocean usage; ocean and shore water conditions peculiar to Kauai's beaches; research and statistical analysis methods and techniques; public speaking and presentation techniques. Ability to: Plan, organize, direct and administer the functions and activities of the ocean safety bureau; research, analyze, evaluate, and remedy program problems/areas of concern; prepare and justify budget requests; prepare concise and analytical reports; develop and maintain effective working relationships with organizations, committees, groups, the general public and the media. PART I OCEAN SAFETY BUREAU CHIEF 3 15D5030 This is an amendment to the specification for the class, OCEAN SAFETY BUREAU CHIEF which was approved on April 5, 2019, effective January 1, 2018, amended on August 9, 2021, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15D5030 Minimum Qualification Specifications for the Class: OCEAN SAFETY BUREAU CHIEF EM-03, BU-15X Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business administration, public administration or a related field, and two (2) years of work experience at the Ocean Safety Officer II or III level or equivalent; and three (3) years of work experience at the Ocean Safety Officer IV level or equivalent. Such experience must have involved planning, coordinating and supervising an operation and/or support functional program area (e.g. District Activities, Training and Community Awareness, etc.). Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university. (15 semester credits = 6 months). Specialized professional work experience in business administration, public administration or a related field or education credits in business administration, public administration or a related field can be substituted for up to two (2) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits specific to business administration, public administration or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II OCEAN SAFETY BUREAU CHIEF 2 15D5030 C.A master’s degree or PhD in business administration, public administration or a related field may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii Type 3 or equivalent); and possession of the following valid certifications and any other licenses or certifications as required of the position: 1.Professional Emergency Medical Responder Certificate as approved by the United States Department of Transportation guidelines or equivalent; 2. American Heart Association or American Red Cross Instructor Certificate in Cardio- Pulmonary Resuscitation (CPR)/Automated External Defibrillator (AED) or equivalent; and 3. American Red Cross Lifeguard Training Instructor Certificate or United States Lifesaving Association Open Ocean Lifeguard Instructor Certificate or equivalent. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II OCEAN SAFETY BUREAU CHIEF 3 15D5030 Tests: Applicants may be required to qualify on an appropriate examination. Special Working Conditions: Irregular hours, shift and weekend work and exposure to hazardous conditions as required. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
